ABSTRACT
Curfew on minors as described by Kline (2011) is a local ordinance
proscribing minors, generally within a specified age range, from occupying
public areas and streets during particular times. It is enacted by a local or
state government that restricts certain people from being in public places at
specified times of the day. Curfews have always been helpful in assuring the
safety of young people mainly referring to minors from behaviors such as
drugs, liquor drinking premarital sex, teenage pregnancy and violence.
The main purpose of the study is to assess the implementation of curfew
hours on minors in Barangay Patay, Sagada, Mountain Province. Specifically
determine the: (1) level of implementation of curfew hours on minors; (2) degree
of seriousness of problems affecting the implementation of curfew hours on
minors; and (3) level of effectiveness of the strategies in implementing curfew
hours on minors.
A quantitative, descriptive study was used which helped the researchers
determine the implementation of curfew on minors. The researchers
interviewed the respondents using an unstructured question then determined
the indicators of the independent variables which prompted to a structured
questionnaires. The Four-Point Scale was used to establish the numerical and
descriptive equivalents to the respondents’ answers for each given item in the
questionnaire. The results show that curfew hours on minors are moderately
implemented with an overall mean of 2.98 It was observed that degree of
seriousness affecting the implementation of curfew on minors in barangay
Patay, Sagada is moderately serious with an overall mean of 2.52. It can be
perceived that strategies are moderately effective with an overall mean of 3.17
which entails that strategies of the law enforcers fulfil the expectation of the
community members on the curfew of minors and they carry out the program
with at its best. Safeguarding the people, and preserving peace and order in the
community by conducting patrol and inspection in the community during and
after curfew hours has the highest mean which is 3.30, interpreted as much
effective. The respondents believe that there are problems encountered in the
implemenation of curfew on minors which triggers the implementers of the
ordinance to look into these different factors that affect the implemenation of
the ordinance, especially on the unavailability of police cars for transportation.
The implementation on the curfew on minors in Barangay Patay, Sagada is
moderately effective which connotes that law enforcers’ strategies are still
somehow challenged.
