Executive Summary
This project is a collaborative effort with the Technical Assistance Movement for People and
Environment Inc. (TAMPEI) to provide practical community implements for the Typhoon Seniang
survivors and revitalize its 177 families’ spirits after the tragedy back in 2006. SHAI, with the help of the
Philippines Alliance, the Philippine Action for Community-led Shelter Initiatives (PACSII), and the
Homeless People’s Federation Philippines, Inc. (HPFPI), was able to secure a 2.5 ha lot located in Sitio
Magkasili, Barangay Mauraro in Guinobatan, Albay.

Our proposal aims to meet the needs of the Saversville Homeowners Association, Inc. (SHAI) for a
functional hall design. The design of the functional hall centers around three main philosophies:
Connecting people, dissolving social barriers, and establishing holistic well-being. The functional hall
will be designed with two main components: A functional hall and an outdoor area. The functional hall
will be a covered court with collapsible bleachers, collapsible stage, and lighting implements. The
building will be designed in a traditional tropical style using natural materials such as bamboo. The
outdoor area will have walkspaces, lawns and planting beds, seating, and lighting.

The proposed work plan and schedule for the site is divided into five segments: Contracts, design,
procurement, construction, and post-construction. The project will be monitored via weekly reports and
inventories, as well as frequent site visits of appropriate professionals and personalities. Development
and construction of the site will take roughly 7-10 months and our proposed budget is 10,980,000 PHP.

Background of the Project


The Saversville Homeowners Association, Inc. (SHAI) is a community of survivors of floods and
mudflows brought about by Typhoon Seniang back in December 2006. The SHAI community was
formed in early 2008 and has worked alongside the Philippines Alliance, the Philippine Action for
Community-led Shelter Initiatives (PACSII), and the Homeless People’s Federation Philippines, Inc.
(HPFPI) to secure lots and housing for the 177 families that it is a part of.

By late 2008, less than two years after the tragedy, SHAI was able to acquire a 2.5 ha land in Sitio
Magkasili, Barangay Mauraro in Guinobatan, Albay. Development in the site is currently underway,
as the geodetic engineer hired by the community has allocated lots to erect housing for its families,
roads and alleys, and a space in the center allocated for a functional hall–the design for which will be
presented in this project proposal.

Objectives
The CWTS group aims to address the SHAI’s identified need for a design of a functional hall inside
the site that would serve as a venue to hold social gatherings in the community such as sports events,
wedding and birthday celebrations, as well as serve as a location for convocations, meetings, and
seminars. The project proposal for this design will include not only its potential architectural structure
with its built- in amenities, but also the expected budget requirements.

Expected Outputs
Design Concept
The concept behind the proposed design of the function hall is to connect people, dissolve social
barriers, and establish holistic well-being within the area. Since the function hall would be situated at
the center, it could serve as the primary focal point aimed to draw people in and become the center of
all activities taking place in the community. As a result, initiating social activities would be encouraged
which will help create and foster relationships, as well as boost the morale among the members of the
community.

Design Theme

The project will utilize a traditional tropical architecture design to complement the natural
surroundings of the place and achieve proper ventilation, good lighting, and aesthetic projection to
make the function hall a comfortable covered outdoor space. Usage of bamboo will be evident in the
design due to its durable properties, accessibility, and environmental sustainability. It is also an
environmentally friendly construction material which will give the place a fresh vibe, suitable for
providing pleasant conditions for its users.

Design Form

The design will employ a curvilinear form to encourage movement and mobility across the space,
which will enhance the social experience of the users.

Project Implementation and Management


Dimensions
The entire project lot is estimated to be approximately 1800 square meters, with space allotted for a
function hall that is 38 meters long, 21 meters wide, and 9 meters tall, as well as an outdoor area that is
20 meters long and 10 meters wide. Diagrams are provided below.

Location
The site for development is an approximately
1800 sqm land located in Sitio Magkasili,
Barangay Mauraro in Guinobatan, Albay. The
site is characterized as sitting on a broad plain
away free from steep slopes and has no history of
flooding or landslides–a major concern from the
SHAI community.

Water bodies such as springs, wells, creeks, or


rivers are absent in the area. Two large recessions
are located outside the site, both of which are
speculated to have resulted from the impact of
bombs or the activities of soldiers during World
War II.

Human Resources and Project Personnel


Built on the concept of connecting people, this project also aims to maximize the work
opportunity that may be given to the locals within the community of SHAI in the duration of the
construction. Together with the Project Heads composed of the CWTS group members, below is a
proposed comprehensive branching of the organizational structure composed of the necessary
workforce. All roles presented are subject to change and further development.

General Project Director

The project director or overall project manager oversees the entire affairs of the construction site as
well as manages the human, material and financial resources of the project, to keep up with the
project timeline.

Assistant Project Manager

Assistant Project Managers are generally someone who reports to and assists the project manager
and ensures that projects run smoothly from start to finish by helping with planning and execution.

Operations Manager

Construction operations managers are responsible for overseeing all aspects of construction
projects.

Project Engineer

The project engineer ensures that the project is quality-controlled, time-controlled, and
cost-controlled. They are conversant with the office (design, planning) and field (execution)
procedures.

Structural Engineer

The structural engineer designs all the structural elements in a project and supervises the
construction to ensure that proper building practices are being adhered to on the construction site.

Maintenance Engineer

Ensures all site machinery is in perfect working condition in order to reduce downtime. They
constantly carry out maintenance checks on all site machinery and document their processes.

Electrical Engineer

Electrical engineers create electrical designs of structures, consisting of the layout of both the
electrical piping (internal) and fittings (external).

