Just being such a part of one of the most devastating hits and unprecedented challenge,
workers are certainly not oblivious of the worst aspect of this COVID-19 outbreak which has
triggered a worldwide economic decline- causing millions of people to lose their jobs. With such
circumstance in mind, also tons of Filipino workers are being furloughed that has gradually
changed their employment status on a temporary basis. Their employment and labor issues
were deemed to be in downturn condition, only signifying that this pandemic has decimated
jobs and has placed significant number of livelihoods at risk. According to Chriscaden(2020),
the COVID-19 pandemic has resulted in a massive loss of human life worldwide and poses an
enormous risk to the world of work. The pandemic's economic upheaval is severe, and
numerous of businesses are facing extinction. Further, nearly half of the world's 3.3 billion
workers are on the verge of losing their jobs and workers in the informal economy are
particularly vulnerable because they lack social security and excellent health care, as well as
having lost access to productive assets. Many people are unable to feed themselves and their
family during lockdowns because they lack the means to earn a living. With this validity being
brought up, the researchers have authenticated that this crisis is indeed desolating to workers’
employment status, hence, must be given with the utmost attention to coping mechanisms
through the means of a certain project proposal.
Meanwhile, narrowing down the focus into local settings, the researchers have
identified the same issues as deemed to be existing on the targeted locus of the research study.
As this paper focuses on assessing the impacts of COVID-19 on the employment status of
residents in barangay Sorosoro Ilaya, Batangas City, it was seemingly beyond doubt and
indisputable that people residing there have their employment status being dramatically
influenced by the impacts of this current crisis. Just before this pandemic, employment status is
rather straightforward. However, as this coronavirus disease spreads and poses public
restrictions, the nature of employment becomes more complex to most of the people in this
particular barangay. It’s fair to say that this situation has been a rollercoaster of emotions for
many people, wherein some were able to indulge the benefits of working from home or even
get the chance to take a break from stressful workloads and grab the pandemic days as means
to communicate and build more memories with their family. On the other side of the coin, it’s
been a catastrophe for those Sorosoro people who have great reliance to their employment as
their main source of living, noting now that their status was changed into being unemployed for
the time being. In aligned with this, without concrete financial and technical support, a “great
divergence” in employment recovery trends will persist, leaving those people jobless and
economically incapable. In a recent study conducted by Cho(2020), COVID-19 severely
disrupted labor markets in areas big and small that exhibits the decreasing of employment rate.
This study concludes that there is still much uncertainty, but it is clear that COVID-19 has and will
continue to alter urban economic activity and employment status.

The employment status has always been lying on the heart of economic needs for
workforce. Sorosoro Ilaya, Batangas City may become a less attractive place to live and work if
this pandemic rupture continues- bombarding protocols and restrictions, less employment rate,
poor employment status, thus, a harder life to be committed off to. Taking everything into
account, the researchers ought to assess the said issue by means of determining their profiles
including their employment status and field of work/profession, recognizing the positive and
negative effects of COVID-19 to their employment status, pinning down their coping
mechanisms, and connecting the significant relationship between their employment status and
their field of work/profession. With the linked results that have been subjected to objective and
credible analysis, the launch of a new certain project proposal has been made possible,
addressing the ever increasing needs to employment opportunities and work grabs.
With the aforementioned problem regarding the employment status of Sorosoro Ilaya's
people that this pandemic has brought upon them, the researchers proposed a feasible project
to ease this issue. This project is entitled as “The House of MMR or Municipal Manpower
Registry” which ought to address the ever increasing needs of the people for organized job
finders and opportunities and this would require the collaboration of designated municipal
staffs and Department of Labor and Employment to identify the list of various job vacancies.
This will offer them with numerous assistance that they preferred including local or overseas
job placement, livelihood, skills training or retooling, and legal assistance. The first step of this
project is to announce that there would be a seminar for those people who are interested of
gaining a chance to improve their employment status and this seminar will also tackle the
diversified world of jobs that this COVID-19 outbreak has created together with the
recommended coping strategies that could be executed by the affected workers of Sorosoro
Ilaya, Batangas City. Further, online or face to face Registration form will be given to the
interested people which identifies whether they are employed, unemployed, displaced worker,
resigned/retired, or returning OFW in relation to this pandemic.
For a detailed explanation of this registration form, this required the people to fill out
and state their civil status, employment status, languages/dialects spoken, their disability if
applicable, and their preferred assistance. For additional information for their qualifications,
they must also indicate their work experience that start with the present job or most recent
one to know their background of former position/occupation within an inclusive date in a
certain company. Moreover, they will also write their competencies and indicate the specific
skills through training and work experiences like in KASH and Apprenticeship that also shows
their recent trade/occupation, skills level, years of experience, and machine
specialty/equipment used. Additionally, this will also explore their training attended that lists
relevant courses taken in government/private training institutions and their given appropriate
certificates of completion and/or attendance. The form will also ask for their professional
license which is any special license granted by any Professional Regulatory Board under the
Professional Regulation Commission (PRC) or the Air Transportation Office (ATO), Land
Transportation Office (LTO) and any other licenses issued by competent authorities. Lastly, they
must also write down their highest educational attainment and their certificates of
competence/eligibilities that were given and conferred by any authorized body recognized by
the government or issued by industry like Computer Programmer Certified by TESDA. Just like
what is accustomed, the process must undergo systematically and objectively in order to be
square, fair, and hereby certify that the information contained in the form are complete, true,
and correct.
