The Presidential Decree No. 1619 focus on penalizing the use or


possession or the unauthorized sale to minor of volatile substance for the
purpose of inducing intoxication or in any manner changing, distorting or
distributing the auditory, visual or mental process. Additionally, it intends to
reduce the use of volatile chemicals as alternatives to harmful medications
while also protecting public health. In many barangays in City of Manila
including Baseco, volatile substance abuse of the minors is one of the trend
issues nowadays. Therefore, this study tends to strengthen the
implementation of Presidential Decree No. 1619.

To present a comprehensive analysis of the study, the researcher will


commence to study the section 2,3, 4, 5, 6, and 7 of this decree using
qualitative approach and descriptive method. It is hoped this study will
provide a great contribution to effectively address the unstoppable increase in
youth concern in Baseco.
