1. Scope

1.1. This specification covers the requirements for the procurement of two each 20V1163TB93
MTU Diesel Main Propulsion Engines used on the 418 ft WMSL National Security Cutters,
including Long Life Shipping/Storage Containers for each engine and all associated
parts/components to serve as insurance spare engines for the fleet. This specification also
includes the requirement to have the Contractor provide long term storage, and perform layup
maintenance on the engines while in storage. The Contractor shall also procure, ship and
deliver a QANF-900-25 G&H Exhaust Silencer System used on the 418 ft WMSL National
Security Cutters, including Long Life Shipping/Storage Containers and all associated
parts/components, for Coast Guard installation on USCGC KIMBALL (WMSL-756) in
Honolulu, HI.
1.2. The use of the words “Coast Guard” and “Government” used throughout this document shall
refer to the United Stated Coast Guard and the United States Government.

2. Applicable Documents

2.1. DOCUMENT AVAILABILITY- For the method and conditions for obtaining the referenced
documents see section 6.1.

2.3. COMMERCIAL DOCUMENTS- The following documents form a part of this specification to
the extent specified here. The documents shall be the version listed by number and date from the
referenced industry organization. Commercial documents may also be listed in the Department

2.4. SPECIFICATION ORDER OF PRECEDENCE- In the event of a conflict between the text of
this specification and the references cited herein, this specification shall take precedence.

3. Requirements
3.1. General
3.1.1. The Contractor shall notify the Coast Guard (CG) within five (5) working days of any
changes affecting equipment/piece parts configurations during the performance of the
contract.
3.1.2. The Contractor shall include provisions in his lower-tier subcontractors and supply
agreements requiring compliance with this specification.
3.1.3. All parts used in the performance of this contract shall be new and unused OEM Genuine
Parts.
3.2. Procurement
3.2.1. General- Each 20V1163TB93 MTU Diesel Main Propulsion Engines shall be the same
configuration that MTU America supplies Ingalls shipbuilding for the NSC program, and as
described in MTU Technical Publication S000006/01E. The engine shall include all base
parts including 3 piece exhaust manifold, plate core heat exchanger, pre-heater, pre-lube
pump, fuel pre-filters, rubber bellows for SW and JW connections, Geislinger flex coupling,
and ADEC LOP. The coolant expansion tank and exhaust blankets are NOT part of this
purchase.
The QANF-900-25 G&H Exhaust Silencer System for USCGC KIMBALL (WMSL-756)
shall be the same configuration that MTU America supplies Ingalls shipbuilding for the NSC
program for USCGC MIDGETT (WMSL-757) and follow, as described in MTU America’s
quote 9000001554, based upon sales quote 6010013397.
3.2.2. Test and Inspection Plan - The Contractor shall submit a Test and Inspection Plan, in
writing, to the Contracting Officer (KO) for approval. All equipment utilized and all test
procedures including minimum and maximum tolerances as well as all parameters shall be
included in the plan.
3.2.2.1 The CG reserves the right to have a Coast Guard Representative present during all
testing and inspections. All testing shall be accomplished using Contractor supplied test
equipment. Any failed or unsatisfactory 20V1163TB93 MTU Diesel Main Propulsion
Engine or QANF-900-25 G&H Exhaust Silencer System tests shall NOT be acceptable.
The Engine or component shall be repaired or renewed and the Engine shall be re-tested as
necessary until a successful test is achieved.

