RATIONALE:

RA 7160 otherwise known as “The Local Government Code of 1991” substantially


provides among others the Barangay as the smallest political unit. Its governance is
clothed with the power of local autonomy hence operation emanates from the barangay
within the bounds of the existing laws.

To realize its goal relative to its vision and mission, formulation of Comprehensive
Barangay Development Plan (CBDP) is vital and necessary consistent to the above cited
mandate. The said document will serve as the Bible of Barangay Waterfall, Sulop, Davao
del Sur a tool for long term development planning.

Efficient and effective governance can be undertaken with due respect on the proper
allocation of financial resources, natural resources and human resources without
compromise to the environment. Henceforth, the approval of this planning document is
indispensable, so much so that future leaders will be guided for their constituents for
better public service as a whole.

OBECTIVES OF THE PLAN:

This planning document aims the following:

1. To formulate a Comprehensive Barangay Development Plan of ------------, Sulop,


Davao del Sur;
2. To provide future leaders with a tool for proper allocation of resources; and
3. To ensure proper, efficient and effective project implementation.

SCOPE OF THE PLAN:

The Plan involves the three (3) year period which covers the messages portion
starting therein the vital importance of the Comprehensive Barangay Development Plan.
Barangay Development Council Resolution adopting the Plan and Barangay Council
Ordinance adopting the said Planning document.

Legal basis is emphasized in the introductory portion which relates the significance
of formulating the Plan as mandated in RA 7160 otherwise known as “The Local
Government Code of 1991”.

In its entirety, the Plan comprises five (5) Chapters, namely; Chapter I relates on the
Barangay Profile, Chapter II for the Situational Analysis, Chapter III for Organizational
Philosophy, Chapter IV for the Barangay Development Framework, and finally for Chapter
V on Implementing Mechanisms, maps, annexes and attachments. Details of the different
chapters shall be well-described in the succeeding discussions.

PLANNING METHODOLOGY

The drafting of this Planning document emanates from the mandate of RA 7160
otherwise known as “The Local Government Code of 1991” and triggered by the
Mindanao Rural Development Program (MRDP).

Its embarkation was reinforced by the issuance of Executive Orders of the Local
Chief Executive (LCE) of the Barangays and Municipal Mayor for the creation of Barangay
Planning Team and Municipal Planning Team; respectively, to undertake the revision of
the Comprehensive Barangay Development Plan (CBDP) integrating Climate Change
Adaptation and Disaster Risk Reduction, and mainstreaming Gender and Development in
all programs, projects and activities.

The intent and purposes of the Plan revision was disseminated in the twenty-five (25)
Barangays through formal launching/orientation.

Gathering of pertinent data was undertaken by both the MPT and BPT of the concern
barangay through Participatory Rapid Appraisal (PRA). Data gathered was then
processed/collated/consolidated and analyzed through focus group discussions and
seminars/workshops. Technical Staff from among the members of the Municipal Planning
Team were assigned to give technical assistance and support and be responsible in the
course of the plan revision.

The Plan revision was based on the new outline/format. After the drafting of the
revised Plan, the same shall be refined and finalized for printing to be presented for
public hearing and forwarded to the Barangay Development Council (BDC) for adoption
and finally for approval to the Barangay Council with the enactment of Barangay
Ordinance adopting the Plan.

B.4 Climate and Rainfall:

Barangay --------------- has type IV climate which is characterized by more or less evenly
distributed rainfall with no mark seasonability whose rainfall is lower during the months
of March and April but higher from the month of May up to the month of December.

Temperature is normal at ------------- degrees centigrade and the average wind velocity

B.5 Wind Direction and Rainfall:

There are three (3) types of air masses that pass through the barangay of ----------------,
Sulop, Davao del Sur. These are the following:

1. Northeast Monson;
2. North Pacific Trade Wind; and
3. South Pacific Trade Wind

Northeast Monsoon normally reaches the barangay from the northeastern part
heading southeast bringing few rainfalls to the barangay. This type of air mass occurs
from the month of December to March.

