Lesson 2. TYPES OF PUBLIC POLICIES

 Regulatory – restrictions and limitations on behavior.

Regulatory speaks about rules are intended to limit the behavior of a group of people even
the public itself. To regulate means to control something through a regulation. Example: The
policy on ECQ. It controls our movement. Traffic rules and etc.

 Distributive – cost of goods and services extends to entire population

If we speak cost of goods and services that is distributive. That extends to entire population.
IT means that the cost of service, example the education like on tuition fees or miscellaneous
of five thousand, it will be the same on all students same at 5 thousand. It is distributed to all
population, the entire population regardless of courses. If graduation fee is 8 hundred all
graduation fee is 8 hundred. When the government extend its cost to the public whether you
are rich or poor then its is distributive policy. Example of this is the abovementioned
educational policy, economic policy and fiscal policy.

 Redistributive- allocation of wealth to other groups

It is a policy that allocates or shares the wealth of one group to another group. Example: You
are a rich business man with 20 companies of course you have a great income. Now your
income you are earning will be shared to another group in the form of goods and services
through the use of progressive taxation. Example is graduated income tax that the more your
income increases the more a higher tax will be deducted. That tax will be used on other
groups in the form of services. Same with income in the government. That is why
redistributive because the wealth of other group will be redistributed to other groups.

 Constituent – rules for public servants (focused on government institutions and procedures
In here we talk on the rules in the government institutions. It has two types:

1. Structural: focuses on mandates, structures, and functions.

That is why we have policies on human resources like recruitment and selection and civil
service policies

2. Procedural: It talks about operations of government institutions

It pertains to the policies on day to day policies and procedures in delivering services
that is why we ha specific policies on procurement, consumer protection, and etc.
