Creating a Reading Program Plan

Learning Objectives:
After the session, you should be able to:
1. discuss the steps needed in creating a reading program;
2. implement the steps in creating a reading program; and
3. create a school-based reading program based on the data.
Situation:
Your school was tagged as a low-performing school in terms of reading.
You wanted to solve this problem as the school head, but you did not
know how and where to start.

At the start of the school year, the division office required you to submit
a reading program plan.

What will be your first step? Why?


Why a Reading Program Plan?
 to help the learners in need
 to improve performance
 to ensure that all learners become readers
 to instill the love for reading among learners
 to assist teachers/home learning facilitators in letting their
learners read effectively

1. Let us update our data.
*What is the overall reading performance of your school?
*How many independent, instructional, and struggling readers do
you have in MTB-MLE, Filipino, English? What is the percentage per
reading level to your total population?
*What is the performance of the learners in the key stage 1?in the
key stage 2? Characterize the learners under each stage with low,
mid and high performances.
*What do these data or results tell you?
*Are the results alarming? Are they not? Explain your point.
2. Let us perform a

STEPS:
1. Define the problem. (Understand and accept the problem.)
2. Collect data. (How long had it been experienced as a problem?; What are the
signs/symptoms/proofs?; What type of impact?; Are these impacts
measurable?)
3. Identify possible causal factors. (cause-and-effect diagram; fish bone
diagram; 5 whys; causal tree, others)
4. Pinpoint root causes. (From the possible causal factors, identify the real
reason.)
5. Implement solutions. (What can be done?; Who will take
charge?; Are there possible risks?; Perform impact analysis.)

*What happened/went wrong in the past that contributed to these
results?
*Why can’t all the learners read at the same level? What factors
contributed to their performances?
*When did the problem occur?
*What was/were affected by the problem?
*Why did it happen?
*Why did the causal factors happen?
*What was the root cause of the main problem?
*What actions will you take to treat the identified root causes?

3. Let us update the profile of
teachers.
*What is the demographic profile of the teachers in terms of:
sex age
civil status position
area od specialization educational attainment
years of service in teaching years in teaching reading
reading seminars and trainings attended
relative experiences on reading Instruction
awards/Citations received (reading instruction-related)
4. Let us make an inventory of the
teaching-learning materials.
*What materials are available in their homes? Identify the different
types.
*Who materials are available in the school? Identify the available
types.
5. Let us trace what interventions have
been implemented in the past.
*What reading programs have been implemented in the past?
*Which of these programs were effective? Why?
*What challenges were met?
*What are their strengths/weaknesses?
*Which part of these programs can be continuously
implemented? Why?
*What changes can be made to make these programs
more effective?
6. Let us check if there were pieces of
research which might be of help.
*Are there available pieces of research that were conducted in the
past which are relevant to the identified problem?
*What do these pieces of research say about the problem?
*Did the school try to conduct a research related to the identified
problem? What is it? If yes, what was the result of the study?
*What possible topics of research might be needed?
7. Let us formulate a local policy (if
needed).
*Do we need to formulate a local policy?
*Why is there a need to formulate one?
*If we need to formulate, what will that policy be?
8. Let us listen to the voices of the
parents/guardians/home learning
facilitators.
*What do they say?
*How do they feel?
*How does each survive the problem/s in reading?
9. Let us create a needs-based/context-
based reading program.
Draft your school reading program plan.
