Citarum Living Lab


Monash Art Design and Architecture (Caulfield Campus, Melbourne) is collaborating with Monash Indonesia and
partner Universitas Indonesia, in a place-based project that is addressing pollution of the Citarum River from
unmanaged solid waste and waste water. The purpose of the Living Lab is to collaborate with local stakeholders
to co-develop and build an integrated solid waste and waste water infrastructure pilot that demonstrates
nature-based solutions and social innovation, in a real and practical way. In 2023, the Living Lab is establishing a
Project Team in Bandung to collaborate with various community groups on the co-design of sanitation
infrastructure, waste infrastructure and environmental (waterway) restoration, as part of the demonstration
project.

POSITION PURPOSE
The Community Facilitator (CF) - Social (Citarum Living Lab) at Monash Indonesia will be working with the
Project Team and the International research team at Monash Australia and partners in Indonesia, Australia and
Europe. As part of the Project Team, they will provide specialist public health and/or community development
expertise on the design and implementation of neighbourhood and river revitalisation projects.
As a critical member of the cross-disciplinary Australia and Indonesian Citarum Living Lab team, the CF-Social will
work under the supervision of the Project Team Lead to undertake the community-based design and planning
activities for Sanitation (Sanimas), Waste (TPS-3R) and environmental (waterway) restoration projects in villages
in Bandung Regency. The key objective of this role is to work closely with residents, business owners, and
vulnerable local stakeholders (i.e. waste pickers) to ensure the intended nature of the participatory and
community driven development approach is reflected in the technical design and implementation of the
infrastructure program. The CF-Social will build trust within the communities and develop a deep understanding
of community dynamics within each of the villages. They will facilitate effective community-based design by
incorporating preferences and needs of diverse community members and project end-users and beneficiaries,
and mitigating conflicts and disputes.

Reporting Line: The position reports to the Design and Engagement Lead at Monash Australia and Project Team
Lead in Bandung Indonesia and works under broad direction from academic leads at University of Indonesia,
University of Padjadjaran, Monash Indonesia and Monash Australia (Monash Art Design & Architecture, Monash
Sustainable Development Institute).
Supervisory Responsibilities: Not Applicable

Financial Delegation: Not Applicable

Budgetary Responsibilities: The position will be required to undertake project costings and work within agreed
expenditure limits of discrete projects.

KEY RESPONSIBILITIES
In this 12-month appointment, the CF-Social has responsibility for:

1. Engagement Lead in the community-based design and planning activities


• Through a collaborative and inclusive, co-design approach, support Community Facilitators (CF) -
Technical and Academic Team to develop a concept plan for an integrated solid waste and waste
water infrastructure pilot.

• Provide social expertise in relation to Water, Sanitation (Sanimas) and/or Waste (TPS-3R) and/or
environmental (waterway) restoration projects incorporating data and information collected
through the research fieldwork and community design and planning processes.
• Support the community design and planning processes;
• Lead ongoing community engagement - facilitating effective design, by mitigating any conflicts and
disputes given their intricate knowledge of the communities. Build resident and community capacity
to understand the infrastructure and project and benefits.

• Work with the CF-Technical to Build local capacity of project end-users, beneficiaries and
government for the technology (Operation and Maintenance) - facilitate trainings and workshops on
Operation and Maintenance
• Lead engagement and coordinate capacity building for Community Engagement Committees with
the Academic Team for effective planning and implementation of information disclosure, public
health and environmental education, public consultation sessions and local participation.

• Liaise with the Academic Team and relevant Kabupaten Bandung agencies to provide social support
to project activities.
2. Lead in on-site activity management
• Support Academic Team and partners with field access and implementation of design activities;
• Plan and coordinate ongoing community engagement in the study site in collaboration with the
Project Team and local partners.
• Ensure site health and safety systems are followed and proactive action taken if required;
• Ensure all fieldwork activities are completed in accordance with project ethics/safeguard
requirements and project timeframes, to meet key funding milestones
3. Lead in documentation, reporting, and any other duties required
• Lead in results-based reporting on activities and outputs in line with donor and government
requirements;
• Lead in project documentation of construction contracts, progress reports, field test results, etc.;
• Provide advice/recommendations on potential social impacts of different implementation
pathways/scenarios (i.e. livelihood loss as a result of the project, especially to poor and vulnerable
members of the community).
• Support to results-based monitoring and evaluation efforts in all project locations and for the
programme duration
• Support the Project Team with all activities to comply with the Project Environmental and Social
Safeguards, Gender Equality, Disability and Social Inclusion (GEDSI) plans and policies, and Research
Ethics/Permits and monitor/evaluate the implementation of the Plans.
• Establish forms to manage the gender, environmental and social data and any grievances (in
accordance with both Project internal and external donor plans and policies)
• Oversee day to day activities and undertake regular checks of the implementation, monitoring,
evaluation and reporting of the Safeguards, GEDSI Plans and policies. Includes progress against
Social Safeguards and GEDSI indicators and results (good practices, lessons learnt, etc.);
• Provide a range of technical support to Academic Teams in Indonesia, Australia and Europe,
including fieldwork plans, expense tracking, conduct of fieldwork, data collection and validation.
• Other duties as directed by Team Lead from time to time

KEY SELECTION CRITERIA


Education/Qualifications
1. The appointee will have:
• A degree in Social Science/Public Health/Community Development or a relevant field
• At least 5-years of experience with Community development and/or Public Health and/or
Environmental management projects;
• Experience in community engagement with village communities, and familiarity with Sundanese
communities;
• Familiarity with community-led development and participatory planning or design processes.
Knowledge and Skills
2. Excellent communication, engagement and content-delivery skills, particularly in communicating complex
information to diverse groups
3. Demonstrated ability to build deep relationships and engage with a variety of stakeholders, including
vulnerable groups, community, and government
4. Experienced employing a range of different methods for engagement - such as presentations and meetings,
large and small group discussions, household visits - and preparation of materials such as pamphlets and
posters for information sharing
5. Experience providing support/expertise for infrastructure and/or research projects by Government,
Institutions or International Development agencies
6. Experience working in peri-urban waste, water and/or sanitation infrastructure design and systems (i.e.
Sanimas, TPS-3R) highly desirable.
7. Excellent project administration and coordination skills with the ability to conduct reporting, monitoring and
evaluation in accordance with plans and policies and agreed timeframes
8. Excellent planning and organisational skills, with experience establishing priorities and meeting deadlines
9. Demonstrated ability to work as an effective member of a team as well as the ability to work with
independence, judgement and initiative
10. Strong analytical and problem-solving skill
11. Advanced computer literacy with the ability to use Microsoft office software
12. Fluent in Indonesian and Sundanese, with high quality written and verbal communication skills
13. Competent in English, with high quality written and verbal communication skills

OTHER JOB-RELATED INFORMATION


• Travel to the project site in Bandung, Regency.
• There may be a requirement to work flexibly - evenings, weekends - and additional hours from time
to time
• There may be peak periods of work during which taking of leave may be restricted