3.2.2.2 Any unusual noises, external leakage, or any other noncompliance to this specification,
as determined by the Coast Guard Representative, shall be cause for the diesel engine or
exhaust silencer system to be found unacceptable.
3.2.2.3 The Contractor is responsible to provide a test report for each diesel engine and exhaust
silencer system tested.
a. One copy of the test report shall be packed and delivered with each engine or
exhaust silencer system procured under this contract.
b. One copy of the test report shall be provided to the KO.
c. One copy of the test report shall be provided to the Coast Guard Representative upon
final test acceptance.
3.2.2.4 The Contractor shall be responsible for notifying the KO at least forty five (45)
working days prior to being ready for any inspections or testing of engines outside the
Continental United States (CONUS). Prior to this notification, the Contractor shall conduct
a satisfactory full dynamometer test on the Engine. All test parameters shall be documented
and readily available for Government review.
3.2.3. Technical/Field Service Representative - The Contractor shall provide an onsite
Technical/Field Service Representative for the initial light off of each diesel engine after
installation on the Cutter.
3.3. Long Life Shipping/Storage Containers
3.3.1. General- Each 20V1163TB93 MTU Diesel Main Propulsion Engine, and QANF-900-25
G&H Exhaust Silencer System, shall be packaged individually in a Long Life
Shipping/Storage Container. The container shall be constructed and assembled to permit
access to the engine or exhaust silencer system for periodic inspections and maintenance. A
second shipping/storage container shall be utilized for the diesel engine components that are
not secured within the main engine assembly container. The container(s) shall be reusable
without degradation of its protective function throughout its service life.
3.3.1.1 The Contractor shall submit the drawings and a design plan in writing, for each
shipping and storage container to the KO for approval. All parameters, tolerances, sizes
and dimensions shall be included in the drawings and design plan.
3.3.2. The shipping/storage container shall be a purpose built metal shipping container or metal
ISO freight container meeting ISO Standard 1496-1, and identified using ISO Standard 6346;
used for international and land based shipping (also known as an intermodal container or
Conex Box).
3.3.2.1 The shipping containers shall be completely enclosed and structurally suitable for
storing/shipping of the 20V1163TB93 MTU Diesel Main Propulsion Engines, the
QANF-900-25 G&H Exhaust Silencer System, and all respective associated/supplied
parts and components. All associated parts and components supplied with each
engine or exhaust silencer system shall be packaged together in a purpose built metal
container or ISO freight container rather than individual wooden crates. The end
result shall be that the 20V1163TB93 MTU Diesel Main Propulsion Engines be
packaged in one metal Shipping/Storage Container and all other associated parts and
components for the engine be packaged in a second metal Shipping/Storage
Container. For the QANF-900-25 G&H Exhaust Silencer System, the end result shall

be that the unit is packaged in one metal Shipping/Storage Container with all other
associated parts and components. The containers shall be suitable for interior or
exterior (covered, weather) multi-year stowage without rust or degradation in a
marine environment.
3.3.2.2 The shipping containers shall be suitable for handling with a forklift or crane.
3.3.2.3 Metallic containers shall be suitable for multi-year stowage without rust or
degradation in a marine environment. Purchased metallic containers provided and
painted by the OEM with commercial undercoat and commercial painting systems are
acceptable, if it is suitable for multi-year stowage without rust or degradation in a
marine environment. The containers shall not have advertising; however the shipping
agent, or manufacturer’s name or symbol may be displayed on the container.
3.3.2.4 Where metallic containers are fabricated for this contract, or where purchased metallic
containers require recoating, they shall be painted in accordance with COMDTINST
M10360.3C and the following. The container shall be coated with a polysiloxane or a
high build epoxy based coating system.
a. Prior to painting, surfaces shall be abrasive blasted to “Near White” in accordance
with SSPC-10, with angular abrasive to achieve a 1.5 to 2.5 mil anchor profile.
Surfaces shall be primed with zinc rich polysiloxane undercoat, or inorganic zinc
undercoat, to 3.0 to 4.0 mil Dry Film Thickness (DFT). A mist tie coat 1.0 to 2.0
mils DFT and then full color top coat 5.0 to 6.0 mils DFT of polysiloxane or a mist
tie coat 1.0 to 2.0 mils DFT and then two top coats 5.0 to 6.0 mils DFT of high build
epoxy paint shall be applied.
Note: Examples of acceptable polysiloxane coatings are Ameron PSX-700™ and
Sherwin-Williams XLE-80™ HAPS Free or commercial equivalents. Acceptable
high build epoxy coatings are available from vendors such as Ameron, Hemple,
International and Sherwin-Williams.
b. The finish or color coat of painting systems applied for this contract shall be
aluminum, Light Gray - Fed Std 595 #26373, or Spar – Fed Std 595 #10371, or their
commercial equivalent.
c. The Contractor shall maintain a paint log sheet to document the type of paint used
the number of coats applied and the DFT after each stage of painting. The paint log
shall be readily available upon arrival of the Quality Assurance Representative
(QAR) if requested.
3.3.2.5 When wooden shipping/storage containers, support cribbing, or crates are used they
shall comply with MIL-STD-2073-1E Change 1.
3.3.3. Diesel Engine and Exhaust Silencer System and Respective Associated Parts/Components
Packing
3.3.3.1 Diesel engines and exhaust silencer system and all respective associated
parts/components shall be packed for multiple shipments and extended stowage.
Restraints, packing and support cribbing shall restrain and protect the diesel engine or
exhaust silencer system and all associated parts/components from damage during multiple
shipments and the shifting of materials.
a. Major associated parts/components shall be bolted to the container floor or shipping
crate framing system. Components with multiple feet or supports shall be bolted

