M: Good Morning my name is Martin Jeremiah from Redefine Africa Ltd, a

company that conducts research in Africa. We are currently conducting a survey


on behalf of World Bank and TASAF. The purpose of this discussion if for us to
gain deep understanding of your knowledge on different aspects of conditional
cash transfer PSS II program that is being implemented by TASAF. The
discussion will take approximately two hours of your time.
I shall be recording the session but this is mainly for report writing purposes and I
would like to assure you that your names will not be revealed at any point in the
reporting stage, therefore any information you give us today will be handled with
utmost confidentiality. I ask each one of you to speak loudly in order not to
compromise the quality of the sound recording.
Please remember that, in this discussion, we do not have any right or wrong answers
and you should therefore feel free to contribute your true opinion and experience. It is
important that everyone contributes to the discussion and would request that one
person talks at a time to give everyone a chance to express their views. You have the
right to withdraw from the survey at any time without any penalty, and the right to
choose not to answer any questions you do not wish to answer. Please note this
interview is recorded for quality control purposes.

M: okay welcome all respondent I would like you to introduce yourselves,start with your
name,what is your age and where do you live and lastly tell us the economic activities
your conducting and lastly what do you normally do during your free time, let us start
from the first respondent up to the last

R1: My name is Mariam Mohamed am 40 years old am leaving at Mitema village am


working as a guardian

R2: My name is Fatima Ally am having 37 year old am leaving at Mitema village am
just small entrepreneur deal with selling fish

R3: My name is Zuwena Said Chifuka am having 58 years old am leaving at Mitema
village am just doing agriculture

R4: My name is Somowe Abdallah Athman am having 47 years old am dealing with
agriculture am leaving at Mitema village

R5: my name is Sharipha Hamisi Usi am having 57 years old am dealing with crop
cultivation such as maize am leaving at Mitema village

R6: Mauwa Hamisi Likambo am leaving at Mitema village am dealing with crop
cultivation such as maize

R7: Suzana Moshi am leaving at Mitema vilaage am having 53 years am dealing with
agriculture

M: Why do you think some families were selected to receive the program and others
were not? In TASAF

R1: The were not chosen because they have good economic condition

R3: Me also I think they were not chosen because they have good well being

M: Another one please tell me who have any different idea why does a government has
chosen a certain families and left other families

R4: I think the government wamted us also to look better just like other families who
have better lives

M: Do you think the selection process was transparent? Why or why not

R3: It was transparent since the facilitators come to our home call us and ask us
several question which helped us to opened for them about our struggles then they
took us the photos

R4: Was transparent since our leaders though some of us were just appointed by the
leaders just look upon our well being

R2: Was transparent since all people who we were chosen had a very and worse
situation

M: How were they selected, and who was involved in the process especially leaders who
where involved

R1: We didn’t know them for sure the people who come to our places after the village
meeting and the selection of names done by all villages on people who were not stable
economically after the visitation not all were taken

M: Another respondent please tell us another leader

R4: All leaders were present during the village meeting

M: How and What information did beneficiaries get regarding the selection?

R5: after the selection of names individuals we were called and the meeting all of us
then the names where announced along the public

R7: We were called for the meeting along the primary school

R6: The time had passed many people were not selected only few we were called in the
primary school

R5: few were chosen then we were called for the meeting

M: Do you think the outcome of the process was fair? Why or why not?

R1: It wasn’t fair since only few we were chosen were by the many people are having
unstable economy

R7: It wasn’t since other people many of the people were left behind

R4: No it wasn’t fair since they are other family who have bad condition than us and
there were left behind some even old

M: Do you think the program is leaving out other families that need the program even
more? What makes them more vulnerable?

R4: Yes there family who where left behind and they lives are too bad and when we go
to get payment they tend to fill so bad

R3: Some of the family where left behind who they lives is bad as our only 18 in the
entire village were chosen but they are lot of family left

M: How do you think the selection process could be improved in the future?

R2: I think should have special coordinators who will govern all the program along the
village

R5: I think another meeting should be done so that the family which were left to be
also considered

R2: The family left behind should considered and as also the income should be added a
little bit since its too small
M: Are you aware of health and education conditionalities if yes what are those
conditionalities? How did they know about it?

