Abstract

This research study is conducted to address the issue of the difference between the jeepney

drivers’ income before and during the pandemic. Precisely, this study answered the following

questions: First, “What is the average income of jeepney drivers before the CoVid-19 pandemic?”

Second, “When the travel ban is lifted, what is the average daily wage of the jeepney drivers?”

Lastly, “What is the significant difference in the jeepney drivers’ income before the pandemic and

after the travel ban was imposed?”

A survey was conducted on May 23, 2022, at Liliw, Laguna using a quasi-experimental

method of research wherein Slovin’s Formula was used to determine the sample size of the study.

Specific instructions must be given and a timetable for sending questionnaires must be set. The

research data were gathered through the distribution of questionnaires to the jeepney drivers. After

collecting the questionnaires, the data were gathered, tabulated, analyzed, and computed and the

needed statistical instrument was applied.

It was found in the study that the majority of the jeepney drivers are earning less than ₱500

before and during the pandemic. It further revealed that there is no huge difference in the income

of the jeepney drivers.

In this study, the researchers concluded that there is a massive increase in the number of

jeepney drivers earning less than ₱500 than before the pandemic. In addition, it is noticeable that

implementing the travel ban and restrictions truly affected the jeepney drivers’ income. Due to

that, the number of public vehicle drivers decreased in the country resulting in the insufficiency of

their income to support their families adding to that the continuing rise in fuel prices.

After a thorough analysis of the research, the following recommendations are hereby

given: First, the jeepney drivers must encourage themselves in order to be back on giving service

to commuters. Second, the government may present a program for jeepney drivers who wanted

to improve their income. Third, future researchers can make a study on distinguishing the other

factors that may affect the income of the jeepney drivers. Lastly, future researchers may use this

study to discover more information on how the government can assist the jeepney drivers in

increasing their income.

Chapter I

Introduction

Background of the Study

The suspension of public transportation services comes after different categories of

community quarantine and granular lockdowns have been imposed to curb the spread of Corona

Virus Disease 2019 (CoViD-19). The road transport sector includes hundreds of thousands of

jeepneys, millions of tricycles, as well as taxis, and buses. Jeepneys remain the "King of the

Road", the primary choice of transport for most commuters despite being banned from plying

their trade.

Every public transport driver's life was difficult to even before the pandemic because of

the average amount of income that covers only their everyday financial expenses such as food,

rental fees, electricity fees, and other costs (Raskin & Meyer, 2020). It is only the pandemic that

made it harder to strive to live at ease.

Since the Philippines has an employment rate of 91.9%. In terms of percentage, this is

lower than July's 93.1%. Still, the majority of Filipinos rely on public transportation, especially

jeepneys, as it provides mobility and access to employment, community resources, medical care,

and recreational opportunities in communities across the Philippines. Benefits for both of the

parties involved; people who have vehicles and commuters due to its offered cheap fare.

According to Floranda, S.C., mass transport was killed. Not only was public transport

idled, but many businesses across the tropical archipelago ground to a halt for months,

destroying jobs and pushing the country into recession. Philippine officials expect the economy

to contract by as much as 9.5% this year, before rebounding to 6.5% to 7.5% growth in 2021.

As the COVID-19 Pandemic spreads, the drivers are not just looking for money but also

for assurance, assistance, and protection from their own respective companies (Recio, 2020).

Companies should not leave them behind and provide all the necessities they need. In this time

of the pandemic, no one should be left behind (Recto, 2020). The COVID-19 pandemic hasn't

been useful for vehicles. However, it's much more terrible. They revealed that its rides business's

gross appointment declined by 75% in the three months to June compared with a year ago,

tumbling from $12.2 billion to just $3 billion. At this point, delivering gross appointment figures

to its financial specialists has, all things considered, announced a 60% drop in the number of

dynamic riders on the stage in the three months to June, from 21.8 million a year ago to 8.7

million this year.

Moreover, as the pandemic started and travel restrictions have been implemented, jeepneys

have been parked for a long time, and life has been expensive. Numerous jobless drivers have

resorted to begging in the streets, displaying cardboard signs bearing pleas for money and food on

their jeepneys. "A little help please, for us drivers." In a once-bustling passenger terminal in

suburban Quezon City’s Tandang Sora village, about 35 drivers have turned their jeepneys into

tiny shelters. They squeezed in.

They brought cooking stoves, a few spare clothes, cell phone chargers, and electric fans to

fight off the tropical heat and mosquitoes in the cramped passenger compartment where they have

now lived and slept for months. (Jamal, 2020).

Furthermore, the government eased the lockdown in September to reopen the slumping

economy, allowing newer passenger vehicles to return to the road under strict quarantine

regulations. But the traditional jeepneys in Liliw, Laguna remained sidelined and came back on

the road last March.