through all feet or supports. Large components shall be further restrained from
movement within the container and between one another using straps and/or
blocking.
b. Loose parts/components shall be intermediate boxed and shall be restrained within
the shipping container.
c. Suitable cradles, cribbing and blocking shall be utilized to prevent damage during
shipment.
d. Protrusions, projections, corners, sharp edges and fragile areas shall be cushioned as
required to protect the equipment and to prevent rupture of shrink-wrap materials a)
during shipment, b) during loading and unloading, and c) from restraint systems.
e. Packing materials shall provide support to prevent unnecessary movement during
transit, and cushioning to prevent damage. Excessive cushioning shall be avoided
to minimize any unnecessary increase in tare weight or size of the container.
f. The use of excelsior, newspaper, shredded paper, similar hydroscopic or non-neutral
materials, and all types of loose fill materials for cushioning, fill, and stabilization is
prohibited.
g. Exposed shafting and working machined surfaces, gear-trains, the inside of
gearboxes, and other surfaces of the diesel engines dependent on lubricant for
preservation shall be lubricated or coated with an appropriate preservative suitable
for protection of equipment stowed in an unheated warehouse for up to thirty six
(36) months. Preservatives shall be compatible with the intended working
lubricants. Special treatments shall not be necessary to remove preservatives.
3.3.3.2 Major parts/components shall be shrink-wrapped or otherwise covered and sealed
to prevent water damage. To prevent adhesion between protective coverings and painted
surfaces, protective coverings shall NOT be applied until the paint has completely cured.
3.3.3.3 Large assemblies and subassemblies which are disassembled for transport, shall be
preserved, packaged and packed on skids and covered with shrink-wrap or shipping
containers, as appropriate. Components shall be cradled, mounted and secured on a skid or
skid type base to prevent deflection, shifting and damage. Disassembled components shall
be match-marked to facilitate reassembly. Removed parts and hardware shall be
preserved, tagged, and marked, and shall be packed and secured within the primary
shipping container.
3.3.3.4 For large, unusually shaped or imbalanced items, the hook lift points, web sling lift
points, and fork lift positions shall be clearly labeled in red paint noting the exact center of
gravity and dual sling lifting points.
3.3.3.5 Piping systems and the inside of individual components shall not be exposed to
contaminants during shipment or stowage. All piping interface points shall be sealed with
commercial grade plastic or metallic caps, plastic or metallic plugs, mating blanked covers,
or with blank flanges attached with Nylon or metal bolts, nuts, and washers. Plastic bags
and duct tape are not acceptable and shall not be used.
3.3.3.6 Warning tags shall be attached to all diesel engine gearboxes indicating that they
have been drained and preserved with a specific product, and require filling with lubricant
before equipment use. The warning shall be repeated in related installation instructions.
3.3.3.7 Loose components intended for use during installation shall be packaged together,
labeled for their intended use, and included within the Equipment Unit shipping
container(s).