North Pacific Trade Wind blows the barangay usually in the month of April to May
where increase in rainfall intensity is observed as affected by the coming of another air
mass approaching the barangay from east advancing towards northwest.

In the month of June to October South Pacific Trade Winds exhibits dominance
and leaves the barangay in the month of November being the transition period between
South Pacific Trade Wind and Northeast Monsoon.

B.8 Land Suitability:

In charting the soil suitability of the barangay, data from the Land Management Unit
(LMU), cropping System Map, and the development map of the municipality are used in
grouping the areas with the same management needs and limitations with reference to
the agronomic and climatic requirements of crops to be produced or planted.

In order to make the data available seven (7) mapping units are used to represent
the various groups with common characteristics that can amply satisfy the requirements
to produce and maintain high yield of a specific crops/trees.

As to nutrition status by gender with age belonging to 0-5 years age bracket, out of

A.1.1.8 Birth Control and Method Used

The population growth rate is relatively low considering its minimal increase in
population. Precisely, growth rate was significantly affected by birth control and
family 28lanning methods used. In the entire barangay, -------- couples adopted
different birth control methods. It is so because it was anticipated by the couple
that increasing their number of children will affect their economic status. The
greater number of children, the greater the degree of burdens.

As to family planning method used, 74 adaptors used pills. Trailing in number


are IUD and Tubal Ligation/DPMA with 17 and 13/13 adoptors, respectively.

A.8 Gender and Development

A.8.1 Community Role of Men and Women


Role of men in the community is undertake the hard labor works during
Bayanihan system activities. During the celebration of barangay big events such
as fiesta and “Araw”, the men prepare the carpentry works and the like.

While that of women, they normally prepare the meals and snacks in the
conduct of Bayanihan system activities. Stage decoration and beautification of
the immediate environment are also taken care of by women in the celebration
of barangay big events.

A.8.2 Activity Clock of Men and Women

The activity clock of men and women are not yet defined due to the absence of a
Gender Plan. To establish the activity clock of men and women, the planning team
conducted a focus group discussion which is shown above. The result of the FGD
shows that most men have more time in the farm/business. The women, On the
other hand, dedicated their time in household chores. Both genders have equal time
in sleep/rest, meals and leisure.

Based on the exemplified activity clock, it was found out that men and women
differ in the time for farming/business and in doing household chores. As a
recommendation, the activity clock for men in doing household chores should be
equal to men since some men are helping already y in the household chores in the
same way on the activity clock of men in farming/business should also be equal to
women since some women already help men in doing farming or in business. These
recommended strategies should be incorporated in the Barangay Gender Plan.

A.8.3 Household Task for Men and Women

Most men act as head and decision maker of the family. Men are in-charge of
the hard works especially in farming/fishing or in doing business to support and
provide for their family’s basic needs like food, shelter, and clothing, among
others. Sometimes men assist women in doing household chores. The women on
the other hand, are in-charge of doing household chores especially in caring for
the children, cleanliness and beautification of the home. The women are also in-
charge in budgeting financial resources of the family. However, there are also
times when women assist in farming. However, there are also times when
women assist In farming/fishing/labor or engage in doing business to support the
family.

In order to well-define the roles of men and women, the formulation of


Gender Plan is necessary.

A.2.4 Occurrence of Pests and Diseases:

In coconut production, afflatoxin normally happens during rainy season due to


weather condition interference affecting adversely its time element in drying
requirement. Other pests are manageable considering its minimal effects.

For mango production, applications of different pesticides, insecticides and


fungicides were applied by most mango growers and sprayers on a contract/sharing basis
depending on the nature of infestations.

As to sugarcane production, infestations caused by downy mildew, rust and the like
are normally addressed by way of changing high yielding and drought resistant varieties.
Applications of different kinds of inorganic fertilizers were introduced.

For Banana production of different varieties like cardava, tundan and binangay
(lacatan), the common disease called “tibagnol” or “moko” is observed by most banana
growers. Total balling out of the banana suckers, change of variety or change to other
crops are being recommended.

Cash crops diseases are normally addressed by knapsack spraying method.

