FOR THE ACQUISITION OF LAND FOR THE PURPOSE OF

CITING A CONCRETE BATCHING PLANT AND MATERIAL
STORAGE YARD AT ILUBIRIN, LAGOS ISLAND

1.0 Overview

The purpose of the proposed land acquisition is to establish a concrete batching plant, a

storage facility for materials and temporary stockpiling of materials such as sand and

reinforcement.
The concrete batching plant or mixing station is an equipment used for the mixing of

component materials to produced concrete. The purpose of batching plant is supply

concrete for our project. A total land area of about 10,000 square metres is required for

the establishment of the batching plant, the storage facility and stock-pilling of materials.

This document detailed the plan, approach and the methodology to be employed during

the establishment and installation of batching plant, the storage facility and stock-pilling

of materials.

To ensure safe implementation of the construction work, this document detailed the

approach that would be adopted at different stages of construction works taking into

account the health, safety and environment issues.

1.1 Objectives

The main objective of this document is to outline the approach and procedure to be

adopted during the construction of the batching plant and the storage facility in such a

way that would eliminate potential hazards and to avoid the accidents due to improper

practice thereby, preventing human casualties. This plan also provides information on

protective gears, their applicability to the above listed operation, emergency preparedness,

precaution due to vehicular traffic, responding to field workers employees in case of

crisis, responsibility of stakeholders and so on.

2.0 General Scope

1. Establishment and fencing of land area;

2. Installation of concrete batching plant;

3. Establishment of material storage facility;

4. Establishment of workshop for reinforcements;

5. Establishment of formwork storage area;

6. Site security management.

2.1 General Procedure for Site Establishment

1. The required 10,000 square meter site area shall be established and setting out of site

boundaries shall be implemented after which the general barricading of site area shall be

carried out to prevent intrusion from the public and passerby.;

2. Structures such as storage facility in the form of cabin portal shall be transported into

the site and other temporary structure positioned;

3. Machinery and equipment shall be mobilized to site in preparedness for the installation

of facilities;

4. Probing and investigation of underground services;

2.2 General Procedure for Installation of Batching Plant

1. The component parts of the batching plant shall be safely transported into the site after

the establishment of the site.

2. Equipment such as cranes and forklifts shall be used to lift the component part of the

batching plant for ease of coupling during installation;

3. Electrical works shall be done in such a safe manner during the connection of the

batching plant to the generator.

4. During the progress of work, the work shall be under the continuous supervision of an

experienced foreman and supervisor.

5. All relevant safety procedure shall be ensured during and after installation to minimize

hazards.

2.3 General Procedure for the establishment of storage facility

The storage facility shall be majorly portal cabin of about 40 feet long which shall be

used essentially for storing materials for construction site. The portal cabin shall be

strategically positioned on site with the aid of crane and other equipment. All relevant

safety procedure shall be ensured during and after hoisting and positioning of the portal

cabin to forestall accident. Reasonable load distribution should be carried out

according to the lifting capacity of the truck crane during the hoisting of the double

machine, and the unified command during operation should be carried out in close

cooperation with each other.

2.4 Site Security Management

1. The measures put in place to ensure the security of site infrastructure and company’s

property includes the provision of security personnel to man the site and ensure the full

implementation of our safety and security policy.

2. Access control system is a security initiative that ensures that only authorized personnel

and vehicles are allowed to gain entry into the site. The entire site shall be fenced off and

gated.

3. The entire site shall be adequately lit up to ensure visibility especially at night.

4. Operational security shall be employed and positioned at strategic location on site to

ensure that compliance with the security policy of the company.