3.3.3.8 A packing list shall be prepared for each box or shipping container, identifying all
items included in the box or container, and their National Stock Numbers (if known).
Where the Equipment Unit is packaged in more than one shipping container, or the
shipping container contains other boxes or shipping containers with packing lists, a Master
Packing List shall be provided and include how many containers or boxes comprise one
Equipment Unit.
3.3.3.9 A copy of the Packing List(s) and Master Packing List shall be electronically
forwarded to the KO for use as a check-off sheet by receiving personnel.
3.3.3.10 A copy of the list shall be posted inside a waterproof, clear plastic envelope or bag
on the outside of the shipping container.
3.3.3.11 Documents and other enclosures shall be sealed in a zip lock or waterproof clear
plastic envelope or bag, which shall be permanently affixed to the inside of the shipping
container in a conspicuous location when the container is opened.
3.3.4. Marking
3.3.4.1 All shipping containers shall be marked in accordance with section 5.0 of this
specification.
3.4. Long Term Storage
3.4.1. General- The Contractor shall provide protective storage at a Contractor facility within the
continental United States for two (02) diesel engines and all associated parts/components.
The Contractor shall receive the diesel engine (s) as a new “A” condition assets preserved for
long term storage. The Contractor shall allow on-site inspections of all United States Coast
Guard (USCG) stock by Surface Forces Logistics Center (SFLC) or COMDT (CG-9321)
representatives at any time during the contract period.
3.4.2. Upon receipt of the diesel engine, the Contractor shall perform the following steps:
3.4.2.1. Offload each diesel engine and all associated parts/components in a pre-determined
area using appropriate weight handling equipment.
3.4.2.2. Validate material to ensure quantity and identification matches documentation
attached i.e.; purchase order/contract no., shipping documents.
3.4.2.3. Visually inspect for in-transit damage. If a discrepancy is found, notify USCG SFLC
immediately upon discovery (a point of contact (POC) will be provided upon contract
award).
a. Photographic documentation of any damage shall be provided to the KO.
3.4.2.4. Submit receipt confirmation via e-mail to the USCG SFLC Item Manager within three
(03) days of receipt (a POC will be provided upon contract award).
3.4.3. The Contractor shall provide on-site protective storage for up to two (02) total assets
regardless of SFLC assigned condition. The designated area, at a minimum, shall be
enclosed on all sides, clean, dry, level, away from manufacturing equipment/processes and
not in direct sunlight.
3.4.4. The Contractor shall comply with storage procedures and all associated OEM
inspections/maintenance outlined in section 3.6 of this specification for all new and
overhauled “A” Condition assets until such time as each diesel engine and associated
parts/components are shipped to the end user. All maintenance during storage shall be
documented and readily available for KO/COR reviews when requested.

The Contractor shall provide an annual audit of material and an inventory listing of
stock on hand to the KO and the USCG Inventory Accuracy POC (a POC will be
provided upon contract award) no later than 01 July of each year.

3.4.5. The Contractor shall designate key personnel within their organization who are authorized
to accept and ship diesel engines and associated parts/components to and from their facility.
At a minimum, one primary and one alternate person are required. The names of these
personnel shall be provided to the KO in writing within five (05) days after contract award.
Required information shall include NAME, TITLE, PHONE NUMBER, FAX NUMBER,
and E-MAIL ADDRESS.

3.5 Shipping and Transportation


The Contractor shall provide all logistics supply support services outlined below for the
following SFLC Government Furnished Property (GFP).
Note: the section specifically references the requirements for Remote Stock Point
Contractor requirements to ship engines to its issuance location at the request of SFLC.

3.5.1 The release and shipping of CG owned assets to the end user are only authorized upon
receipt of a DD-1348 (Material Release Order (MRO) from the SFLC Item Manager (a
POC will be provided upon contract award). The Contractor shall prepare the diesel
engine and exhaust silencer system and respective associated parts/components for
shipment as follows:
3.5.2 Inspect the USCG shipping containers to validate condition/serviceability. Photographic
documentation of any damage shall be provided to the KO.

3.5.3 A Maintenance Record shall be completed. Maintenance records for diesel engines and
associated parts/components shall be completed in accordance with section 3.6 of this
specification. A copy of this record shall be included in the shipping container.

3.5.4 Coordinate the exact date and time for pick-up with the designated shipping agent within
five (05) calendar days after receipt of the Commercial Bill of Lading (CBL). Note: The
SFLC Transportation Office will contract the shipment of the diesel engine and
Associated parts/components to the end user and provide a CBL to the Contractor.

For exhaust silencer system only, coordinate the exact date and time for pick-up with the
designated shipping agent for delivery to the following CG bases:
a) Honolulu, HI
b) Baltimore, MD (alternate delivery location at discretion of SFLC Technical
Advisors (TAs) LTJG Christopher Crowley (SFLC LRE Product Line
Shipping TA), Christopher.T.Crowley@uscg.mil, or LCDR Matthew Eyler
(SFLC LRE Product Line TA), Matthew.E.Eyler@uscg.mil)

3.5.5 Ensure proper documents, including the MRO, are securely attached to each shipping
container prior to departure from the Contractor’s facility.