A.2.5 Agricultural Production Practices:

As to coconut production, the coconut farmers of Barangay Waterfall still employ the
traditional farming practices. Fertilization is seldom practiced due to reason of financial
capabilities to purchase production inputs. The three (3) months interval harvesting
period is normally experienced. Harvesting pattern commenced from area harvesting,
hauling de-husking, breaking, de-coping, chopping, drying, bagging and finally sold to
local traders.

The usual practice of farmers in banana production dwells on traditional method.
Deviling and de-leafing is not employed. Farmers merely wait for its maturity to be
harvested for either household consumption or selling surplus in production. Disposal is
usually undertaken in volume if there will be transient buyers / traders coming from other
municipalities / provinces.

Mango production technology in Waterfall is also prevalent. From fertilization with


the application of synthetic fertilizers and plant conditioning then followed by flower
induction to application of pesticides/insecticides/fungicides then finally to fruit setting,
wrapping and harvesting.

As to disposal, different modes of buying scheme are employed at the mutual


arrangement of both the buyers and the producer/farmer/owner which was normally
exploited by the local traders in the guise of the middlemen / agent.

For sugarcane production, most farmers wallowed at the mercy of the lending
institution e.g. USPD, Inc., Samahan Association and other credit facilities in the locality.

wanted to shift to other farming practices. However, the same cannot be made possible
due to their existing monetary obligations from different lending/credit facilities.

Some sugarcane planters, employ the good agricultural practices which commenced

milled at a lone Sugar Central, the Davao del Sur Sugar Central Company (DASUCECO)
situated at Guihing, Hagonoy, Davao del Sur. This particular crop is seasonal of which
harvesting is only once a year.

In terms of corn production, labor requirements normally occur as high during


harvesting season. Some are paid as piece rater or commonly called “pakyawan” while
others are based on sharing scheme.

grasslands and seldom adopt the cut and carry approach. Carabao was raised as working

In terms of household poultry production by purok, the households engaged mostly


on chicken production which account to ------- birds with highest number in Purok ----- at

In general, the said raising venture has significantly contributed to augment the
income of the residents considering the attractive buying cost of chicken.

In terms of fowl and poultry, the household of barangay ---------- engage mostly in
raising chickens. They employ the backyard raising technology whereby feeding method
employed is usually the range method. However, some households adopt the suggested
feeding procedure. Duck production is also similar to chicken.

Fowl and Poultry is basically small-scale in nature, although it augments household


income. Furthermore, it has significant contribution during special occasions and family
celebrations. Trend of production is irregular considering the nature of their fowl and
poultry raising practices.

Pest and disease usually experienced by the household on chicken is avian pest,
commonly called “atay”. The Office of the Municipal Agriculturist attended to the
problems when there is infestation. On the other hand, others simply use them for home
consumption rather than to wait for its biological intervention.

In effect, income of household on poultry production is low because of some


exploitation by fowl and poultry buyers in terms of low buying prices per kilo when
disease infestation occurs.

A.2.15.1 Production Support:

As experienced by the farmers in Barangay ---------------------, initiatives demonstrated by


the Municipal Government in support to agricultural production is in a form of
distribution to hybrid corn seeds depending on the seed requirement of the farmer
concerned. Payment of which is subsidized by the municipal government through the
office of the Municipal Agricultural Officer.

Corn production is not significant considering its area tilled which is barely ----------

A.2.16 Market Development:

Farm products like coconut and corn are usually sold in Sulop. Bananas are sold to
transient buyers at the prevailing market price in the locality that is based on variety and
quality.

Mangoes are sold to Transient Buyers depending on the prevailing market price. As
observed, buying price of mangoes goes high from August – September, when some
outside buyers from Luzon come to the area.

Sugar cane produce is directly transported to the Davao Sugar Central Company, Inc.
(DASUCECO), the lone sugar milling company in the locality.

