Simple past tense VS Past continuous

Two actions in the past, the action in progress: Present continuous. The action that
interrupts the action in progress: simple past.

Use WHEN or WHILE to join two ideas in the past.

Example: My dad was driving the car at that moment when the accident occurred yesterday.
Action in progress Interrupts the action in progress.

You can change the position of the elements.

When the accident occurred yesterday, my dad was driving the car at that moment.

Another example:

It started to rain while they were leaving out the car.
