Checklist for group discussion on peoples` right to information as per

Local Government (UP) act-2009

1. Union Parishad is bound to provide any information to its service recipients

as per demand, do you know it? (if the answer of this question is negative
please go directly to the question 4)
2. If the answer is yes, then how do you know this information?

5.5 If the applet authority did not provide information then what was their

6. If the applet authority did not provide information or if you were not
satisfied then did you lodged any complaint to Information Commission?
7. If it was important to get information then why you did not submit any
application for those information?
8. Did you participate the Ward Meeting (Ward Shova) arranged by your
Union Parishad?
9. Did your Union Parishad disclosed its annual budget at an open meeting and
also arrange event like Face the Public?
10.Did you about the budget of running year and expanses of previous year of
your Union Parishad?
11.Is there any Citizen Charter or Information Board hanged at the premises of
your Union Parishad? If yes then is it contain necessary information, you
think?
12.What types of problems you were faced or are now facing while getting
information form Union Parishad?
13.What are your recommendations to overcome these difficulties of collecting
information?
Note
1. Each group will be consisted with 8-10 members;
2. Discussion with male and female group will be done separately;
3. It would be preferred of same age, profession, race or class but
amalgamation of all is not a problem if participants do not feel any
discomfort to share their views;
4. Should take note of all answers the participants provide. Don’t go for any
of your explanation or put your views regarding the answer (s) provided
by the respondents;
5. Facilitator should be neutral neither giving any extra importance nor be
bias or show annoyance to any response or respondents;
6. Facilitator should be very patience, attentive and facilitate the discussion
in a very creative way and also should take note of all discussion
thoroughly;
7. At end facilitator should check whether all questions are discussed and
find everything is correct then say thanks to the all participants for their
nice cooperation and participation.