3.5.5.1 The Contractor shall ensure weight handling equipment is sufficient to

safely transport each diesel engine, exhaust silencer system and respective
associated parts/components for each to its intended position/location.

3.5.6 Prepare 20V1163TB93 MTU engine and QANF-900-25 G&H Exhaust Silencer
System for shipping as performed in section 3.3.1.

3.5.7 Apply protective wrappings and cushioning where appropriate.

3.5.8 Apply marking in accordance with appendix "A".

3.5.9 Forward copies of all shipping documents and tracking information to the designated
USCG SFLC point of contact, and SFLC LRE Product Line Shipping TA, LTJG
Christopher Crowley, Christopher.T.Crowley@uscg.mil, for exhaust silencer system.

3.6 Maintenance

3.6.1. The Contractor shall be responsible for all OEM inspections/test requirements. The
Contractor shall provide all labor, equipment, special tools/equipment, and material required
to perform maintenance and preserve the diesel engine and associated parts/components for
long term storage. The Contractor shall notify the KO ten (10) days prior to scheduling or
starting any required maintenance.
3.6.2. The Contractor shall complete all OEM recommended maintenance for long term storage
in accordance with MTU manual Preservation and Re-preservation Specifications
A001070/00E 2012-02.
a. The Contractor shall check the humidity indicator in the packaging once every
three (03) to four (04) months.
b. The Contractor shall re-preserve the medium circuits, (oil, fuel, coolant) and
the combustion chamber every thirty six (36) months.
c. The Contractor shall re-preserve the non-painted part of the engine outer shell
every thirty six (36) months.
3.6.3. All testing and inspections shall be at the Contractor’s facility or other facilities acceptable
to the Government. The Government reserves the right to witness, verify or have performed
any of the inspections/tests set forth in this specification where such inspections are deemed
necessary to assure that supplies or services conform to the prescribed requirements.
3.6.4. The Contractor shall insure that all maintenance technicians are authorized MTU diesel
engine technicians.
3.6.5. The Contractor shall maintain records of all inspections and tests. The records shall
indicate the nature and number of observations made, type of deficiencies found and the
corrective action taken. Documentation in support of this requirement shall be readily
available upon arrival of the QAR if requested.
3.6.6. The Contractor shall send a copy of all maintenance records including inspection and test
results to the KO/COR for review within ten (10) days of maintenance being completed.
3.6.7. After the completion of maintenance, the diesel engine and all associated parts/components
shall be preserved as per section 5.0 of this specification.

3.7. Warranty
3.7.1. If the item(s) required in the contract resulting from this solicitation are customarily
warranted in the trade by a standard commercial warranty, such warranty shall be
incorporated into this contract and thereby provided to the Government at no additional cost.
Any standard commercial warranty provided shall be identical to the standard commercial
warranty normally offered by the Contractor to the Contractor's most favored customer.

4. Quality Assurance
4.1. GENERAL - The Contractor shall maintain an inspection system which shall insure that each
item offered to the Coast Guard for acceptance or approval conforms to the contract
requirements. The system shall be documented and in compliance with ISO 9001:2008. The
inspection system shall be documented and available for review by the CG.
4.2. RECORDS - The Contractor shall maintain records of all inspections and tests. The records
shall indicate the nature and number of observations made, type of deficiencies found and the
corrective action taken. Records shall be furnished upon arrival of the CG QAR.
4.3. CONTRACTORS CALIBRATION SYSTEM - The Contractor as well as any Subcontractors
shall be required to maintain a calibration and maintenance system to control the accuracy of
measurement and test equipment used in the fulfillment of this contract in accordance with
NCSL Z540.3-2006. The system include as a minimum, prescribed calibration intervals, source
of calibration, and a monitoring system to ensure adherence to calibration schedules.
Calibration standards shall be traceable to the National Institute of Standards and Technology
(NIST). Documentation in support of this requirement shall be readily available for review by a
QAR.
4.4. RESPONSIBILITY FOR COMPLIANCE - The Contractor shall be responsible for all
inspections/test requirements specified herein. All testing and inspection shall be at the
Contractors facility or other facilities acceptable to the Government. The Government reserves
the right to verify or have performed any of the inspection/tests set forth in this specification
where such inspections are deemed necessary to ensure that supplies or services conform to the
prescribed requirements.
4.4.1. The Contractor shall provide space, personnel, and test equipment to conduct all inspection
requirements.
4.4.2. A copy of any standard Contractor test or inspection report not covered by this
specification shall be turned over to the QAR prior to the scheduled arrival.
4.4.3. The inspections set forth in this specification shall become part of the contractor’s overall
inspection system or quality program.
4.4.4. The absence of any inspection requirements in the specification shall not relieve the
contractor of the responsibility of assuring that all products or supplies submitted to the
government for acceptance comply with all requirements of the contract.
4.4.5. Sampling for quality conformance does not authorize submission of known defective
material (either indicated or actual) nor does it commit the government to acceptance of
defective material.

