CHAPTER 1

INTRODUCTION

Employees employed by the National Government or any of its

political subdivisions, including those engaged in government-

owned and/or controlled corporations, are referred to as

government employees. There are six categories of government

work positions: Contract of Service, work Order (JO), Contractual,

Casual, Co-terminous, and Plantilla. There are six categories of

Service are workers with specialized or technical talents that the

government need on a temporary basis. The most frequent sort of

government work position status is a Job Order (JO), also known

as the "pakyaw" system in layman's terms. Contractual workers,

unlike JOs, are eligible for the same federal employee benefits.

When there is an urgent need, the government will engage

Casual workers to fill the labour shortfall. They are known as

seasonal laborers, and they are paid on a daily basis. Co-

terminous usually refers to national government department

secretaries and executive assistants.

Their position is terminated when the tenure of the government

official who appointed them expires. Finally, the Plantilla are the

so-called regular government employees who are entitled to all of

the perks stipulated in the constitution. The Philippine government

is the country's largest employer. There were 1,445, 498 public

sector personnel listed with the in 2002. CSC stands for Civil

Service Commission. The majority of the personnel, 959,966, are

employed by NGAs and their affiliated organizations. This is

followed by the local governments, which registered a total of

390,561, with the remaining 94,971 engaged in GOCCs ( Thelma ,

2006). Increases in the number of staff have been attributed to

population-based personnel such as teachers and police officers,

as well as local government entities, the latter due to devolution of

some powers and activities by the national government. Outside

of those categories, the increase in national employees (NGAs)

and those employed by government-owned or controlled

corporations (GOCCs) has slowed. This causes numerous

problems, including job competitiveness, overcrowding in the

workplace, and a variety of others. The purpose of this study is to

investigate the job satisfaction of Cabilang Baybay Barangay Hall

employees as well as the elements that contribute to their job

happiness.

BACKGROUND OF THE STUDY

People frequently complain about how government employees

conduct their duties, such as how they interact and how

frequently they perform poorly in their job duties. However, there

are some elements that contribute to government employees

functioning in this manner, and job satisfaction is related with

greater performance, according to Sumbul Tahir (2021): the more

satisfied employees, the better their performance, and the higher

the organizational output. Some employees in Barangay Cabilang

Baybay are approachable and always have a cheerful expression

on their face, but others are difficult to talk to and frequently

become irritable when you ask questions, and they may even

point you to another government employee in order to avoid work.

Most workers who are approachable are those in high positions,

such as working inside the Barangay public office and earning a

good salary, whereas those who are lacking in their work are

those who are paid less yet have a lot of

responsibilities.Barangay Cabilang Baybay is a city in the Cavite

municipality of Carmona. Barangay Cabilang Baybay's address is

8382+VG4, San Roque, Carmona, Cavite. Cabilang Baybay

Barangay Hall is situated nearby to the recreation area Carmona

Community Center and the government office Carmona Persons

with Disabilities Affairs Office.

During the Spanish era, there was only one sitio, which was

occupied by a few families. Their homes were simply huts, and

they made a living through farming. Initially, the place was

unidentified. The Cabeza de Barangay stood in court and

suggested the name Cabilang Baybay because it is on the other

side of the river and the field. The request was then approved by

Governor-General Leonard Wood. As reported by the website

Jobstreet.com (2022), career development, training opportunities,

and the management style of the company's leadership team are

just a few of the reasons why many Filipinos are dissatisfied at

work. Many people believe that working for the Philippine

government entails low pay, laziness, and wasting time. However,

according to Governmentjob.com (2023), government jobs

provide stability and benefits, whereas private sector jobs provide

greater flexibility, advancement opportunities, and higher pay.

Furthermore, a Jobstreet.com, survey conducted in September of

2021 discovered that 77 percent of the 6,425 respondents still

want to work for the government.

CONCEPTUAL FRAMEWORK

The goals of this study were to learn about the job satisfaction of

government employees at Cabilang Baybay's barangay hall, as

well as to identify the factors and experiences that influence their

job satisfaction.

STATEMENT OF THE PROBLEM

This study may shed some light on the Job Satisfaction of

Government Employees at Cabilang Baybay's Barangay Hall, as

well as whether it is an emerging factor of poor job performance

among the government employees.

SIGNIFICANCE OF THE STUDY

The level of job satisfaction of Government Employees at

Cabilang Baybay's Barangay Hall, which may have an impact on

their poor job performance, can be determined by this study,

which is claimed to be very significant in the field of Government

employment. The benefits that can be provided for the following

motivated the researcher to pursue this educational study.

Government Employees: will be able to determine how to

significantly improve their job performance.

Public Citizens: To prevent erroneous judgment and

miscommunication, they can be aware of the root causes of

government employees' subpar treatment of them.

Barangay Hall Leaders: To know how to treat their staff

members correctly for the them to perform well at work. It also

enables them to be more productive and community friendly.

Future Researchers. The study may shed light on why people

are drawn to certain copies as well as how job satisfaction affects

job performance. Their understanding will be expanded by the

study's information, which they can then use in other, connected

studies in the future. For upcoming endeavors, they can use this

research as a roadmap and source of inspiration.

SCOPE AND DELIMITATION

This study aimed to investigate whether government employees

levels of job satisfaction could affect how well they performed at

work. In this study, qualitative techniques were employed. Five

government employees of Cabilang Baybay Barangay Hall were

surveyed in order to gather qualitative data about their job

satisfaction by conducting an interview to learn more about their

experiences working for the government. This study only

delimitated to the Government Employees of Cabilang Baybay

Barangay Hall.

DEFINITION OF TERMS

“Pakyaw” ; Is the by-the-job pricing method, the client agrees to

a fixed rate to complete the job. The agreement normally includes

the scope of the job and desired outcome.

BARANGAY HALL; The seat of government for a barangay, the

lowest elected administrative division of the Philippines, below

that of a city or municipality. It serves as the office of the

barangay captain and meeting place for the Sangguniang

Barangay.

GOVERNMENT-OWNED AND CONTROLLED CORPORATION

(GOCC); A state-owned enterprise that conducts both

commercial and non-commercial activity.

JOB STREET; A website that connects employers with

candidates and vice-versa through our powerful and proven

matching system.

NATIONAL GOVERNMENT AGENCIES (NGA); A government

agency is a permanent or semi-permanent organization within a

national or state government. These agencies are responsible for

oversight or administration of a specific sector, field, or area of

study.
