The NSTP (National Service Training Program) Law is an act for Tertiary Level

Students that amends the purpose Republic Act No. 7077 and Presidential Decree no.
1706, and for other purposes. Article II (Declaration of Principles and State Policies),
Section 2 states that

“The prime duty of the government is to serve and protect the people. The government
may call upon the people to defend the state, and in fulfillment thereof, all citizens may
be required under conditions provided by law, to render personal military or civil
service”

The declaration of policy includes:


● Prime duty of the government to serve and protect its citizens.
● Responsibility of all citizens to defend security of the state.
● The government may require each citizen to render personal, military or civil
service.
● Civic consciousness among the youth
● Develop their physical, moral, spiritual, intellectual and social well being.
● The youth patriotism, nationalism,
● Involvement on public and civic aairs.
● Shall be motivated, trained, organized and mobilized
● Literacy, civic welfare and other similar endeavors in the service of the nation.

The establishment of the National Service Training Program was aimed at enhancing
civic consciousness and defense preparedness in the youth. Requirements include at
least two (2) year technical – vocational courses and is a requisite for graduation, as
well as three (3) program components which are The Reserve Officers’ Training Corps
(ROTC), The Literacy Training Services (LTS), and The Civic Welfare Training Service
(CWTS).

Male and female students in public and private educational institutions must complete
one (1) of the NSTP components as a requirement for graduation in any baccalaureate
degree program or at least two (2) year technical-vocational program. Each of the
aforementioned NSTP program components shall be undertaken for an academic
period of two (2) semesters.
