Kenya Policy Paper

Afghanistan has an oppressive government and is violating human rights. Despite this,

Kenya's greatest ally, China, believes the Taliban would be better off with unfrozen assets which

allow them to create a stable government.

Kenya and China have had relations for over 600 years. (China) China believes that in

order to stop the humanitarian crisis in Afghanistan, the assets frozen in the New York banks

need to be unfrozen. Afghanistan has $3.5 billion worth of investments in the US, leaving the US

and a few other countries in control of their money supply. According to Google, a frozen asset

is, “an asset that cannot readily be turned into cash without heavy loss.”(Frozen) The heavy loss

for countries like the US would be if the Taliban didn't use their money to rebuild the economy

but instead used it to fuel their gun supply and continue to abuse human rights. On September 14

or 2022, the US and Swiss governments created the “Fund for Afghan people.” This plan

responsibly distributed money. Although the policy is just beginning, it would benefit from

adding new board members, changing the location of where the fund, setting compensation

policies and amending and adopting laws. (U.S)

Kenya and China believe that Afghanistan’s mistreatment isn't just, but their first step to

creating a less oppressive government would be to unfreeze the assets of the Taliban. Unfreezing

Afghanistan's assets helps rebuild liquidity for the banks, it benefits to keep the country out of

debt, it would supply the country's needs like electricity and water supply, and the assets would

aid in paying for banking services. (U.S.) Their investments were frozen to keep the Taliban

from continuing to be funded. According to the United States, in order to unfreeze the assets the

Taliban would need to be willing to let the money go into rebuilding the country. The only way

the US would let them have their billion-dollar asset back would only be if it benefitted the

Afghan people. (Atwood) The fear of the US is that every time they were to give money, food, or

any other goods to Afghanistan the Taliban would take it and use it unjustly. After lots of

conversations, the combined 7 billion dollars of afghan investments should be used for families

who suffered from the 911 attack and the remaining go into the country of Afghanistan so the

fear of starvation is no longer.
