Job Description -Health Supervisor PPP

Summary of the Project:


The Pilot Programmatic Partnership (PPP) is an innovative funding instrument that ensures strategic,
flexible, longer-term and predictable funding in support of more efficient and effective humanitarian
programming. Funded by the DG for European Civil Protection and Humanitarian Aid Operations (ECHO),
through the International Federation of Red Cross and Red Crescent Societies (IFRC) and European
Union National Societies (EUNS); German Red Cros and Danish Red Cross, the project will be
implemented in three City Corporations of Rajshahi, Sylhet and Dhaka, focusing on 12 wards with
activities aggregated into three pillars of Disaster Risk Management (DRM), Epidemic and Pandemic
Preparedness and Response (EPPR) and Community Engagement and Accountability (CEA)

Summary of the Position

Reporting to the Project Field officer at the City Corporation, the Health supervisor will be responsible
for the coordination, monitoring and supervision of the community health volunteers supporting the
implementation of the EPPR activities in the City Corporation. This will including collection, analysis,
storage and reporting of data on health promotion activities, identified diseases and health events in
the target wards.

Specific Roles and responsibilities:

- Support the training, orientation, and coaching of community health volunteers in different health
promotion knowledge and skills for use at household level
- Support community health volunteers in organizing, planning, and scheduling health promotion
sessions at ward level (including making volunteer teams, deployment schedules, briefing and
debriefings)
- Review, prepare and adapt appropriate health promotion messages relevant for the target
audiences at ward level including supporting with appropriate IEC materials and tools
- Support community health volunteers’ data collection, updating, storage and transmission for
further analysis, diseases detection, reporting, testing and response
- Support the overall roll pout of the community-based surveillance system within the city
corporation
- Receive, record, analyze, and report to relevant officers identified diseases and health events for
further investigation and response.
- Verify all alerts from the community (true/false) and ensure true alert to detect disease outbreaks
through Community Based Surveillance immediately and take quick action to initiate response.
- Support the CHO and other relevant government health officers to quickly detect and respond to
alerts as identified from the communities.
- Provide timely, up to date information and activities regarding the EPPR pillar to the project field
officers for further actions.
- Manage all the data related to diseases and health events as reported from the communities in a
secure, confidential, and professional manner.
- Prepare and submit regular reports on EPPR activities as per schedule.
- Any other tasks provided by the line manager.

Duty Station

The working areas will be either Dhaka South City Corporation, Rajshahi City Corporation or Sylhet City
Corporation as appropriate.

Employment Status:

This is mini consultancy position that will be renumerated on a daily incentive for each day worked
(average 20 days a month). Initially it will be a 5-month position starting from December 2022- April
2023.

Work experience and education requirements

- At least 3 years of proven working experience in community-based health promotion in disease


surveillance.
- A master’s degree in Epidemiology/Biostatistics/Health Informatics/Health Promotion with practical
field experience in Medical/Dental/Physiotherapy/Nursing/Paramedic as added advantage.

Other requirements

- Must be a resident of targeted City corporation.


- Excellent communication skills; with good understanding of written and spoken local languages and
Bangla.
- Experience working with multisectoral actors, like Govt. health authorities like DGHS, Civil Surgeon’s
Office, Chief Health Officer’s Office, local leaders etc.
- Experienced in working in health-based surveillances with knowledge of quality data collection, data
management, and data flow pathway to the Govt. system.
- Understand how community-based volunteers work and community-based activities are organized
and conducted.
- Must be available for emergency contact, taking quick action and responsibly create alert in case of
health emergency.
- Flexible, good team building, and leadership skills
- Must be computer literate with the latest software application and data management systems.
