Subject: The ACLU‐commissioned poll regarding CRB changes

Good Evening,

I watched the recording of the meeting held June 28, 2022 where members of the CRB discussed the poll
commissioned by the ACLU of Florida concerning changes proposed to the CRB. During the meeting, the
pertinent portion of which can be found here (https://youtu.be/Ojq2HIiCslU?t=3112), some CRB members expressed
a desire to see the raw data and the precise wording of the questions. That information is attached.

To be clear, the ACLU of Florida did not conduct the poll itself; it hired an independent polling firm (Public Policy
Polling). The attached document sets forth the demographic information of the 590 individuals polled, all of whom
were Tampa residents who voted in the 2020 election. The poll was intended to reach a representative cross-
section of Tampa voters, including Democrats, Republicans, and independents, and the questions were placed to
the voters in a straightforward and non-suggestive manner. The attached information also includes a question-by-
question demographic breakdown of the responses.

I also noted from the recording that the CRB was not provided very much information about what is being
considered and why. Significantly, the CRB was not told that what is being proposed are changes to the Charter
that would be submitted to the voters by City Council. If you examine the poll data, you’ll find that the percentage of
voters who would like to have the question submitted to the voters is 82%, which is even higher that the percentage
that favors subpoena power (74%) or independent counsel (68%), which means that there were individuals who
personally opposed one or both proposals but who still felt that the matter should be put to the voters. Though the
motion passed at the June 28, 2022 meeting was not phrased as an indication that the CRB did not want the
voters to have an opportunity to weigh in on whether the CRB should have independent counsel, I fear it may be
misunderstood that way.

It also seemed to me that the CRB was told that the proposal involved “full time” independent counsel, which isn’t
accurate. It also seemed that it was suggested to the CRB that City Council had made a formal inquiry concerning
the CRB’s opinion on the matter and, when the CRB expressed an interest in learning more about the issues
before taking a position, that the June 28, 2022 meeting was the CRB’s last chance to weigh in on the matter,
which was also inaccurate.

I understand that the next meeting will be held at the Jan Platt Library at 6:00 p.m. on July 26. If that information is
inaccurate, please let me know. Whenever the next meeting is, I would be happy to attend and provide to the CRB
the information that I do not believe was provided. I would also be happy to take phone calls from any of you who
would like to discuss the proposals being considered and the reasons for them.