Well before the outbreak began, jeepneys had already been threatened by a government

program to modernize public transport and phase out aging vehicles. Piston, K. L., on jeepney

modernization, stated that he has no problem with modernization because they consider themselves

progressive. "We are progressive, so we are not anti-development. But the problem with the

modernization program is that it is anti-poor and profit-oriented. Moreover, Roque, H., attempted

to allay such fears by saying that now, amidst the crisis, is not the time for modernization. Despite

those words, however, there were telltale signs of a jeepney phase-out.

This study was conducted to arbitrate the impact of imposing a travel ban on the jeepney

driver’s daily income of P650 for eight hours of work and P1000 for 12 hours with its boundary

deducted (Balao, 2021). Charging only P10-P30 for up to 20 passengers depending on the distance

back then compared to the current fare of P20, it doubled its passenger capacity. Additionally,

difficulty in observing physical distance was among the main reasons why the ubiquitous Filipino

public transport was prohibited from getting back on the road.

Statement of the Problem

This analysis aimed to ascertain the causes, explanations, and changes in the income of jeepney

drivers of Liliw, Laguna when the travel ban was lifted. The following questions would be of

particular interest to researchers:

1. What is the average income of jeepney drivers before the CoVid-19 pandemic?

2. When the travel ban is lifted, what is the average daily wage of the jeepney drivers?

3. What is the significant difference in the jeepney drivers’ income before the pandemic and

after the travel ban was imposed?

Figure 1 shows the study’s input showing travel restrictions midst of the pandemic. The

process will be done by distributing questionnaires among the jeepney drivers. Lastly, the

researchers will know the income of jeepney drivers after the output.

Figure 2 implies the independent variable, dependent variable, and extraneous variable. The

travel ban caused an impact on the income of jeepney drivers. Therefore, the researchers want to

know deeply about the factors affecting the study which are macroeconomic factors.

Importance of the Study

The researcher took an interest in conducting this study as means of knowing the difference

in the income of jeepney drivers before and during the pandemic. The results would benefit the

students, passengers, drivers, and other researchers

For the students that will see and read this, they would benefit because they can learn from

this study.

For the passengers, the information that will be gathered will inform them if the fare they

pay is sufficient for the driver’s needs. Numerous people nowadays are complaining about the

sudden increase in fare fees.

For the drivers, they will have an idea of the effects of the travel ban on their income hence,

they may be more motivated to be back on giving service to commuters.

For the other researchers, this study may help them to discover more information on how

the government can assist the jeepney drivers in increasing their income.

Overall, this study will be beneficial to different groups of people as it is considered as a

global issue.

Scope and Delimitation

This study was conducted to find out the impact of imposing the travel ban on the income

of jeepney drivers. Additionally, it aimed to determine if the government's actions affect their way

of life and cost of living. Moreover, this study existed to gain knowledge about the strategies that

could alleviate jeepney drivers' inconvenience. The researchers will be able to determine the

demands of jeepney drivers, which resulted in poverty and other social issues amidst the pandemic

and also propose possible solutions to this problem.

Furthermore, this study limits its coverage to twenty jeepney drivers in Liliw, Laguna. The

researchers will focus on the amount earned by the jeepney drivers at a specific time, identifying

it with the use of questionnaires. It is essential to emphasize that research will only concentrate on

the time wherein travel restrictions are imposed in compliance with the safety protocols during the

course of pandemics.

This study will be done only throughout a particular school year, 2021–2022. The study

aims to determine the impact of the travel ban on the jeepney driver's income amidst a pandemic.

Hence, the study excludes the thorough investigation of the respondent's personal background but

their perception and life experience of the travel ban.

Review of Related Literature and Studies

In the matter of De Torres (2020), over 13 million Filipinos have lost their jobs or

livelihoods during the CoVid-19 pandemic recording high unemployment and one of the worst

outbreaks in Southeast Asia. The Duterte administration implemented a program phasing out

non-electric or non-euro-4 compliant public utility vehicles starting with jeepneys also known as

the Public Utility Vehicle Modernization Program, which frees the transport driver's main source

of income. In a relation to that, numerous jeepney drivers resorted to begging or protesting on the

streets proving that in the deep sense of injustice transport workers, groups of workers,

commuters, and sustainable transport advocates united in defining a transition towards a truly

low-carbon and democratic public transport even admits covid-19 pandemic.