R4: Should use the money given should ensure children are going to school,children
are been treated well and all of us a getting food

R6: Should always ensure the children are getting books and stationary at school

R4: For me I don’t recall about health condition only schools were should ensure
children are going to school

M: How did you know about it?

R7: through the seminar given we learn about them

R1: when we assemble for the meeting but also facilitators tend to pass to our home
and ask the children if they are getting these facilities

M: What are the main challenges with complying with them

R6: Our challenge is the money provided is too law its doesn’t help us to over come
our challenges

R1: Back to me am getting 48000 tzs to ensure I have eat and children are going to
school its to law please help to add even a little bit

R3: Its all about the money given is to law sometimes even our children sometimes are
not eating at school

M: How do get information on the payment and the meeting About TASAF

R4: Through the village chair person

M:How frequent do the community meetings take place and how is your attendance
like?

R7: We have received four times since we have started and when we meet is were we
tend to discuss other matters though in short

R4: Yes we do attend the meeting and the attendance is been taken

M: Do you think there is a need to have the community meetings more often or less
often?

R2: Back to me I think should meet more often since we need more seminar about
every aspect

R1: For us we didn’t have a serious meeting plus TASAF is still new to us so we need
to have more meeting so that to understand more about TASAF

M: Are you aware that the community sessions are mandatory? the fifth respondent
welcome

R5: Yes I know that is mandatory

R6: Yes I know that is meeting are mandatory

M: How open are beneficiaries in raising concerns and responding to meeting


agenda’s during the meeting? What could be improved in order to increase
engagement at the community meetings? welcome the second respondent

R2: Me I think more education and regulation should be provided since most of us tend
to late the seminar an come during the payment

M: Welcome the first respondent

R1: In the public work they should provide earlier the materials needed for work

M: Tells us the third respondent

R3: I can say much since the program is still new

M: How quick are the concerns or issues (this could also be on GRMs raised during
meetings) that have been raised in the community meetings solved? Is feedback or
solutions shared to the beneficiaries directly or indirectly?

R6: Me I have never raised any since I have receive payment only four times am still
new

R3: I have never raised any

R5: Me it has happened last time due to the late of meeting day I got less money due
to the receipt I presented then I talked to the village chair person then he helped me
out for three days my money was back

M: Tells us seventh respondent During community meeting how long are the
meetings?

R7: The meeting is taking so long you can find we meet 8:00AM but we finally 17:00PM

R2: Mostly individuals should ensure children are going to schools but also go to clinic

R4: The topic discussed is to ensure people we are on time


M: What is the language used?

R4: Mostly Swahili but native a little bit especially to the respondents

R6: About entrepreneurship and how to use the money given

communication on payment day and how many days in advance?

R2: The village chair person one day before the payment day,through the telephone

M: What are the advantages of attending community meetings?

R5: getting knowledge on how we should raised our children and give them they are
right

R4: The knowledge about our lives and good morality

M: Is there any information regarding the program that you receive through the
community radios?

R1: I haven't get any information through the radio

R4: I have received ones on the public works were not allowed to construct roads
where by should engage on the economic activities that highly benefit us and our well
being such doing animals keeping and crops cultivation

M: Have you experienced or witnessed any form of sexual harassment during


community meetings? / Payment event?

R3: I have never hear neither witness

M: Let us hear from the second respondent

R2: Me too I have never head about it

R4: It has never happened in our society since I have never head from the TASAF
meeting such a thing

M: What methods of payment are you aware of?

R5: Trough cash payment and mobile money

R4: Payment through cash payment through mobile money and bank

M: sixth respondent please share something with us How do you normally receive your
payments?

R6: Through cash payment


M: Welcome the fourth respondent tell us which ways do you receive payment and why

R4: I receive payment through cash since it is easy and simple and its so near to the
primary school than you receive through mobile money with charges

M: How do you prefer the frequency of payments to be like?

R3: After every month

R1: I would like after two month

R2: I would like to receive after month

M: What do you like and don’t you like about being a cash or e- payments?

R3: The cash given is not much plus to our village leaders is far so why incurring the
charges while I can just go and take my whole cash

R6: I prefer cash because its simple and faster and with no any cost

R4: I do love to be given payment even through phone since it doesn’t have many long
procedure to receive your income

M: Is there anything that needs to be done by TASAF team that will convince you to
being an e-recipient?