Normally, the produce of the farmers in Barangay --------------------- flows in the following
manner:

1. After harvest from the farm, products are directly sold to the traders where the
farmers have established credit line. To settle the farmer’s monetary obligations

Due to financial constraints some of the farmers and self-employed residents of


barangay ------------------- engage into lending for capital to complement their land and labor
requirement for farm production. Loan is availed from private persons. The rate of
interest is higher compared to other lending institutions. However, borrowers take the
risk just to address the pressing need and sustain economic viability.

This particular situation exists in the barangay because availing loans, e.g.
agricultural loans from banking institutions requires voluminous pertinent papers that
are burdensome on the part of the farmers.

As to extension support, education and training services availed by the stakeholders
in Barangay -----------------, an assigned Agricultural Technologist from the Office of the
Municipal Agricultural Officer of Sulop, Davao del Sur undertake the same in the
barangay.

Normally as to crops production, extension services implemented in a form of Demo


Farms with enough farm inputs and adopt the “wait and see” principle wherein positive
outputs are replicated. In the case of high valued crops such as mango and coconut,
information campaign/trainings and seminars are also conducted. This is usually done
during celebration of Araw ng Sulop. The same is true to livestock production.

farmers. However, there are instances that good agricultural practices are introduced in
the Barangay.

To support the farmers, an ordinance was enacted, giving emphasis on fines to


damages on crops. This particular enactment was undertaken by the Barangay
Government to protect from any form of damages on the crops grown in the area.

A.3.2 Barangay Government Administration

Under the mandate of RA 7160 otherwise known as the Local Government Code of
1991 the as the smallest political unit exercise duties/functions/responsibilities in the
purview and principle of local autonomy.

As provided, the barangay shall be steered by the Barangay Captain in his capacity as
the Local Chief Executive exercising executive, legislative and administrative functions.
The same act as the presiding officer in conducting regular and special sessions as the

The barangay Government of -------------------------- rely so much on Internal Revenue


allotment (IRA). The trend of income from the last three (3) years exhibits an average
annual increase to nearly ten (---) percent. Its average IRA figures P ---------------.

The organized Lupong Tagapamayapa in barangay --------- is composed of Purok
President/Purok Administrators. The barangay has ------ (-------) Lupon members selected
by the members of the Council.

A.3.3.1 ROLES AND FUNCTIONS OF LUPON TAGAPAMAYAPA

1. Exercise administrative supervision over the conciliation panels provided herein;

2. Meet regularly once a month to provide a forum for exchange of ideas among
its members and the public on matters relevant to the amicable settlement of
disputes, and to enable various conciliation panel members to share with one
another their observations and experiences in effecting resolution of dispute;

3. Exercise such powers and perform such other functions as may be prescribed
by law or ordinance.

One of the strengths of Lupong Tagapamayapa is that they are given the authority to
settle any complaints/cases in their respective Puroks. One of the weaknesses of the
organization is that the members are full time Purok presidents and work also as justices
in the barangay but they are only receiving honorarium as to their position as Purok
President.

Currently, Lupong Tagapamayapa are very active and functional even they are
only receiving minimal honoraria.

Revenue Generation and Management Analysis

Generally, Local Government Unit cannot operate without the financial support from
the Provincial Government. Its governance operates at the mercy of the downloaded
Internal Revenue Allotment.

Local income in barangay --------------------- is significant as to its percent contribution to


the barangay coffer. Its normal sources are the share on the collection of Real Property
Taxes issuance of Community Tax Certificates, collection on barangay imposition relative
to barangay clearance, certificates, fees and charges.

Revenues in barangay Government are appropriated in a form of enactment of


Barangay Appropriation Ordinance to effect the propriety of object of expenditures on
its yearly operation.

However, there are instances that supplemental budgeting is undertaken should

POLICY RECOMMENDATION

To attain the vision of the Barangay the following policies are hereby
recommended.

1. The Barangay Government shall allocate at least 20% of the Internal Revenue
Allotment (IRA) for development programs and projects.
2. The Barangay Government shall enact Ordinances/Resolutions to support the
programs/projects/activities.
3. The Barangay Government shall make project proposals of the PPA’s to be
submitted to appropriate agency/ies for funding consideration.
