MEMORANDUM OF AGREEMENT
ON THE CONDUCT OF REGIONAL LUZON POLICY FORUM 2023 BETWEEN
THE
NATIONAL RESEARCH COUNCIL OF THE PHILIPPINES AND
BENGUET STATE UNIVERSITY

This MEMORANDUM OF AGREEMENT (“Agreement”) is made and entered

The NATIONAL RESEARCH COUNCIL OF THE PHILIPPINES (NRCP),


hereinafter referred to as the “NRCP”, a government entity duly existing and
created under the laws of the Republic of the Philippines, with principal office
address at General Santos Avenue, Bicutan, Taguig City, Philippines,
represented herein by its President, CRISTINE D. VILLAGONZALO, Dr. rer.
nat.;

-and-
The BENGUET STATE UNIVERSITY, hereinafter referred to as “BSU”, a
state university duly existing and created under the laws of the Republic of the

Philippines with principal address at La Trinidad, Benguet, Philippines and


represented herein by its President, FELIPE SALAING COMILA;

WITNESSETH: That-

WHEREAS, under Ninth Philippine Legislature Act No. 4120, NRCP gathers
and collates scientific and technical information, in cooperation with governmental
and other agencies to formulate comprehensive projects of research, and develop
effective means of utilizing the scientific and technical resources of the country for
dealing with these projects;

WHEREAS, NRCP implements the project, Leveraging Basic Research


Information Translation for Empowerment in the Region’s program or BRITER to
aggressively support the basic research promotion and advisory mandates of NRCP
through a more regular and organized way of research results translation into various
formats that are dove-tailed for use by different stakeholders (i.e., the industry,
academe, government, and communities);

WHEREAS, BSU develops relevant and gender sensitive research programs


for institutional development, sustainable communities, climate resilience, industry
innovation, and partnerships and promotes research, extension, agribusiness, and
advanced studies and progressive leadership in its field of specialization;

WHEREAS, NRCP and BSU have agreed to conduct the Regional Luzon
Policy Forum 2023 on March 23, 2023 featuring the Department of Science and
Technology (DOST) and NRCP Project titled “Determining the Communication
Needs and Capacities of Landslide-risk Communities on Disaster Risk Management”

WHEREAS, this memorandum states that the NRCP shall earmark funds for
the conduct of the Regional Luzon Policy Forum and BSU shall recommend venue
and catering service provider and other necessary logistical support to the
implementation of the event;

NOW THEREFORE, for and in consideration of the foregoing premises and the
covenants herein set forth, the PARTIES hereby commit and agreed on the
following objectives:

1. promote the use of the research-based policy recommendations and

promote S&T processes and protocols derived from NRCP funded

projects to policymakers and LGU Officials along with the industry for
their possible adoption, use, and/or technology application;
2. communicate the needs and capacities of landslide-risk communities on
disaster risk management;
3. solicit from the intended public innovative ideas and opinions that may be
useful in improving the research results on hand or develop new
methods to come up with the most appropriate research results; and
4. promote evidence-based policy making at all levels of governance.

I. ROLES AND RESPONSIBILITIES

The NRCP agrees to:

1. facilitate the overall coordination and technicalities of the conduct of

the Regional Luzon Policy Forum 2023;


2. coordinate with the researcher and guest discussant about their
roles;
3. shoulder expenses for food and venue of the forum; and
4. extend other vital support to BSU for its promotion and
dissemination activities of basic research results to the intended
public.

The BSU agrees to:

1. assist in the coordination and logistics of the Regional Luzon


Policy Forum 2023;
2. invite policy makers and/or their representatives, students, faculty

members;
3. coordinate with the local government unit of Tublay, Benguet to
cascade research-based information to residents and other
persons involved and relevant to disaster risk management of
landslide-risk communities;
4. collaborate and cooperate with NRCP in other activities that may
arise and/or as may be necessary.

II. AMENDMENTS

Amendment: This MOA may only be amended in writing and by mutual


consent of both parties.

Authority to Sign: Each person signing this Agreement represents and


warrants that he/she is duly authorized to sign this document. In the
unlikely event that the person signing for the other party is not authorized
to do so, the latter agrees to hold the other party harmless for any cause
or consequence of the absence/lack of authority to sign. However, please
note that in the event that it will be proven that the other party has
knowledge that the person signing lacks the authority to sign yet still allow
the signing of the MOA to proceed, such party will be held liable and will
render this clause nugatory.

III. EFFECTIVITY

This Agreement shall take effect upon signing by the contracting parties.
Modifications may be made upon written consent of all parties.
