2001 - 2003 Head of Western Countries and NGOs Division of International


Relation Department, Ministry of Public Health (MoPH) Kabul,

associations, involved in health sector, in order to support the
health system of the country including relevant health
facilities around the country.

Mechanism (CCM) for the Global Fund to Fight
HIV/ AIDS, TB and Malaria under the Global Fund
Fund Grants and BRAC, Afghanistan Employment
Contract in role of Grant Recipient Entity, and duty
Station was hosted by WHO, Kabul Office.

 Facilitating and coordinating the key functioning of Afghan


Country Coordinating Mechanism (Afghan CCM).

 Perform the administrative functions of Afghan CCM.

 Development of the budget for the Afghan CCM functions


and activities in line with the Global Fund Funding policy.

 Prepare the quarterly and annual programmatic progress


performance indicators reports of Afghan CCM to the Global
Fund.

 Support to prepare the annual financial expenditures reports of


Afghan CCM funding in close coordination with BRAC
finance unit for the Global Fund.
 Responding to the related correspondences of Global Fund
behind the Afghan CCM functions, Meanwhile, CCM itself
and other country stakeholders (UNDP, PR , SRs and other
related constituencies)

 Arrangement of CCM meetings, provision of invitation to the


participants of CCM meetings, circulation of CCM meeting’s
related minutes to members of CCM, programs, PR and other
relevant constituencies.

 Serving as an official liaison person between principle


Recipients (PRs), CCM members, Global Fund, LFA and
some of Technical Assistants.

 Assist CCM Technical Officer in taking and reviewing of


related minutes of CCM meetings and discussions.

 Management of CCM functions, including updating list of


members, finalizing the election of civil society

concept notes (TB, HIV, Malaria and RSSH) to the Global
Fund and other involved parties.

 Translation of the CCM developed guidelines and minutes of


the meeting to local language (Dari) and its circulations to the
CCM members.

 Distribution of GFATM guidelines and other documents to


CCM members and partners as needed with cooperation of
CCM Technical Officer.

 Distribution of drafts of proposals/concept notes (TB, HIV,


Malaria and RSSH) and other relevant documents to CCM
members, partners and other stakeholders, when needed.
 Development of CCM and CCM Secretariat annual work-plan
for the Global Fund Grants implementation and oversight
related activities.

 Development and facilitation of annual oversight plan in close


coordination with the oversight committee chair and members.

 Facilitate to perform oversight of the Global Fund Grants


implementation for ATM in close coordination with country
CCM Oversight leadership.

 Carrying out of other functions and performances was


determined by CCM Chair, Vice-Chair and the country
portfolio in the Global Fund.

This should be taken into the notice that I have been playing the role of Country CCM
focal point in EMR Constituency for the Board of Global Fund since 4-5 years