Mechanical Engineer

They create mechanical designs of structures, consisting of the layout of the plumbing piping, and
fittings.

Machine Operators

The machine operator as the name implies operates various machinery used in construction such as
cement mixers, cranes, trucks, excavators, etc.

Builder

Builders bring the vision of the structural (civil) engineer to reality. They are in charge of physical
activities.

Financial Manager

Financial managers generally oversee the financial health of the project and help ensure its continued
viability.

Procurement Officer

They are in charge of the purchase of all materials needed on-site. Their priority is to effectively
control the cost of purchase of needed materials, and the timely delivery to the site so as not to slow
down the project thereby increasing project duration.

Quantity Surveyor

The quantity surveyor calculates and manages all the construction resources needed for the project.

Financial Accountant

They work with the management arm of the operation to monitor the remuneration of all personnel.

Financial Consultant

Financial consultants typically advise clients, companies, projects, and businesses on a range of
financial services and decisions, including budgeting and investing.

Human Resources Manager

They plan, direct and coordinate the administrative functions of an organization. They oversee
recruiting, interviewing and hiring of new staff as well as training for current staff.

Health, Safety, and Environment (HSE) Officer

The HSE officer pilots and implements the company’s health, safety, and security policy on the
construction site.

Recruitment Officer

Recruitment officers ascertain job roles within a company and work to find, from either internal or
external sources, new personnel to fill these job roles.

Internal Relations Officer

The Internal Relations Officer ensures that all personnel within the project are well-attended to and
well-compensated. These include handling employee benefits, leaves, etc.

Research and Development Manager

Research and development managers determine, implement and monitor research and development
strategies and priorities to support the project.

Project Researchers

Project Researchers are in charge of the development of the project and further studies, analyzes,
and expands the current information known about the project.

External Communications

They commonly act as liaisons between contractors, subcontractors, suppliers, and other parties
involved in the project.

Creative Design Manager

Creative design managers are responsible for overseeing the creative process behind the project.

Head Architect

Leads in the design of the physical aesthetics of the project. They carry out periodic site visits to
ensure adherence and compliance with the architectural plan while liaising directly with the structural
engineers and site supervisors.

Assistant Architect

Assists the Head Architect in tasks deemed necessary for the design of the project.

Artisans

The artisans are the manual workers (and laborers) who are skilled in particular crafts in construction
such as concreting, masonry, tiling, carpentry, etc.

Project Monitoring and Evaluation


To monitor the construction of the function hall, weekly reports will be made, discussing the areas
under construction, areas completed, and areas that were delayed or require special interventions.
Additionally, taking inventory of resources will be done to ensure that no unexpected shortages will be
experienced. The amount of hours and manpower available each day shall also be recorded to keep
track and determine if the amount of work accomplished per day is aligned with the schedule for the
project. Site visits will also be conducted to inspect the quality of work being delivered and address
any issues, especially those with major implications on the outcome of the design.

Budget
Our proposed overall budget for the development is 10,980,000 PHP. The breakdown is as follows:

Functional Hall
According to the Philippine Statistics Authority, the average construction cost per square meter in
the Philippines as of 2022 is 10,900 PHP. Given that the functional hall is 798 sqm, our estimated costs
for its construction is 8,698,200 PHP. We add 20% to the estimated cost for allowance.

Our final proposed budget for the construction of the functional hall is 10,500,00 PHP.

Outdoor Area
According to Landscape Architect Abby Abiol, the average landscaping cost (plant materials and
labor included) per square meter in the Philippines is around 2000 PHP. Given that the outdoor area is
200 sqm, our estimated costs for its construction is 400,000 PHP. We add 20% to the estimated cost
for allowance.

Our final proposed budget for the construction of the functional hall is 480,000 PHP.

Backup Sites for Project Proposal


Backup Choice 1: Ang Payatas Scavengers Homeowners Association, Inc. (APSHAI)
Based in Rodriguez, Rizal, Ang Payatas Scavengers Homeowners Association, Inc. (APSHAI) is the
Montalban off-site housing project for the urban poor who made a living scavenging the Payatas
dumpsite in Quezon City, otherwise known as the ‘Payatas scavengers’. This community was formed in
1993 as a response to the threats of eviction the urban poor faced from their position as informal
settlers near the Payatas dumpsite. Their land acquisition process began in 1998, however, there were
many obstacles in its approval due to the land they wanted to buy being considered as agricultural land.
Unfortunately, in 2000, a large chunk of the Payatas dumpsite fell in a landslide and led to a subsequent
fire, which displaced the people and destroyed the construction materials needed for their housing
project.

It was due in part to this tragedy that the government approved the housing project to take place in
the now Miraculous Hills Subdivision, Barangay San Isidro, Rodriguez, Rizal. The Montalban housing
project was primarily community-driven and self-made, with the help of a loan from the Homeless
People’s Federation Philippines, Inc. (HPFPI) which covered the 2.4 million pesos worth of expenses.
Today, around 56 families live in the area, although only 5 are original members from the Payatas area
as the others left due to the lack of livelihood opportunities.

In regards to this community’s intended needs for CWTS architecture, APSHAI requires boundary
fencing.

Backup Choice 2: Goldenville Neighborhood Association


The community Golden Ville Neighborhood Association of Davao City, Inc. houses approximately 27
member families in the Sta. Catalina, Barangay Lapu Lapu, Davao City. This is in accordance with the
information provided by the HFPPI. According to preliminary reports of their intended needs, Goldenville
hopes to develop a temporary outdoors space into an urban garden.
