resulted to the death of RONALD JOSEPH PLATT aka Ron Platt and violation to his
human rights (Identity theft)

I. AUTHORITY:

II. MATTERS INVESTIGATED:

4. Brutally murder of RONALD JOSEPH PLATT that transpired on or about of


20th of July 1996 along Devon, England at yacht named Lady Jane
5. To determine the criminal labilities of the suspect and to
know the premises surrounding this particular incident

III. FACTS OF THE CASE

6. That on or about 20th of July 1996, murder incident transpired


along Devon, England at yacht named Lady Jane wherein the one, RONALD JOSEPH
PLATT, a Britain, single, worked as a television repairman and a tenant in the
house of Chelmsford, a place in Essex, was murder by suspect one,
ALBERT JOHNSON WALKER alias DAVID DAVIS aka RON PLATT, a
Canadian 51 years old, was divorced to Barbara McDonald, worked at his
own company called The Cavendish Corporation and was from Ontario Canada and
currently lived at little London farm house. As a sequence thereof, the victim revealed
post-mortem injuries including a deep gash on his head and wounds on different part
of the body was found by two fishermen and immediately informed the Devon and
Cornwall police. The body was brought to the Devon Hospital, England
and was examined by Gyan Fernando, a pathologist. The suspect was
arrested after the incident and the weapon used was recovered and he
is now under the custody of this Police Office for investigation and
proper disposition. The cadaver was moved to the Devon and Cornwall
Forensic Laboratory, Police Headquarters, Exeter for autopsy examination.

7. Investigation conducted by Devon and Cornwall police that the motive of


the incident emanated from the pure intention of the suspect to steal the identity of
the victim for his own sake. The Devon and Cornwall Police invited four (4) vital
witnesses to shed light to this particular incident.

8. The sworn statement of the one ELAINE BOYES- Harrogate area United
Kingdom, England dated July 28, 1996, she averred that she was the ex- girlfriend
of the victim Ronald Joseph Platt that they had lived together for 10 years until 1993,
that she had photographs taken of Ron wearing the Rolex watch. That she could
also explain their connection with Albert Johnson Walker, that Elaine had
met him five (5) years earlier in Harrogate. Wherein the Walker had planned
to intentionally help Ron Platt and his ex-girlfriend, Elain Boyes to move in Canada
on February 1993 for the benefit of the stolen identity but it did not go according to
his plan that Elain was back home after five (5) months and wouldn't be returning to
Canada. That when he heard about it, Albert Walker started packing up and moving
out of her 'and Elaine found herself abruptly cut off she didn't have his details she
didn't have his address, all she had was a mobile number for him and he just left.
That was the moment on he started calling himself as Ronald Platt, Elain also had
little contact with him or her ex- boyfriend Ron Platt during that time. That Elain
Hadn't heard from him since June and instantly thought there's something wrong,
that Walker had been lying to her in their conversation. That was the time she called
the police.

9. In the sworn statement of JUDITH DI MARTE and CAROLE POOLE-


owner of Krestel Cottage, dated July 28, 1996, she stated that Mr. and Mrs. Platt who
contacted her and he turned up with his very pregnant wife, that they moved into
the middle of a row of cottages just across the yard from the farmhouse where Judith
and her sister Carol lived, that Ron’s wife was very young probably less than half his
age and she was quite the opposite, she never spoke unless permitted by Ron.

10. In the Affidavit of Arrest of DS PETER REDMAN- Detective Sergeant


Redman from Essex Police at October 31st 1996, he stated that he was duly
appointed detective sergeant from Essex Police that he were summoned
and responded to murder incident at the place where he could be able to arrest
the suspect through positive identification given by witnesses and he
further turned-over him to the police station for investigation. He
identified the arrested suspect, through the investigation conducted by the police,
as ALBERT JOHNSON WALKER alias David Davis aka Ron Platt was from Ontario
Canada and currently lived at little London farm house, England. That 1995 he had
news from Canada that the real Ronald Platt was returning home to live in Britain
he probably thought that by sending the genuine Ronald Platt to Canada he could
then have a life-long identity that he could use with no comebacks
but obviously that didn't turn out to be the case it was now two people living in
a very small area by the name of Ronald Platt with the same day of birth and
same documents and this is obviously a threat to his continuing
freedom Canadian fugitive Albert Walker had plenty to hide and a motive to murder
Ronald Platt, that on that day Albert Walker took Ronald Platt out as a friend on his
boat maybe for a bit of fishing purely would be in tension taken him out there
and killing him and dumping his body overboard.

11. Based on the Medical Certificate issued by the attending physician at


Devon Hospital, England, the herein victim sustained post-mortem injury including
a deep gash on his head that caused of his death and wounds on different part of
the body. Likewise, the attached are copies of the Autopsy report and death
certificate of the victim for perusal and ready reference.

12.On December 1996, a case murder against the suspect was referred to
the Office of the City Prosecutor, England. Commitment order was issued by the
court and the suspect was subsequently transferred to Canada to serve the rest of
his sentence. The court recommended no bail bond for the temporary liberty of the
suspect.

IV. DISCUSSION:

13.The victim and the suspect had personal differences but became friends
business partner before the incident. The herein suspect, with treachery, betrayal,
evident premeditation and with the intent to kill the herein victim with the use of
anchor and dumped the body into the sea that resulted to his untimely death.

V. CONCLUSION:

14. After careful perusal surrounding this particular incident, probable cause
exist that the herein suspect is criminally reliable, hence, the filling of a
murder case against him is necessary.

VI. RECOMMENDATION:

15. WHEREFORE, In view of the foregoing, the undersigned


respectfully recommends that this case be considered solve and close.
