INTRODUCTION
Tagaytay is a component city of the Province of Cavite, 56 kilometers south of Manila.
Its geographic location is the City’s best asset, as it over looks Manila Bay on the north,
Taal Volcano and Taal Lake on the south and Laguna de Bay on the east. The City has a
total land area of 6,500 hectares, distributed among its 34 barangays : 10 are considered
urban and the rest are rural.
The City continues to be a major tourist destination in the country. At the same time,
Tagaytay has benefited from the spill over effects of real estate boom in the greater
Metropolitan Manila area and the overall economic development in Southern Tagalog
growth areas of Laguna, Batangas, Cavite, and Quezon. This part of Region IV has
become one of the fastest urbanizing areas in the country and has turned out to be one of
the country’s major industrial center over the last few decades. Tagaytay has benefited
from regional growth that is essentially a result of the policy directions supportive of
market forces, which saw a rapid rise in the development of industrial estates, mass
housing, leisure facilities, regional shopping centers, etc.
As urbanization accelerates, concerns on transport, environment, waste management,
agricultural production, land management, etc. have surfaced. While urbanization has not
been as rapid as lowland local government because of the small land area and contour of
the lands, Tagaytay ended up with a distinct role of becoming the rest and relaxation
center in this part of the region.
This distinct role did not deprive Tagaytay of strategic investments. In fact, the City
witnessed the development of high-cost, weekend housing areas and large scale leisure
facilities, such as hotels, recreational centers and commercial establishments, which
complement the “working zones” in Metro Manila, Cavite and Laguna.

TOURISM LANDSCAPE
2.1 Tourism Profile of Tagaytay City
The NTDP 2016-2022 seeks to build and upscale the implementation of tourism
programs through a focused and prioritized approach which is designed to deliver a more
competitive, sustainable and inclusive tourism sector. Wherein Cavite is included and
Tagaytay.
With the continued easing restrictions in the past year Tagaytay experience low tourism
and tourist arrivals due to the pandemic The City of Tagaytay is greatly affected by the
pandemic by terms of environmental, social, and economic aspect. Where as the major
problem of the city as determined in the result highest negative is that the local lost
employment and source of income.
But, through promoting and planning of regulation, tourism has increase again after
several years with COVID 19.
Travel and Tourism has increased after the decrease in COVID cases through promotion
using social media. They reopen establishments and amenities to restart operation here
and grow the tourism sector again. They even built some facilities and sites,
By demographics most of the visitors are Filipinos who are sightseeing and activities,
most of the Filipinos who are teenagers, families, and lovers who seek relaxation,
sightseeing and activities. The Picnic Grove and Tagaytay Skyranch are more visited. See
table 1.
The proposed total area for tourism use is 18 hectares. From a total of 13 hectares of
picnic grove and 5 hectares in sky ranch Tagaytay.
Residence Inn/Mini Zoo, situated at the western part of the city, along Tagaytay-Nasugbu
Road. The famous Tagaytay Highlands and International Golf Club at Barangay
Calabuso is an exclusive golf club being managed / operated by a private firm.
Facilities/amenities that can be availed at Tagaytay Highlands include: 18-hole golf
course, billiard halls, ping pong tables, tennis courts, squash courts, fitness gym,
swimming pool, wading pool, bridle path, bicycle and jogging trails, and gardens where
one can relax and feel the refreshing breeze of Tagaytay. Shuttles and cable cars are
available within the premises.
Skyranch, a leisure park is the newest tourists’ destination in the city and where the Sky
Eye, one of the biggest and known as the tallest Ferris wheel in the country can be found
is a complete day destination for families and groups of friends. The park offers selected
amusement park rides and activities. Viking, Jump Around, Log Coaster and Flying Bus
are among others that can be found inside the Sky Ranch Complex. It also offers Zipline,
Sky Eye and horseback riding for an amazing view of Taal Lake and Volcano and the
provinces and cities surrounding these landmarks. Other amenities include “The Venue”
which can accommodate small to big gatherings and events, parking, breastfeeding
station, clinic and ATMs.
Based on the report of Business Licensing Office of 2015, there are eighteen (18) banks,
twenty seven (27) pawnshops / money shops and twelve (12) lending investors in the city.
There are five (5) supermarkets, sixty (60) General Merchandise, ninety five (95) Sari-
Sari Stores, thirteen (13) Pharmacies/Drugstores, twenty two (22) Water Refilling
Stations, one hundred twenty eight (128) Souvenir Shops and fifty (50) Pasalubong
Shops.
Overall, institutional support is crucial for the development of tourism in Tagaytay. The
government, private organizations, and other stakeholders must continue to work together
to ensure that the city's tourism industry continues to grow and flourish.

DEVELOPMENT POTENTIAL AND CHALLENGES
3.1 Situational Analysis
A Strengths-Weaknesses-Opportunities-Threats (SWOT) Analysis for Magallanes’
tourism industry to objectively assess the key internal and external factors affecting
ecotourism development.
Strengths
• Good natural endowment, such as abundance of potable water, fertilesoil, cool climate,
panoramic view
• Low levels of pollution
• Proximity to growth centers
• Peaceful, orderly and safe environment
• Complete utilities, e.g., power supply, communication facilities
• Enabling policies and plans, such as the Land Use Plan
• High literacy rate and presence of training institutions
• Strong local leadership and organized sectors
• Mushrooming of commercial establishments, including those relatedto tourism
• Potential trade center for agricultural products
• Collection of taxes on idle lands and other uses
• Presence of an international-standard convention center
Weakness
• Absence of a central sewerage system and of a designated solid waste(residual) disposal

• Land ownership concentrated among non-Tagaytay residents
• Rapid land conversion (from agricultural to residential/ commercial),but no industrial
