Rationale
According to recent studies, 84% of municipalities in the Philippines do not have SPED
Centers nor clear programs for learning was implemented specially in the school years when
COVID-19 appears. In addition to this, the implemented law was said to be ‘’meaningless’’ if the
Department of Education has no budget for it. In spite of that, the increased proposed budget for
2023 which is 562 million from 329 million budget of 2021 was not considered as well. This might
somehow contradict the section 12 of Republic act 7277 stating that the ‘’state shall ensure that
disabled persons are provided with adequate access to quality education and ample opportunities to
develop their skills’’. In relation to this, shortage to many factors like school facilities, instructional
materials, proper curriculum guide, and lack of budget are the emerging issues causing ineffective
learning for disabled students. If these factors are not properly provided inclined with the teachers
and the whole institution, then even if disabled students willingly attend schools they will not
acquire and developed skills throughout the academic year with lacking instruments. As a result of
these difficulties, the accessibility in workplace also serves as problem for them to achieve either
schooled or unschooled. A study presented by DOLE about the employment of PWDs, the leading
occupation among disabled persons are menial tasks like masseurs, helpers, cleaners, and laborers.
We can conclude that it is tough for them to look for professional job as many institutions or agency
doesn’t accommodate their situation, even if there’s a law that scopes their rights to be employed
stated in chapter 2, section 7 of Republic Act 7277. Therefore, this study aims to propose possible
options that might help the institution to reach out and encourage disabled students to learn in most
effective and attainable way. In accordance to that, the propose options of this study might produce
intervention as it includes the idea of more disabled teachers entering school setting that will help
them to share first-hand experiences that promote much wider opportunities for PWDs and
knowledge as well as awareness to all students.
