Terms of Reference

Initial Development Phase of 18 Holes Golf Course

I. INTRODUCTION

1. Background

PT Kios Cipta Kreasi hereinafter referred to as KCK is the assignment as The Developer who will develop
a KBS Park at Perkutatan, Jembrana - Bali including international standard 18 Hole Golf Course.

B. Purpose

To carry out the Planning of Work for Golf Courses, KCK carries out the procurement process to get a
company that is capable and experienced in carrying out the work where:

1. This Terms of Reference is a guide for the Initial Golf Course Development Phase Consultant which
contains the purposes, principles, criteria, outputs, and processes that must be met and considered
and interpreted into planning / designtasks.
2. Terms of Reference (TOR) for golf course planning or design work needs to be carefully prepared to
encourage the realization of planning works that are in accordance with user interests.
3. With this assignment, it is hoped that the Consultant can carry out its responsibilities well to
produce adequate product outputs according to this Terms of Reference.

C. General

1. Preparation of the Initial Development Phase must be realized as well as possible so that it can meet
the needs optimally.
2. Compilation of the Initial Development Phase must be planned, designed as well as possible so that
it can meet the technical criteria of a proper building in terms of quality, cost, and ease of
maintenance.
3. Preparation of 18 holes Golf Course Planning needs to be well and comprehensively directed to
be able to produce design works adequate and acceptable technical planning according to the
rules, norms and professional conduct.

D. Location Overview

The golf course development location is in the area of a former rubber plantation in district
Pekutatan, Jembrana, Bali.

1. Master Plan
In accordance with the Masterplan plan, this area will be developed by KCK as the Developer into
an exclusive residential cluster along with infrastructure, other supporting facilities with a total area
of 633.28 ha, including the planned development of the golf course itself of approximately 72.5 ha
including the Golf Club House and other supporting facilities and approximately 60.27 ha Golf Villas.

2. Environmental conditions
In general, this area has a tropical climate with temperatures ranging from 28 –34 ° C. Rainfall varies
according to the season, where the highest rainfall occursin the months October to February, while
the highest rainfall occurs in the lowest between the month December up to the month January.

3. Morphology and Topography
Geographically, the position of the area to be developed has regional boundaries as follows

North : Banana Plantation


South : Toll Road
West : Provincial Road
East : Rubber & Banana Plantation

The area and location of the golf course itself is surrounded by a series of beaches and has a view
with natural coastal views, having different levels/elevation contours (topography) ranging from
200 m to 300 m and located above sea level.

E. Scope of Work

Initial Development Phase of 18 holes Golf Course, which includes in its scope the preparation of:

1. CONCEPT DESIGN & MASTER PLAN

a. Designs, Goals & Objectives: Prepare a written plan and concept development for the golf
course which needs to be aligned with the development objectives of the whole of KBS Park.

The design needs to include the requirement of the development, such as:
- International standard 18 holes golf course.
- Integration of the golf course to the development of the residential surrounding the golf
course, which is the main development focus of KCK.
- Supporting facilities of the golf course, including but not limited to club house, F&B
facilities, supporting infrastructures and other required constructions.

b. Site Analysis Summary: A written summary of then findings regarding the side’s potentials
and constrains, and its ability to accommodate the proposed land uses.

c. Golf Course Routing Plan: Prepare the routing plan of the golf course in full colors that needs
to include:
- Routing Plan Concept: Prepare the 18 holes Final Golf Route Plan and Colored Rendering
and develop the routing plan for the golf course in full colors and indicate in detail in
relation to any requirements for an international standard golf course.
- Preliminary Routing Plan Analysis: Propose the description and analysis of the routing
plan that would be suitable for the relevant target market for the golf course.

d. Design Deliverable: The 18 holes Golf Preliminary Design needs to include:


- Colored rendering of the Conceptual Golf Routing / Master Plan which is adjusted to the
map and land conditions of the designated location, including locations of designated
residential areas.
- 3D rendering that shows illustrative layout, aerial view & spatial visualization of key
features within the master plan according to the plan design drawings for Residential
Marketing Tools
- Minimum 10 high res Images for Residential Marketing Tools

2. ESTIMATED CONSTRUCTION COST

Propose an estimated construction cost for the development of the Golf Course, such as :
a. Construction Cost 70 Ha Golf Course (incl. Pump, Irrigation, landscape etc)
b. Course Maintenance Equipment
c. Club House (3.500 – 4.000 M2) :
- Design Architect, Interior, Landscape etc.
- Local Consultant, QS etc.
- Club House Construction Cost (incl. Interior, Parking etc.
- Operational Equipment

3. 10 YEAR FINANCIAL PROJECTION PLAN


Prepare a financial projection for the golf course for the first ten years. This projection should
include but not limited to:
- Breakdown revenue of golf rounds and fees
- Breakdown of Expenses including operational and maintenance
- Other potential revenue and cost
- Yearly profit

II. LOCATION PLAN

The part marked in yellow in the image below is the location of the planned construction of the 18 Holes
