Outcome based learning is quite similar to the backwards design model where in the starting point is to

clearly define what students should be able to do upon completion of the course. It is based on specific
outcomes for the whole program. After which, the learning outcomes are designed for each level of
learning desired. The final stage is to use the outcome of the assessment date to determine if desired
outcomes were achieved or not. As such, it is continually being improved.

Competency-based learning refers to the student’s ability to show the knowledge, skills and behavior in
a given situation as a result of the training the curriculum was designed to address. This type of
education uses an approach that concentrates on the student’s pace rather than within a pre-
determined amount of time.

I believe that in today’s age, more specifically with the rise of the millennials, it is much more
appropriate to use the competency-based learning because given the online based education we
currently have. Given the COVID-19 pandemic, online learning has been largely escalated not only in the
major cities of our country but perhaps the entire nation.

Admittedly, there are several things that one cannot teach online. Especially when it comes to
healthcare. A good example is teaching palpation to nursing students. One cannot simply describe what
our touch can identify. Learning comes from first hand experience with these types of situations as
healthcare providers are expected to be knowledgeable in his/her own field.

On the other hand, outcome-based education is more student friendly as the students’ performances
are the basis of the curriculum. If students fail to meet the expected outcome, then the curriculum is re-
evaluated in order to enhance the learning probability of the students. It does not mean the students
can just ease their way into learning. We must remember that this type of education is time bounded as
well. They only have a specific amount of time when they must finish the course.

In conclusion, both methods have each of their own advantages and disadvantages. Bottom line is that
each student must also determine as to which style works for them and proceed accordingly.
