CHAPTER |

INTRODUCTION
Tagaytay is a component city of the Province of Cavite, 56 kilometers south of Manila.
Its geographic location is the City’s best asset, as it over looks Manila Bay on the north,
Taal Volcano and Taal Lake on the south and Laguna de Bay on the east. The City has a
total land area of 6,500 hectares, distributed among its 34 barangays : 10 are considered
urban and the rest are rural.
The City continues to be a major tourist destination in the country. At the same time,
Tagaytay has benefited from the spill over effects of real estate boom in the greater
Metropolitan Manila area and the overall economic development in Southern Tagalog
growth areas of Laguna, Batangas, Cavite, and Quezon. This part of Region IV has
become one of the fastest urbanizing areas in the country and has turned out to be one of
the country’s major industrial center over the last few decades. Tagaytay has benefited
from regional growth that is essentially a result of the policy directions supportive of
market forces, which saw a rapid rise in the development of industrial estates, mass
housing, leisure facilities, regional shopping centers, etc.
As urbanization accelerates, concerns on transport, environment, waste management,
agricultural production, land management, etc. have surfaced. While urbanization has not
been as rapid as lowland local government because of the small land area and contour of
the lands, Tagaytay ended up with a distinct role of becoming the rest and relaxation
center in this part of the region.
This distinct role did not deprive Tagaytay of strategic investments. In fact, the City
witnessed the development of high-cost, weekend housing areas and large scale leisure
facilities, such as hotels, recreational centers and commercial establishments, which
complement the “working zones” in Metro Manila, Cavite and Laguna.

TOURISM LANDSCAPE
2.1 Tourism Profile of Tagaytay City
The NTDP 2016-2022 seeks to build and upscale the implementation of tourism
programs through a focused and prioritized approach which is designed to deliver a more
competitive, sustainable and inclusive tourism sector. Wherein Cavite is included and
Tagaytay.
With the continued easing restrictions in the past year Tagaytay experience low tourism
and tourist arrivals due to the pandemic The City of Tagaytay is greatly affected by the
pandemic by terms of environmental, social, and economic aspect. Where as the major
problem of the city as determined in the result highest negative is that the local lost
employment and source of income.
But, through promoting and planning of regulation, tourism has increase again after
several years with COVID 19.
Travel and Tourism has increased after the decrease in COVID cases through promotion
using social media. They reopen establishments and amenities to restart operation here
and grow the tourism sector again. They even built some facilities and sites,
By demographics most of the visitors are Filipinos who are sightseeing and activities,
most of the Filipinos who are teenagers, families, and lovers who seek relaxation,
sightseeing and activities. The Picnic Grove and Tagaytay Skyranch are more visited. See
table 1.

The proposed total area for tourism use is 18 hectares. From a total of 13 hectares of
picnic grove and 5 hectares in sky ranch Tagaytay.

2.2 TOURISM INDUSTRY PERFORMANCE


Tagaytay City is the well known as a tourist spot with the cold weather of the town, as
well as the amenities like Sky Ranch, Picnic Grove, Peoples park, and the Taal view.
These have become sources of visitor arrivals within the past few years. See Table 2.

In the table below, it shows that the Tagaytay is Continued increasing in visitors arrivals
are due to the social media promotion, campaign and development of the new tourism
product and facilities with different activities iniatiated by the LGU. And despite of
having mandatory lockdown because of COVID 19 the Tagaytay City manage to have a
visitors.

2.3 INVENTORY OF TOURISM SERVICES AND FACILITIES


Tagaytay city possesses great potential for ecotourism activities for the reason;
1.Tagaytay city is one of the most frequented places in the south because of its
outstanding scenery.
2. It overlooks Taal lake and Taal Volcano and cold climate, given its high altitude.
3. Tagaytay City is considered as the country’s second summer capital next to Baguio
because of its crisp and cool climate at all year round.
4. Stunning natural backdrop, cool mountain air, and breathtaking panoramic view of
Taal Lake and Taal Volcano.
5. Tagaytay City is flourish by beautiful parks like picnic grove and peoples park and
mountainous sceneries.

2.3.1 TOURISM SUPPORT FACILITIES
The City of Tagaytay provides for its residents, visitors and tourists a number of facilities
for both sports and recreational activities. Available sports facilities include: fourteen
(14) Covered Courts, six (6) Barangay Basketball/ Open Courts, two (2) Public Parks,
one (1) Theme Park, two (2) Mini Zoo, three (3) Museums, one (1) Golf Course, one (1)
Public Swimming Pool, three (3) Amusement Centers for Kids, two (2) Horseback
Riding Track, three (3) Ziplines, one (1) Track Field Oval/ Baseball and Softball Field
and thirty-four (34) Playgrounds. Alternatively, establishments for passive leisure interest
are also available in Tagaytay. One of which is Tagaytay Picnic Grove being managed/
operated by the City Government. It is located at Barangay Sungay East. It offers
facilities for picnicking, horseback riding, swimming, overnight stay and the now famous
zipline and cable car. Another is the Casino-Filipino, being managed by the Philippine
Amusement and Gaming Corporation (PAGCOR). Development Academy of the
Philippines (DAP), which is situated at Barangay Sungay East, is among the favorite
venues for conventions, seminars and conferences. Various facilities that can be availed
of at the DAP include pelota court, ping pong room, game room for chess and mah-jong,
children’s playground, covered tennis court, covered squash beating lagoon, skating rink,
swimming pool and one goal basketball court. The Philippine Judicial Academy located
at Barangay Silang Crossing East offers facilities such as dartboard, pool tables, ping-
pong tables, billiard tables, swimming pools, and basketball and volleyball courts.

