The president of the republic of Kenya his excellency Dr. William Samoei Ruto recently appointed a 47
member committee TaskForce (The Working party on CBC reform) to evaluate the Competency Based
Curriculum (CBC). The Working Party on Education Reform will work for a six-month period by
gathering views (public participation) so as to accommodate concerns from parents, teachers as well
as stakeholders in the Education sector. They will be required to submit to him a progress report
every two months from the date of their appointment.

2 State its structure

The learner spend two years in pre-primary ,six year in primary and six years in secondary school.Those
who proceed to university will study for three years while those who join certificate ,diploma and
technical course will study for varied period depending on the program.

3.Outline the (8) areas addressed by the taskforce in public participation exercise carried out in 2019,
regarding CBC implementation

I. Transition on grade 6 cohort ( of CBC) and standard 7and 8 (8-4-4) pupils in 20 24 to secondary
schools.
II. Domiciling of grade 7 ,8,and 9 with basic education structure.
III. Competing based assessment for the referred curriculum.
IV. Strategies for implementation of senior secondary pathways.
 V. Concentualization of competency based pre-serve teacher education
VI. Design and implementation of values –based education ,community service lerning and parental
empowerment and engagement programmes
VII. Transition from basic to tertiary education and training
VIII. Any other issue that the taskforce needs to consider curriculum reforms implementation.

have necessitated the working party ( taskforce) , have one of their terms of reffered to be on

Basic education

The taskforce wants to undertake a summative evolution to asses and recommend an

appropriate structure to implement CBC .
The taskforce to be concerned with the laws the basic education subsector and make
recommendations for reviews to address duplication ,ambiguity,effectiveness and to improve
linkage.
The third concern is to asses the CBC examination framework and lookin into teachers and
training for both preserve and in-service
The other concern is the task force to review and recommend an appropriate financial
framework ,including capitation and essential package grants fir all levels of basic education in
Kenya.
The taskforce is also to be concerned on 100% transition and also develop a good and
appropriate method to track all children of school age to ensure that they access education.

Tertiary education
i. The task force is to review and look unto the boss governing tertiary education
subsector and make suggestions for review of the legislators to ensure effectiveness and
efficiency.
ii. The taskforce is also to review and give recommendation of facilitating amaligalation of
HELB ,TVET and university funding Boards with view of harmonizing and merrying all
tertiary education funding.
iii. The taskforce is also to check on the training and development of lecturers and students
and ensure their effectiveness and competency.
iv. The task force is also to recommend a framework of operationalizing the national open
university Kenya are framework on E. learning processand its effectiveness.
