Business Case
The Mandangoa spillway also known as Balatukan River spillway is one
of the largest river in the municipality of Balingasag, during heavy rains it flows and
make the community unable to cross the road. The residents of the villages said
the local government should build a footbridge so that people can still get across
during heavy rains. Bridge construction is required as it has huge impact on life of
people. Social, scientific and technological dimensions for bridge construction
must be considered. The decision of providing a bridge across any barrier is to
facilitate the community residing on either side of the project.

Goals/Objectives
The construction of bridge does not end on giving the people safety during heavy rains it
also provides a quicker, easier way to travel and transport good. This is clearly a good
thing if it means people get better access to education and employment. Improved
transport connections are routes to prosperity for areas of deprivation, creating economic
corridors and helping to rebalance economic growth.

Success Criteria
As a concerted effort to improve the outcomes of bridge asset management, state
highway agencies and Departments of Transportation (DOT) often improve their
modes of bridge performance assessment using advanced deterioration models,
optimized cost models, and other multi-objective preservation analysis in bridge
monitoring processes.  Many construction industries used the bridge health index
(BHI) a metric used for assessing the performance of bridge elements. It is a
quantitative measure which compares the current state of a bridge to its original
non-defective condition.
