SAFE Work Procedures for: Hacking Work

PURPOSE
a. To define proper safety measure that has to be taken during hacking works, to
prevent any injuries to the workers performing the operation and to other
workers in the vicinity
RESPONSIBILITIES
a. The site supervisors are to ensure that the risk control measures stated in the
risk assessment are being implemented during work
b. The Management of the Company is to ensure that adequate resources and
safe equipments are being provided for the safe carrying out of works by the
workers and the safe procedures for hacking works is being communicated to
the workers.
c. Workers must follow the safe work procedures stipulated.

Safe Work Procedure for Hacking Work

a. Site supervisors to ensure that workers who are assigned to carry out
any required hacking work has to be fully equipped with the
appropriate PPE (Personal Protective Equipment), i.e long sleeve
clothing, safety helmet, safety shoes, safety goggles, ear plugs and
dust masks.

b. Supervisors are to conduct training to workers on the proper hacking


method and the correct way of holding for equipment for safe
hacking.

c. Prior to hacking work, M & E personnel to identify existing pipes and


services at the work area and inform Site Engineer if any services or
pipes exist.

d. The area where existing services are present is to be clearly marked


out.

e. Where the hacking works are carried out at higher levels, the work
area below is to be cordoned off sufficiently (to assess the coverage
area based on the height of work) with warning signage, understood
by all workers in the work area. The supervisors may bring up
schedule of works during the site coordination meeting or WSH
Committee meeting to pre-warn other contractors.

f. A watchmen is to be deployed below the work area to keep out other


workers

g. Supervisors are to ensure that no debris is allowed to drop outside


cordoned area, otherwise deploy a man to control human traffic
below.

h. The equipments to be used are to be inspected by LEW and a valid


inspection date is to be affixed on the equipment. Workers are to
carry out a visual inspection on the hacking equipment prior to the
use.

i. Electrical cables are not to be left trailing on the ground, and are to
be elevated using non-insulated materials.

j. If the equipments are found not to be in order or physical defects are
present, all defective parts are to be replaced or rectified
immediately. If immediate rectifications are not possible, the
equipment has to be sent for repair.

k. During hacking work, another worker may be assign to spray water to


wet down the dust produced from the hacking work.

l. Ensure that the working area is cleared of debris and free from any
oil spills to prevent any slip/trip hazard.

Human Factor

a. Workers to have sufficient and uninterrupted rest the night before

b. Workers to maintain proper posture while doing hacking work

c. Supervisor to ensure shift or job rotation to be implemented to
prevent the workers from suffering from prolonged vibration hazards
and hearing loss.

Emergency Response Procedures

a. Site Supervisor shall inform main contractor and raise the alarm
should an emergency occurs.

b. Emergency access and escape route shall be established and


remain unobstructed during the course of work.

c. Serviceable fire extinguisher shall be made available at the work area


at all times.

d. First aider of the worksite shall be made known to the workers in


case of emergency.

e. Workers shall be briefed on the workplace emergency escape route


and assembly area.

f. All workers shall be given a list of emergency contact numbers to


summon for assistance should an emergency arise.
