Explain - why is it classified as Routine

Risk assessment will include a comprehensive list of hazard incl but not
limited to: (1)Distance of journey, (2) road
conditions ie, narrow, high crowning, excessive loose gravel, paved or oil
surface, sharp drop offs, excessive ditches.
Journeys that meet the definition of routine will be assessed according to
the above hazards. Resulting RPC code will
determine if the journey can be classified as routine.