According to Alejandro Tirachini (2020), The rapid spread of the Covid -19 virus, which

became a worldwide pandemic in a matter of weeks, has been attributed to the hypermobility of

our current lifestyle, globalization, and the connectively and accessibility of Wuhan, the first

epicenter (Musselwhite, Avireri, and Susilo 2020). The Covid -19 pandemic rapidly involved a

situation with profound effects on lifestyle and travel worldwide, ranging from a dramatic

decrease in air travel to an unprecedented increase in teleworking. These Impacts resulted from

governmental measures (e.g, travel restrictions and shutdowns of whole sectors of the economy)

as well as individual choices to refrain from traveling in order to reduce exposure to other people

and the risk of contamination.

Urban travel has declined all over the world, but not uniformly for all modes. This was

in some cases accompanied by a reduced service apply and exacerbated by the perception of

public transportation as riskier than private or personal means of transport because of the closer

contact to other people that is possible, sometimes unavoidable, in public transportation vehicles

and stations.

The fact that a person infected with the novel coronavirus or covid-19 is contagious

before showing any symptoms (Javid, Weekens, and Matheson 2020) is particularly worrisome

for virus exposure in public places.

Advice by authorities regarding the use of public transportation in response to the

Covid-19 pandemic has been quite varied around the world. On one end of the spectrum, official

guidelines explicitly discourage the use of public transportation.

According to Jhoselle Tus (2021), The majority of Filipinos rely on jeepneys of "King of

the Road" as a transportation and access to employment, community resources, medical care, and

recreational opportunities in communities across the Philippines. It benefits both of those people

who have a vehicle and commuters because of the cheapest fare. Jeepneys show importance as a

mode of transportation and an icon in Filipino cultures. The main objective of the study is to

describe the lived experiences, challenge faced, and coping mechanism of the jeepney drivers

during the pandemic. Moreover, the implications of the study were discussed and

recommendations were suggested.

According to Michael Beltran (2020), after almost four months of lockdown measures

due to COVID-19, the Philippines government in June eased restrictions for the majority of the

country. But even as public transport systems slowly got back to running, something was

missing: the distinctive jeepneys, still banned from plying their trade.

On June 24, Land Transportation Franchising and Regulatory Board Chief Martin

Delagra announced that "traditional jeepneys" would be allowed on the road the following week

in Metro Manila, where the majority of jeepneys are used. Two days later, however, the office of

President Rodrigo Duterte backpedaled, stating that only “road-worthy" jeepneys- the qualifier

unclear-would be accepted.

So far, only 49 jeepney routes out of more than 900 existing ones have been allowed to

reopen in Metro Manila. That's roughly 8% of 74,000 jeepneys back on the streets and voicing

their calls to bring back their livelihoods.

He also states that the jeepney is an icon of Philippine Road, breaking the sameness of

cars and buses with over-the-top decals and a long, open-air passenger area. More importantly, it

serves as the cheapest and most accessible form of transportation for the commuting public. Each

vehicle carries up to 20 passengers charging just 16 US cents for a 5-kilometer trip. But this

According to M. Shafiq-Ur Rahman (2012), there is various kind of public transportation

vehicle that helps people's daily productivity in Siquijor Province. Those vehicles are bus,

jeepney, tricycle, and motorcycle services. This states that it does not guarantee travel time,

comfort, and safety. However, this is efficient in a form that is low cost and efficient. People

prefer comfort as the easy way to reach their destination. In times of hardship, we should know

how to budget our money. Using public transportation is a convenient way the movement the

economy.

According to Ramil et al. (2021), jeepney drivers today know and understand the way our

government operates. Drivers are required to face the hardships of life. Their income during the

pandemic will not be enough to support their families, especially with rising prices. Drivers are

also said to be looking for other sources of money, such as construction. They also mentioned

that the government should have found a way to compensate for the sacrifices of our jeepney

drivers, who we can now call heroes.

According to the Union of Catholic Asian News (2020), owners of jeepney drivers and

struggling drivers appealed to the Philippine Government to allow them to resume their

operations to survive the COVID-19 crisis. However, the Government said the jeepneys'

operation remained suspended to control the areas' spread with a higher case of COVID-19. The

Government also said they need to follow and observe the hierarchy of transportation modes in

the Philippines. They also stated Jeepney operation will be lastly to operate if the public transport

still is not sufficient.

Conforming to Raskin and Meyer (2020), every public transport driver's life was difficult

even before the pandemic started due to their average amount of income that covers only their

everyday financial expenses such as food rental fees electricity fees, and other costs.

Transporters have kept on making a trip to places the vast majority of us are not permitted and

the significance of the shipping business has been up front for the last six months (Global News,

2020). Jhinger (2020) aforementioned "When all individuals were a person apprehensive, sitting

at home and we are much as the same as drivers". "If drivers sit at home, how can individuals

eat? So, we have to keep our wheels moving".

