POSITION DESCRIPTION

BUSINESS ANALYST
The Business Analyst position will play a key role with the implementation and post go-live support of Protech
system, a governance, risk and compliance (GRC) system and apply best practices in process improvement
through digital transformation.
You will work collaboratively with stakeholders to gather and document business rules and process flow for
the new system design to ensure efficient and effective execution of business processes, best user experience
and continuous innovation.

Salary Range: $105,479 - $127,621 + superannuation
Usual Work Location: Melbourne CBD
Employees will be required to work from SRLA site locations as required. SRLA
has a hybrid work model and we also support flexible working arrangements;
however, the successful candidate must reside in Victoria and have the ability to
commute to the usual work location, when required.

ABOUT THE SUBURBAN RAIL LOOP AUTHORITY


Suburban Rail Loop (SLR) is a city and state-shaping project that will transform Victoria’s public transport
system, connecting Melbourne’s suburbs and creating opportunities in great places. The 90-kilometre
Suburban Rail Loop will link every major rail line from the Frankston line to the Werribee line, via the airport,
better connecting Victorians to jobs, retail, education, health services and each other. The project will trigger
investment and renewal in the neighbourhoods associated with new stations, creating an opportunity to shape
and plan for the services, amenities and infrastructure these communities will need as Victoria and Melbourne
grow. It will be constructed in stages across several decades, with SRL East (Cheltenham to Box Hill)
delivering twin 26 km tunnels, six new underground stations and key amenity enhancements to local precincts.
Suburban Rail Loop Authority (SRLA) is responsible for all aspects of the project including planning and
development of the reference design, the Business and Investment case, site investigations, community and
stakeholder engagement, planning approvals and procurement, through to precinct planning, construction
delivery and project commissioning.

Corporate Services lead Suburban Rail Loop Authority’s people, finance, technology and business
administration strategies. We provide SRLA’s executive with strategic support and expert advice across the
organisation to ensure we meet the ambition of this transformational project.

THE BRANCH
This position is within the IT Services Branch of the Corporate Services Division. IT Services works with a
variety of vendors to provide SRLA with a safe and secure technology environment that can be accessed from
wherever SRLA’s people happen to be working, whether it be within the office, at home or out on an SRLA
work site.

KEY ACCOUNTABILITIES
• Leading requirements gathering, facilitating design workshops and meetings to explore and capture
business requirements for the GRC system, providing inputs into business cases, identifying solution
options and preparing formal documentation.
• Establishing and maintaining strong, collaborative and productive working relationships with internal
and external stakeholders through provision of expert guidance, support and feedback to ensure
proposed solutions meet the business requirements.
• Liaising with Project Managers, Enterprise and Solution Architects and IT Services management in
the scoping and estimating of initiatives.
• Identifying project issues, risks, dependencies and assumptions.
• Identifying, investigating and analysing business processes, procedures and work practices to support
complex business process and system design and integration of initiatives for efficient and effective
execution of business processes.
• Developing functional and non-functional specifications and use data analysis and process modelling
techniques to contribute to solution identification or design.
• User story development and participation in sprint planning and execution.
• Supporting the project transitioning to business-as-usual and change management activities including
creating, adopting and implementing system and user test plans and documentation to ensure
acceptable quality and integrity of the system, leading in the coordination of systems testing to identify
and assess the impact of test defects, assisting stakeholders in determining actions and managing
associated changes to requirements, designs and processes.
• Maintaining effective and regular communications across program and project workgroups and
governance forums, providing status reports, guidance and advice toward decision making, in line with
the project management office (PMO) framework.
• Contribute to improving the maturity, capability and resilience of IT Program function.

KEY SELECTION CRITERIA


1. Technical business analysis experience within an ICT environment and experience delivering data
analytics projects across the entire lifecycle.

2. Expertise in developing and implementing complex and innovative system solutions, with experience
in managing process analysis and process modelling, technical requirements analysis and data
mapping activities in an Agile software environment.
3. Effective verbal and written communication when initiating, maintaining and influencing relationships
with a diverse group, including senior leaders, people managers and subject matter experts, and the
ability to negotiate and gain co-operation to achieve outcomes.
4. Strong conceptual, analytical and product management skills, including a track-record of interpreting
customer business needs and innovatively translating them into system configuration and application.
5. Experience working in agile projects and a thorough understanding of information technology and its
application to business.
6. Excellent problem-solving skills and the ability to identify and predict risks and issues.

DESIRABLES
• A recognised tertiary qualification in business analysis, information technology or a similar discipline.
• Certification in and/or experience with Agile or Waterfall project methodologies.
