ABSTRACT

Capacity building is positively linked with the employees’ performance (Ahmad, Farrukh, & Nazir, 2015).

Benguet State University, being the first State University in the Cordillera Administrative Region to have
achieved the PRIME-HRM Level 2 as confirmed by the Civil Service Commission in 2019, sustains its
commitment to continuously support capability-building endeavors of its employees.
This commitment is strongly manifested in the different sectors of the University. Specifically, for the
Office of the Vice-President for Research and Extension, this is placed to be the seventh among the ten
objectives of the sector that is: to promote professional growth and strengthen the capabilities of R and E
personnel and students.
The Human Resource and Development Office (HRDO) guides university personnel in selecting their
learning and development activities to ensure that these are relevant and aligned to the four categories of
target competencies for learning and development prescribed by the PRIME-HRM which are the core,
organizational, leadership and functional/technical competencies. In addition to this support, the
University consistently provides trainings/seminars/workshops to employees for all the three campuses:
La Trinidad, Buguias, and Bokod.