Enlargement of sanitation and hygiene is a must and is a part of the messaging around the

pandemic. Muzik (2020) aforementioned that drivers are allowed to do that by providing the

diverse with open parking and having their place that is clean and sanitized. They will allow the

drivers to be in that place (Kocher,2020) the covid-19 pandemic has a higher risk and is very

dangerous.

Based on the researcher, the majority of Filipinos rely on jeepneys or "King of the road"

"King of the Road" being dismissed. Many drivers are begging on the roads and asking for a

small help from the government and hoping for the drivers to drive again. Before the pandemic

arises, the government has plans and programs to modernize to update and have safety and

convenience for the passengers (Favila, 2020). According to (Recio 2020), the government

should study the program because low jeepney drivers cannot afford the new vehicle. This result

will in jobless and hardship for the jeepney drivers. Indeed, even before COVID-19, life was

hard however it was tolerable.

Our government is thinking of a way to solve the public transportation scheme at this

time of the pandemic. On March 16, 2020, the Philippine government banned public

transportation in order to combat COVID-19. Public drivers have expressed strong opposition to

this decision because of its impact on their income. As a result of the travel ban prohibition,

workers were also compelled to walk back to their homes.

As the COVID-19 Pandemic spread, the drivers are not just looking for money, but also

for assurance, assistance, and protection from their own respective companies. Companies

should not leave them behind and provide all the necessities they need. In this time of the

pandemic, no one should be left behind. The COVID-19 pandemic hasn't been useful for

vehicles. However, it's managing much more terribly.

Philippine officials expect the economy to shrink by 9.5% this year before returning from 6.5%

to 7.5% in 2021. All in all, the backbone of our economy is transportation, and business without

it our economy will suffer even the small group of drivers, vendors, etc. It is a great blessing that

our officials loosened some travel ban restrictions and that our drivers are now on their job. The

business establishment is open to the public.

Based on the researcher, during the pandemic drivers are one of the victims of pandemic.

The pandemic makes them hungry, and they have nothing to do but find another source of

income. 80% of the participants become emotionally unstable because of the pandemic, they are

forced to stop their routine of being a driver. When they were allowed again to be back in their

usual way, Jeepney drivers ensure the safety measures and protocols are followed. They put

plastic to provide barriers and to have physical distancing of the passengers. They didn't forget

the alcohols they displayed in the corner of the Jeeps. The drivers also make sure that the

passengers are always wearing a facemask and face shield. Because of the pandemic, their salary

decreases a lot. Even though it's hard for them to fit in, they have nothing to do but accept the

new normal.

quantitative approaches to gather information about the present condition. This study aims to

unbiased representation of the total population.

BEFORE

The survey for responders will be delivered to Plaridel Integrated National High School's

research adviser, along with a letter requesting permission to perform the study. After the

questionnaire has been accepted, it will be distributed to the study's participants.

DURING

Specific instructions must be given and a timetable for sending questionnaires must be set.

Next, the researchers will announce that they can take their time in filling out the questions.

Then, collect information or responses from the respondents.

AFTER

Collecting the questionnaires, the data were gathered then tabulated, analyzed, and

computed and the needed statistical instrument was applied.

The data gathered with its analysis and interpretation is made in order to draw conclusions

researchers used tables, figures, and graphs, followed by analysis and interpretation.

Conclusions and Recommendations

Conclusion

1. The jeepney driver's revenue has been severely affected by the travel ban and restrictions.

2. Jeepney drivers requested the travel restrictions to be lifted in the midst of the pandemic, as it

is affecting their income.

3. Most jeepney drivers are discouraged to keep driving, even if it is their primary source of

income.

4. Oil price hike is another factor that influences their income regardless of the pandemic.

5. The jeepney driver's income is insufficient to meet their daily demands, as the pandemic

massively affects their earnings.

6. There the income of the jeepney drivers in pre-pandemic and post-pandemic is vastly different.

7. The travel restrictions and protocols considerably stimulate the number of travelers since

passengers seek safe and sanitary travel.

8. The number of passengers has a significant impact on their income.

9. The actions of the Government are ineffective in meeting the needs of the jeepney drivers.

Recommendations

In the findings and conclusions of this study, the following recommendations are proposed:

1. The jeepney drivers must encourage themselves in order to be back on giving service to

commuters.

2. The government may be one of the promoters affecting the income of the jeepney drivers.

They may present a program for jeepney drivers who wanted to improve their income.

3. Future researchers can make a study on distinguishing the other factors that may affect the

income of the jeepney drivers.

4. Future researchers may use this study to discover more information on how the

government can assist the jeepney drivers in increasing their income.