Residence Inn/Mini Zoo, situated at the western part of the city, along Tagaytay-Nasugbu
Road. The famous Tagaytay Highlands and International Golf Club at Barangay
Calabuso is an exclusive golf club being managed / operated by a private firm.
Facilities/amenities that can be availed at Tagaytay Highlands include: 18-hole golf
course, billiard halls, ping pong tables, tennis courts, squash courts, fitness gym,
swimming pool, wading pool, bridle path, bicycle and jogging trails, and gardens where
one can relax and feel the refreshing breeze of Tagaytay. Shuttles and cable cars are
available within the premises.
Skyranch, a leisure park is the newest tourists’ destination in the city and where the Sky
Eye, one of the biggest and known as the tallest Ferris wheel in the country can be found
is a complete day destination for families and groups of friends. The park offers selected
amusement park rides and activities. Viking, Jump Around, Log Coaster and Flying Bus
are among others that can be found inside the Sky Ranch Complex. It also offers Zipline,
Sky Eye and horseback riding for an amazing view of Taal Lake and Volcano and the
provinces and cities surrounding these landmarks. Other amenities include “The Venue”
which can accommodate small to big gatherings and events, parking, breastfeeding
station, clinic and ATMs.

Based on the report of Business Licensing Office of 2015, there are eighteen (18) banks,
twenty seven (27) pawnshops / money shops and twelve (12) lending investors in the city.
There are five (5) supermarkets, sixty (60) General Merchandise, ninety five (95) Sari-
Sari Stores, thirteen (13) Pharmacies/Drugstores, twenty two (22) Water Refilling
Stations, one hundred twenty eight (128) Souvenir Shops and fifty (50) Pasalubong
Shops.

2.3.2 ACCOMMODATION PROFILE


Tagaytay City is a favored destination because of its cold climate. Tourists seeking Taal
Volcano and Taal Lake’s charming views make the city their favorite place, especially
during summer, the holidays, and Holy Week. As such, the Department of Tourism
(DOT) cited the city as the top tourist destination in the Philippines in 2015. It is also one
of DOT’s priority areas for tourism development. Likewise, it is Calabarzon’s tourist
center.
Golf tourism in Tagaytay
Tagaytay is strategically poised to be an anchor of golf tourism since all golf courses in
Cavite and Laguna are easily accessible from the ridge. It only takes an hour from the
ridge to the nearest golf course.

2.3.3 TRANSPORTATION PROFILE


Tagaytay is linked by national highways to the Metro Manila area and to the provinces of
Batangas and Laguna. Secondary roads link the city with the adjoining municipalities of
Amadeo, Mendez, Indang, Silang and Alfonso in Cavite towards the northwest, and to the
cities of Calamba and Santa Rosa in Laguna in the northeast and to the town of Talisay in
Batangas in the south.
The South Luzon Expressway serves the city via Tagaytay–Santa Rosa Road that passes
Santa Rosa and Silang from Santa Rosa and Eton City Exits, and Tagaytay-Calamba
Road that passes Tagaytay Highlands and Calamba Premiere International Park from
Batino Exit, albeit discontinuously for the public. Governor's Drive to Pala-pala Road
from Carmona Exit is also another alternative route to the city that ends at Aguinaldo
Highway in Dasmariñas. Manila-Cavite Expressway (CAVITEx or formerly, Coastal
Road) also serves Tagaytay via the southbound Aguinaldo Highway. The Cavite–
Tagaytay–Batangas Expressway (CTBEx) is a proposed expressway that will connect
with the under-construction Cavite–Laguna Expressway (CALAEx) in Silang to
Nasugbu, Batangas and will bypass but serve the city. CTBEx and CALAEx also
connects with an interchange at Aguinaldo Highway in the future for easier travel of
tourists coming from Metro Manila.
2.4 TOURISM SUPPORT INFRASTRUCTURE
The City Engineer's Office of Tagaytay provides a variety of services, including planning
a list of the plans and the work program that barangay officials have requested, both
concerned citizens and other city government offices and departments. Typically, these
are for projects involving infrastructure, such as concrete roads, public and government
buildings, and drainage repair and development. These services are offered to assist
constituents with the implementation of the suggested project, particularly with regard to
plans, specifications, and pricing.

2.5 Institutional Support to Tourism Development


One important institutional support for tourism development in Tagaytay is the Tagaytay
City Tourism Office. This office is responsible for promoting and developing the city's
tourism industry through various initiatives, such as organizing tourism events,
conducting tourism research, and coordinating with stakeholders in the industry.

Another important institution that supports tourism development in Tagaytay is the


Department of Tourism (DOT). The DOT is a national government agency that promotes
tourism in the Philippines, and it provides support to local governments and other
organizations in the tourism industry. The DOT has provided funding for infrastructure
projects in Tagaytay, such as the construction of a tourism center and the improvement of
road networks.

In addition to government institutions, private organizations also support tourism


development in Tagaytay. For example, the Tagaytay Highlands International Golf Club
is a private resort that has contributed to the development of golf tourism in the city. The
resort hosts major golf tournaments and provides facilities for golf enthusiasts.

Overall, institutional support is crucial for the development of tourism in Tagaytay. The
government, private organizations, and other stakeholders must continue to work together
to ensure that the city's tourism industry continues to grow and flourish.

DEVELOPMENT POTENTIAL AND CHALLENGES
3.1 Situational Analysis
A Strengths-Weaknesses-Opportunities-Threats (SWOT) Analysis for Magallanes’
tourism industry to objectively assess the key internal and external factors affecting
ecotourism development.
