The most significant changes of this new regulation, based on ICAO Annex 6 Part Il amendment 27, are the requirements to have a: + Maintenance Control Manual, + A Safety Management System + An Operations Manual (See Aitachment A for guidance on the organization wand content of the maruals) + Provide the State in which the operating base és located, with a notification letter mentioning the fact, that the aircraft are based in their territory. A copy of this letter shall be sont to the Department of Civil Aviation of Aruba, (See Aitachment B for sample letter.) For current operators with aircraft registered before January 1" 2012, all manuals and 2 copy of the letter sent to the State in which the operating base is located, shall be submitted to the DCA by April 2012, New Operators who have registered an aireraft on or after January 1" 2012 shall submit to the DCA by April 2012, an implementation plan and commitment dates to comply with the abovementioned requirements. After April 2012, all new operators shall submit prior to registration of their aircraft, their implementation plan and commitment dates to achieve full compliance, Hoping to have informed you accordingly, sown Department of Civil Aviaiion (297) 383 2665 (297) 582 3038 TGR: CIVILAIR ARUBA Sabana Berde 73-B, ARUBA e-mail: dea@aruda.gov.aw AFTIN: TNCAYAYX Pel ATTACHMENT A, Minimum Contents The below manuals can be presented as one manual, or three stand-alone manuals. ‘Safety Management Manual The Safety Management Manual shall contain at least the following: a) document control procedures: 'b) scope of the SMS: ©) safety policy, ) safety accountabilities, ©) hazard identification schemes; £) safety performance monitoring; g) safety assessment; bh) safety auditing; i) safety promotion; and j) safety organizational structure. Further guidance can be found in document number 9859 published by ICAO. Operations Manual The following is the suggested content of a company operations manual. It may be issued in separate parts corresponding to specific aspects of an operation. It should include the instructions and information necessary to enable the personnel concemed to perform their duties safely and shall contain at least the following information: a) table of contents; +b) amendment control page and list of effective pages, unless the entire document is reis eech amendment and the document has an effective date on it: ) duties, responsibilities and succession of management and operating personnel; d) operator safety management system; ¢) operational control system; f) MEL procedures (where applicable); g) normal flight operations: h) SOPs; i) weather limitations: J) fight and duty time limitation: k) emergency operations: |) accidenv/incident considerations; 1m) personnel qualifications and trainings 1) record keeping; 0} a description of the maintenarice control system; p) security procedures (where applicable): 4g) performance operating limitations; 1) use/protection of FDR/CVR records (where applicable); and s) handling of dangerous goods. Depariment of Civil Aviation @» (207) 383. 2663s (207 TGR CHVILAIR ARUBA Sabana Berde 73-B, ARUBA e-mail: dea@aruba,.gov.aw AFIN: TNCAYAYX Pe Maintenance Control Manual The MCM, wich may be issued in separate parts, should be developed according to industry codes of practice and should at a minimum contain information about a) the means for ensuring that + the aircraft is maintained in an airworthy condition: + the operational and emergency equipment necessary for an intended flight is serviceable, and + the cenificate of airworthiness of the aircraft remains valid. + the aircraft shall not be operated unless it is maintained and released to service under a system acceptable to the DCA. in case of line maintenance, when the maintenance release is not issued by a DCA approved/accepted maintenance organization, the person signing the maintenance release shall have a DCA validation. - the maintenance of the aircraft is performed in accordance with the DCA approved maintenance programme. bb) the means of recording the names and duties of the person or persons; ¢) reference to the maintenance programme required; d) the methods used for the completion and retention of the operator's maintenance records; e) the procedures for complying with the service information reporting requirements; £) the procedures for implementing action resulting from mandatory continuing airworthiness information: g) system of analysis and continued monitoring of the performance and efficiency of the maintenance programme, in order to correct any deficiency in that programme; hy) the aircraft types and models to which the manual applies: i) the procedures for ensuring that unserviceabilities affecting airworthiness are recorded and rectified; and }) procedures for advising the DCA of significant in-service occurrences. ) training requirements, including human factors training.
