About Dutch Committee for Afghanistan (DCA):
DCA has been present in Afghanistan since 1988, focusing its interventions to herders
and pastoralists communities’ resilience and enabling them to achieve long-term,
inclusive and equitable development. DCA is currently implementing several livestock
development and humanitarian program in 15 Provinces of Afghanistan. In 2021, we

Job Description:
General Position Summary

The Horticulture extension officer is responsible for promotion and maintenance of high
value crop production specifically saffron and vegetable at the targeted districts of
Kandahar province, and conduct baseline survey to identify and select eligible
beneficiaries, enhance capacity of the targeted beneficiaries by organizing technical
agricultural trainings and sharing other innovative ideas to improve agricultural practice
of the targeted farmers. Have experiences of working with community specifically the
farmers for conducting meeting and discussion and willing for regular traveling to all
targeted districts. coordinate and provide assistant to the project manager and other
project staff for successful and efficient completion of the project.

DUTIES AND RESPONSIBILITIES:

 Ensure close communication and coordination with project team, and other stakeholders
to identify and target accessible villages for starting saffron and vegetable production.
 Conduct baseline survey to identify and select the beneficiaries considering the criteria for
selection of eligible beneficiaries.
 Conduct meeting, establish, and maintain strong working relationships with targeted
communities, including local leaders, community-based committees, and farmer groups.
 Design, develop training manuals, presentation for conduct theoretical and practical
training on new techniques for the targeted farmers, to cover all technical aspects starting
from land preparation through harvesting, seed production and other postharvest
practices. 
 Coordinate the activities with local extension workers and share knowledge and best
practices with the targeted farmers to enhance productivity in the area.
 Act as main contact point between the project and the farmers to strengthen the linkages
between targeted farmers, project team and saffron and vegetable grower companies.
 Prepare written weekly, monthly, and other required, progressive reports of the
achievements.
 Conduct regular supervision from saffron and vegetable plots and being responsible for
day-to-day activities with the targeted beneficiaries.
 Ensure close communication and coordination with project team, district authorities and
community elders through regular visits; organize joint field visits and updating line
manager on daily accomplishment.
 Facilitate the targeted farmers to be organized in groups and link them with seed grower
companies, input suppliers, processors, or market, for generating income.
 Any other tasks assigned by the line manager.

 
Job Requirements:
 Bachelor degree in agriculture (Horticulture, Plant Science).
 At least five years’ experience in a similar field or as horticulturist with knowledge and skill
on vertical horticulture.
 Extensive knowledge and experiences of work with farmer as extension worker at remote
area.
 Good communication skills in English and fluency in Pashtoo and Dari.
 Previous experience of working with NGOs at the targeted area.
 Proven experience in horticulture production, promotion, and market-based
programming. 
 Previous experience in designing technical materials and conducting capacity-building
trainings.
 Willing to stay in field locations and travel to coverage areas of the project.
 Highly qualified of extension and work with community.
 High quality of reporting skills.
