CHAPTER I
INTRODUCTION

The Bureau of Jail Management and Penology (BJMP) is responsible

for managing correctional facilities in the Philippines. However, these

facilities often face a multitude of challenges that hinder their ability to

provide efficient and effective services to inmates. The Mabuhay Bayugan

City, Agusan Del Sur City Jail is no exception, and this case study aims to

identify the common problems faced by the BJMP in managing this facility.

This study will examine the problems encountered by the BJMP in

Mabuhay Bayugan City, Agusan Del Sur City Jail, with a focus on

inadequate facilities and resources. The research will use qualitative

research methods, including in-depth interviews, focus group discussions,

and observations, to collect data from BJMP personnel and inmates.

The study aims to shed light on the challenges faced by the BJMP in

managing correctional facilities, and provide recommendations for strategies

to improve the services provided by the organization. However, it is

important to note that the study's findings will be limited to the specific

context of the Mabuhay Bayugan City, Agusan Del Sur City Jail, and the

recommendations may not be applicable to other BJMP facilities or

correctional institutions in the Philippines or other countries.

Despite these limitations, this case study will provide valuable

insights into the common problems faced by the BJMP in managing

correctional facilities, and the potential strategies that can be implemented

to address those challenges.


CHAPTER II
BACKGROUND OF THE STUDY

PURPOSE OF THE STUDY

This study primarily focused on determining the problems and

challenges that the BJMP is currently facing. Addressing these challenges

may give the officers the baseline that would reveal the effectiveness of their

work performance. They will therefore have a basis for improvement if

needed and for them to have understanding of the problems encountered.

Furthermore, this research aims to provide possible solutions to the

challenges identified. This will enable the BJMP to take appropriate actions

and enhance its relationships with various stakeholders, improve its duties

for public safety, and strengthen its relationships with the community.

LIMITATION OF THE STUDY

The scope of this study compromised the challenges encountered by

the Bureau Of Jail Management And Penology in Mabuhay, Bayugan City

Agusan del Sur City jail.

The scope basically focused on the problems that the BJMP is facing.

On the other hand, the study also determined the viewed solutions and

recommendations to improve the services of the Public officers.


CHAPTER III
PROBLEMS

In person interview was the mode used in gathering the data. The

assigned officer was asked about what challenges they encountered and the

steps they are taking in addressing it.

The following are the problems faced by the PNP:

1. Signal/Network Instability.

2. Location Cite.

3. Inadequate personnel or jail officers.

CHAPTER IV
SOLUTIONS AND RECOMMENDATIONS

Problem 1: Signal/Network Instability.

The BJMP in Mabuhay, Bayugan City jail is facing problem regarding signal

instability ,they are far from the main city and can’t respond instantly if

some circumstances may occur.

Solution

They’ve been implemented internet connection to be accessible and

modified the emergencies outside.

Recommendation

Invest in a reliable communication system such as a satellite-based

network and to explore the use of mobile communication devices as a

backup option. Regular maintenance and updates to the communication

equipment are also important to ensure reliability and efficiency. A


comprehensive approach is necessary to effectively tackle the problem of

signal/network instability.

Problem 2: Location Cite.

Their Establishment is placed in isolated area, and can be easily lunged if

intended. In consequence, they receive Death threats and attack threats

coming from terrorist (CPP NPA).

Solution

To address this issue, the best solution is to reach out to the Director

of the BJMP with coordination of the Local Government Unit and request

better location of their establishment or request funds to improve their

security and lessen threats from terrorist (CPP NPA).

Recommendation

Conduct a security risk assessment, developing and implementing a

security plan, training employees on security protocols, collaborating with

local law enforcement, and regularly monitoring and assessing the situation.

Taking a proactive approach to security is essential to mitigate risks and

ensure safety.

Problem 3: Inadequate personnel or jail officers.

Due to some discouragements that BJMP are assigned to guard Prisoners ,

they receive lesser applicant than the other Agencies in the tribureau.
Solution

The government can also have a program to introduce their agency

well, such as public orientation in schools and private from senior high

school and college, which will help to fully identify the agency and solve the

shortage of personnel in the BJMP. Raising the salary and benefits of the

BJMP staff will encourage more people to apply to work there.

Recommendation

Improve working conditions and compensation packages. This

includes offering competitive salaries and benefits, providing better facilities,

equipment, and training programs, and engaging in recruitment efforts that

target potential applicants interested in working in law enforcement or

criminal justice fields. A multi-faceted approach is necessary to address the

issue comprehensively.
