MUNICIPAL ORDINANCE NO. 10-S-2017

AN ORDINANCE REQUIRING ALL GOVERNMENT ENTITIES WITHIN THE


TERRITORIAL JURISDICTION OF THE MUNICIPALITY OF STA. BARBARA, ILOILO
TO HARVEST RAIN WATER AND TO DEVELOP A WATER CONSERVATION
PROGRAM:-

WHEREAS, water is a basic need of every individual which take a huge part in our
environmental system;

WHEREAS, the Philippine Clean Water Act of 2004 Republic Act No. 9275
Section 20 states that “Local Government Units shall share the responsibility in the
management and improvement of water quality within their territorial jurisdictions;”

WHEREAS, the Municipality of Santa Barbara’s commitment towards


environmental protection, conservation and sustainability encompasses programs and
projects on water conservation and preservation;

WHEREAS, there is a need to institutionalize Water Conservation and


Preservation Programs based on the rational concepts of integrated and multi-purpose
management of water resources to adequately meet the need in the future;

Be it ordained by the Sangguniang Bayan in its regular Session duly assembled,


that:

SECTION 1. Title. The title of this Ordinance shall be “An Ordinance Requiring All
Government Entities Within The Territorial Jurisdiction Of The Municipality Of Sta. Barbara,
Iloilo To Harvest Rain Water And To Develop A Water Conservation Program”.

SECTION 2. Objective. All government entities in the Municipality of Santa Barbara, Iloilo
are required to harvest rain water and develop a water conservation program suited to the
needs of their jurisdiction.

SECTION 3. Coverage . For purposes of this ordinance, government facilities shall refer
to all government units such as barangays and local and national government agencies
having a separate office and water facility.

SECTION 4. The water conservation program may include but not limited to the title of the
program description and resources and shall be submitted to the MENRO (Municipal
Environment and Natural Resources Office) located at the Municipal Hall, Sta. Barbara,
Iloilo, for review and collation.

SECTION 5. The rain water harvesting/collection program or facility may be in the form of
a drain or large containers to be situated in every rain water down spout of a government
building.

SECTION 6. All drums and/or containers for this purpose shall be labeled with : “Rain
Water Collection Facility to be used for washing, cleaning and watering of plants only” or
in a dialect suited for the area.

SECTION 7. All drums and/or containers must be covered with a net to protect the water
from mosquitoes and other insects and pests carrying water-borne-diseases.

SECTION 8. The Municipal Environment and Natural Resources Office (MENRO) by


virtue of this municipal ordinance, shall be held responsible in monitoring the
implementation of this ordinance.

SECTION 9. Separability Clause. If for any reason or reasons, any part or provision of
this Municipal Ordinance shall be held unconstitutional or invalid, other parts of provisions
in which are not affected thereby shall continue to be in full force in effect.

SECTION10. Effectivity. This ordinance shall take effect fifteen (15) days after posting in 3
conspicuous places in this municipality.