R6: Maybe leader should give education and enhance people to take money through
phones

M: Are you comfortable with the process to confirm identity of beneficiaries? Do you
think it is too strict and needs to be more flexible? Or do you feel that it is not secure
enough and needs to be stricter?

R6: Me I think am comfortable with them there is no any adjustment

M: What about you respondent five

R5: Me too am comfortable there is no need to any adjustment

M: Do you normally update your household information on payment day?

R3: yes should update on each changes happens to our homes

M: For recipients who receive less amount of money Do you normally ask why?

R4: No I didn't ask since am really scared to be excluded from these program what
ever they give I take and say thank you off I go on the second round my money was
deducted

R2: I don’t ask though I was shocked since at first I received 90,000 second round
120,000 third 60,000 at last meeting 75,000 I really don’t know why do they do these

M: Are reasons for payment deductions effectively communicated in the community


meetings?

UR: No the information is not shared during the meeting

M: How do you think you could channel any grievance or complaints about this
program?

R4: No I don’t know

R1: No I don’t know

R7: Me too I don’t know

R5: I really don’t know

M: Do you know the call center, VEO, TASAF staff, CMC and Councils

R1: I really don’t know

M: Tells us sixth respondent

R6: I don’t know about the call Call center or neither of those since i have never submit
my claim to any one

M: What do you think needs to be done in community meetings to ensure that all
grievances raised are responded to on time?

R3: Should have a leader from TASAF directly since they can hear us nicely and our
problem will be solved directly but also we will get training and knowledge

M: Do you think community leaders are better in solving grievances than other means?

R1: Yes they are near most of them does know us with our lives hence when ever we
deliver our challenge is easier to do the follow ups

R7: Community leader are more better since it is easier to communicate with them
M: How frequent have you used the national/ district office to air your grievance?

UR: No we haven't

M: Do you know any project that was been implemented in your community

R2: Yes there one project that is building of the road we are executing right now

R3: We having a project though it has challenges since there is lack of materials

M: From your understanding, how is the selection of members (households) to


participate in public works done?

R3: Only the people who were interested were allowed to go and register their name to
the village chair person but also looking also the age

R2: If you were interested then your allowed to participate excluding the students

M: Is this information (public works) normally shared during community meetings?

UR: During the meeting

M: How many times have you/ your household been selected to participate in public
works?

R5: We have only executed one project and all of us we have been chosen to
participate in that project

M: How conducive is the working environment at the project site, availability of tools?

R7: The environment is not conducive since we don’t have raw materials lead to the
stuck of the project

R2: The environment is not conducive since we really don’t have materials needed for
construction

M: How did you select the particular sub-project and why?

R3: We didn’t choose these for these project leaders are the ones who selected for us

R3: Yes these project we were just informed not included in the decision made for
these project selection

M: Where you involved in budget preparations? How did you prepare the budget?

UR: We don’t know

R1: they did every thing us we were just called and been informed
M: How many days are you supposed to work in a month and how much are you paid in
a day?

R2: We are working ten times per month and we are paid three thousands per day

M: Were you happy to engage in the public works project?

R1: Am not happy since its take time for us to get payment

R2: Me too am not happy they don’t gives our payment on time

R4: Am not much stratified since of the delay of payment

M: Is there an equal gender representation of public works in each community?

R3: For me I see many women compare to men

R7: Women we are many compare to men

R5: Men are few

M: Prior to working, is there a clear orientation given to the specific work

R6: Yes we were given but the agreement we had they are not taken into consideration
especially the payment part

M:Are you aware that the program has special provisions for mothers that are
breastfeeding or single mothers with small children?

UR: We don’t know

M: Is there a designated washroom\toilets at the site?

R6: We don’t have we just going around the bush

R2: As you see that is the road do you see any toilet there is no any toilet just using
the bush

M: Are there any challenges that you face during or post completion of public works ?

R3: Yes and the big challenge is to be given the working materials since sometimes we
meet snakes around the bush some leaves are having poison or allergies so it really
affecting us should consider the working materials such as gumboots and other
instrument

M: Are you a member of a saving group? What was the main reason

R5: No we are not just giving us seminars about it nothing more

M: Do you provide loans to your group members?

UR: No we haven't

M: Did you or anyone at your household attend the Basic Skills on Economic Activities
Training?

UR: No we haven't received any
