SALIENT FEATURES OF MTB-MLE :
Four Aspect of Development
 LANGUANGE DEVELOPMENT
 COGNITIVE DEVELOPMENT
 ACADEMIC DEVELOPMENT
 SOCIAL - CULTURAL DEVELOPMENT

1. Language development:
Students will establish a strong educational foundation in the language they know best;
Developmental Theory of Learning by Jean Piaget
they will build a good “bridge” to the school language(s), and
they will be prepared to use both / all of their languages for success in school and for
life-long learning.

2. Cognitive development
begins at home at birth.
School activities will engage learners to move well beyond the basic questions of who,
what, when and where to cover all higher order thinking skills in the learners L1, their
language of thought.
These higher order thinking skills will:

- transfer to the other languages once enough Filipino or English has been acquired to
use these skills in thinking and articulating thought, and
- be used in the process of acquiring English and Filipino more effectively

3. Academic development:
Students will achieve academic competencies in each subject area and, at the end of
the program;
they will be prepared to enter and achieve well in the mainstream education system.

4. Social-cultural development:
Students will be proud of their heritage language and culture, and respect the
languages and cultures of others;
they will be prepared to contribute productively to their own community and to the larger
society.

IN MTB-MLE
Principle 1 :
KNOWN TO THE UNKNOWN
Learning requires Meaning.
Second Language learners use what they know in their own language to help develop
other languages.Learning requires Meaning.

Principle 2 :
LANGUAGE AND ACADEMIC DEVELOPMENT
Well develop first language leads to acquiring new language easily.

Principle 3 :
COGNITIVE DEVELOPMENT
Student who use their multilingual skills have been shown to develop both cognitive
flexiblility and divergent thinking.
Apply,analyze, evaluate and used to create new Ideas and information

DISCOVERY LEARNING

ACTIVE LEARNING
Principle 6 :
MEANING AND ACCURACY
Successful language learning involves hearing, speaking, reading and writing activities
that focus on both MEANING and ACCURACY.
Principle 7 :
LANGUANGE LEARNING
We learn best when the process is non threatening and meaningful.
In SLA, it takes 2 years to learn basic skills in the second Language, it takes 5 years or
more to learn L2 for learning complex academic concepts.
"ERRORS"are a normal part of second -language learning.

Principle 8 :
AFFECTIVE COMPONENT;
Valuing the Home Language/culture
Valuing students with talents in their home language more powerfully enables learning
than just Valuing learners of English whose home language is irrelevantt to academic
succes.