4.4.6. The inspections/tests required here and in the appropriate subsections outlined in this

specification are the minimum required and are not intended to supplant any controls,
examination, inspections or tests normally employed by the contractor to assure the quality of
the item in question.

4.4.7. The Contractor shall notify the KO prior to the scheduled commencement of any
inspections required by this specification.

4.4.8. The Contractor is responsible for all quality checkpoints.


4.5. General Test and Inspection

4.5.1. The Contractor shall be responsible for notifying the KO at least ten (10) working days
prior to being ready for any inspections or testing. For inspections and testing being
completed outside the continental United States the Contractor shall be responsible for
notifying the KO at least forty-five (45) working days prior to being ready for any
inspections or testing.

4.5.2. Complete diesel engine with all auxiliaries, and exhaust silencer system with all
auxiliaries, shall be tested to verify operational and performance requirements, with the
following required for diesel engines:

4.5.2.1 Prior to notification, the engine shall pass the required initial full Operational test.
All test parameters shall be documented and readily available for Government
review.

4.5.2.2 Engine testing shall be witnessed and accepted by a Coast Guard Representative.

4.5.2.3 Each diesel engine provided under this contract shall be operationally tested in a
dynamometer in accordance with contractors approved test plan and all requirements
as outlined in this specification.

4.5.2.4 Any unusual noises, external leakage, or any other noncompliance to this
specification, as determined by the Coast Guard Representative, shall be cause for
the engine unit to be found unacceptable.

4.5.2.5 Each diesel engine provided under this contract shall be inspected to ensure it is in
compliance with this specification and meets manufacturer specifications.

4.5.2.6 The packaging and preservation of each engine shall be inspected in accordance with
the requirements in section 5.0 of this specification.

4.5.3. Completed shipping containers shall be inspected to verify the following:

4.5.3.1 Each shipping container shall be inspected for compliance with the coating
requirements in accordance with the requirements in section 3.3.2.3 and 3.3.2.4 of
this specification.

4.5.3.2 Each shipping container shall be inspected for compliance with the marking and
labeling requirements in accordance with section 5.0 of this specification.

4.5.3.3 Each shipping container shall be inspected to insure secure stowage of all material

within the shipping container in accordance with section 3.3 of this specification.

4.5.3.4 All packages not able to fit within the shipping container (s) shall be inspected for
compliance with the specified shipping, packing, preservation, and marking
requirements in section 3.3 and 5.0.

4.5.4. Maintenance inspections.

4.5.4.1 The CG reserves the right to verify or witness any required maintenance performed
on any diesel engine held by the contractor in accordance with section 3.6 of this
specification.

