I. Introduction

COGO is short for Coordinate Geometry, and it is method where you can create
lines and polygons by typing in distances and directions from the legal descriptions
of parcels, annexation subdivisions and other boundaries, as opposed to creating
lines and polygons by click on the map to add vertices.

When surveyors or geodetic engineers must identify the locations of man-made


features, such as land parcels, road centerlines, utility easements containing
transmission lines, and oil and gas leases, they typically present the findings on a
survey plan that describes the locations of features in relation to one another.
These measurements are descriptions of coordinate geometry. These COGO
descriptions can be used to precisely recreate the features the surveyor recorded.
In order to connect these new features to your GIS database, the survey plan also
includes references to already-existing locations. The reference could be a
measurement to a well-known location, such as a control point, a road intersection,
or an existing parcel corner, or it could be the coordinates for a point.

II. Objectives and Expected Outcomes

The aim of this exercise is to plot a certain parcel based on its technical descriptions.
The participants are expected to develop skills in plotting parcels using the COGO
toolbar in ArcGIS.

IV. Procedures

Plotting Using COGO

1. Open Arc Catalog and locate your working folder


directory.
2. Create a file geodatabase by: Right click the desired folder → New →
File Geodatabase and name it as what barangay the parcel is located
at, like “Panatao”.

3. Create a new feature Class : Right click Panatao.gdb → New → Feature


Dataset and Name it as “Section_001”
4. Click Next
5. Set your coordinate system to PRS_1992_Philippines_Zone_V : Projected
Coordinate Systems → National Grids → Asia → PRS 1992 Philippines
Zone V.
6. Click Next → Next
7. Finish

8. Create a new feature class: Right click Section_001 → New → Feature


Class and name it as “Lot_01.”
9. Set the feature type to “Line Features”
10. Click Next → Next
11. Finish

Note: You can perform those steps once per barangay or depending on your choice.

12. Create COGO Fields


13. Right Click on the top vacant portion of ArcCatalog box → Customize
→ Commands → Type “COGO”

14. Highlight the Create COGO Field and drag the icon next to the
toolbars to enable it then click the same icon.

The preview Table should look like this:

15. Click the ArcMap icon to open ArcMap and start plotting the parcels.
16. Load the Lot_01 to the Table of Contents.
17. Start Editing
18. Enable the COGO toolbar
19. Click the Traverse icon to input the technical descriptions.
20. Set the Template to “Lot_01”
21. Set the Starting Point based on the coordinates of your first point.

Note: If first point is in Lat/Long format set your X and Y to 20000, 20000.
And change it later.

22. Input the technical descriptions.

23. Line 1- 2 should be input like this:

24. Click Add. And repeat until you add all the TDs.

Due to license limitations, most of the COGO functions are not available. You can also
load your pre encoded TDs using text formats just follow the proper format.

DT – Data Type → QB Quadrant Base


DU – Data Units → DMS Degree, Minutes, Seconds
SP – Starting Point → Easting Northing (X and Y)
EP – End Point → Easting Northing (X and Y)
DD – Direction – Distance

25. Right click on white description box → Load Traverse.

26. Locate your pre-encoded text file. Open.


It should look like this:

27. You can edit your starting point by loading your satellite Layer.
28. Click icon next to edit.
29. Click on the map to set the start point.

30. Click closed Loop → Adjust, for adjustment correction.

If the Residual Values is less than 3 click accept else check the TDs for any discrepancy.

31. Click Accept.

Converting Lines to Polygon.

The plotted parcel is in Line format. You can convert it to polygon and compute its
area.

1. Search “Feature to Ploygon”


2. Input Feature : Lot_01
3. Output Feature Class : “Panatao_Section_001”
4. OK

5. Add Lot_No and Area Field in the attribute table


6. Input Lot 01 in Lot_No field and Calculate Area in hectares.