5. Preservation, Packaging and Marking


5.1. PRESERVATION - The diesel engine (s) shall be preserved for long-term storage in accordance
with MTU manual Preservation and Re-preservation Specifications A001070/00E 2012-02.
5.2. PACKAGING – The 20V1163TB93 MTU Diesel Main Propulsion Engines, QANF-900-25
G&H Exhaust Silencer System, and the respective associated/supplied parts for each shall meet
the requirements for Climate-compatible packaging in accordance with MTU manual
Preservation and Represervation Specifications A001070/00E 2012-02.
5.2.1. Each 20V1163TB93 MTU Diesel Main Propulsion Engines and QANF-900-25 G&H
Exhaust Silencer System provided under this contract is intended for warehouse storage and
distribution. The parts shall be identified by their National Stock Number (NSN) /
Acquisition Control Number (ACN) designations. A minimum number of Shipping
Containers shall be used, to the extent reasonable and practicable, to retain all components,
(especially serial numbered elements) together during transportation and storage. The intent
is to be able to store the end items and parts in the warehouse system in a manner that they
can be pulled from the shelf and shipped without re-preservation and packing.
5.2.2. Within the primary shipping container (s), large items (length + girth of box greater than
130 inches) and items over 70 lbs shall also be packaged in skid mounted shipping
containers, or bolted to skid foundations, all suitable for handling with a forklift or crane.
5.2.3. The Contractor shall securely fasten the diesel engine or silencer system and all respective
components into the approved shipping container(s). All items shall be fastened in a matter
that adequately ensures mechanical protection during multiple common carrier shipments.

5.3. MARKING - Shipping containers shall have markings identifying the contents and owner.
Markings shall be in a dark or deep high contrast color (typically black). Markings shall be
applied over a white painted and sealed surface, to avoid paint seepage and blurring, and to
ensure contrast clarity. Markings directly on unpainted wood are not acceptable. Markings may
be applied by paint (stenciling), application of adhesive characters or banners (with white
background). Markings shall be clearly legible after one year of exposure to weather and
moisture.
5.3.1. Government Identification Markings shall be applied to all Shipping Containers. A NSN
or equivalent ACN will be assigned to the Equipment Unit by the Government for warehouse
and shipment tracking purposes. Each Shipping Container shall be marked:

5.3.1.1 General shipping containers on skids shall be marked on at least the upper left-hand

corner of the two longest sides. Lettering shall be at least ½ inch high or 36 point type.

5.3.1.2 Large shipping containers (length + girth greater than 130 inches) or tall containers
(greater than 48 inches) shall be marked on all four sides. Lettering shall be at least 3/4
inch high.

5.3.1.3 Very large shipping containers such as trailer vans, ISO shipping containers or
equivalent, shall be marked on both sides and on the in-active rear access door.
Lettering shall be at least 1 inch high.

5.3.1.4 Small shipping containers (cardboard boxes w/o skids) shall be marked at least
twice in at least ¼ inch high or 18 point high lettering on two opposing sides.

5.3.1.5 Equipment Unit shipping container marking shall include the following on separate
lines, as appropriate:

a. The text “U.S. GOVERNMENT PROPERTY”


b. The NSN or ACN assigned to the Equipment Unit, in text.
Duplicated in Bar Code format immediately above or below the text.
c. The Equipment Descriptive – a simple one or two word descriptor.
d. The Department of Homeland Security (DHS) contract number and
Contract Line Item Number (CLIN).
e. The number of containers and sequence number (if applicable).
f. Gross shipping weight. (including the weight of the container)

5.3.2. ISO freight containers and trailers shall be marked with the ownership, serial number
identification and tare weight in accordance with Bureau International des Containers (BIC)
(international seagoing) or National Motor Freight Carrier Association (NMFCA)
requirements, as appropriate. Markings shall be on all four sides, and both ends of the top.

5.3.2.1 In addition to the identification markings, the MAX GROSS weight, and TARE
weight in both kilograms and pounds shall be identified on the inactive rear door, or as
otherwise directed, in two inch high block letters.

5.3.2.2 Directly below such markings, the container or trailer shall also be marked with the
following in at least 1 inch high lettering. When the Equipment Unit is being shipped,
the bar code for the empty container shall be covered with a removable patch.

b. The NSN or ACN assigned to the Freight Container, in text, followed by the text
“WHEN EMPTY”. Duplicated number in Bar Code format immediately above or

5.4. BAR CODING - Bar code labels shall be supplied on all Contract Line Item Numbers (CLIN),
except for those that require data submissions only.
5.4.1. All bar coded labels shall be in accordance with SFLC specification D-000-0100-H.
5.4.2. The actual labels shall be Type "V", Grade "A", Style"2", Composition "b" with plastic
laminate.
5.4.3. Each label shall contain encoded data for the Stock Number, the Delivery Order Number
and the Contract Number.
