MINUTES OF THE 18th MEETING OF GILGIT-BALTISTAN
DEPARTMENTAL DEVELOPMENT WORKING PARTY (GB-DDWP) 2022-
23, HELD ON 12th May, 2023

The 18th meeting of Gilgit-Baltistan Departmental Development Working


Party (GB DDWP) was held under the Chairmanship of Additional Chief
Secretary (Dev.) Gilgit-Baltistan on, 12th May, 2023. List of participants is
attached.
The Chair welcomed the participants and the forum discussed each agenda
item in detail. The departments concerned responded to the queries raised by
the forum and the forum after deliberations and discussions, took the
following decisions:

Item-1 STRENTHENING OF YOUTH AFFAIRS DEPARTEMNT AT


DIVISIONAL LEVEL (NEW)(COST RS.60.000 MILLION)
1.1. The forum was informed that the scheme had been initiated by the
Youth Affairs Department GB aimed at addressing the issues of office
accommodation in Gilgit region. The scope included matured liabilities of the
contractor of the project “Youth Development Center Gilgit”
workshops/seminars in other regions etc.

1.2. Responding to a query from the Chair regarding the concept and
benefits of the proposed project, the Deputy Director Women Development
informed the forum that their department is currently facing the issues of
office accommodation and the approval of the proposed project will help in
addressing this basic issues. He further added that due to non-payment of
the liabilities, the building of youth development center is not yet handed over
to the department for use. Responding to another question from the forum
regarding the recommendations of the committee report, he stated that he
was unaware about the actions to be taken by the Secretariat.
1.3. The forum deferred the project due to absence of the Secretary
Social Welfare, Population Welfare, Women Development, Human & Child
Rights & Youth affairs Department Gilgit-Baltistan and desired to represent
the scheme in the presence of Secretary concerned.

Item-2 ENSURING UNIVERSAL ACCESS TO THE ASSISTIVE
DEVICE (WHEEL CHAIRS, WHITE CANES, TRIPODS,
WALKERS & WHEEL CHAIRS ETC) FOR PERSONS WITH
DISABILITIES IN GILGIT-BALTISTAN (NEW) (COST RS. 52.204
MILLION)
2.1. The forum was informed that the proposed project had been
identified by the Social Welfare department GB for the purpose to facilitate
the persons with disabilities (PWDs) of the region to bring them at par with
the PWDs of other provinces in the country. The project scope included
provision of assistive devices, operational cost etc.

2.2. The forum was of the view that the Secretary Social Welfare
Population Welfare, Women Development, Human & Child Rights & Youth
affairs Department Gilgit-Baltistan, being the custodian of the department
may present the scheme in the next DDWP meeting and directed the sponsors
to present and discuss the scheme in the presence of Secretary Social Welfare,
Population Welfare, Women Development, Human & Child Rights & Youth
affairs Department Gilgit-Baltistan.

DECISION:
2.3. The scheme was deferred.

Item-3 ESTABLISHMENT OF MANAGEMENT INFORMATION SYSTEM


FOR SURVEY OF PERSON’s WITH DISABILITIES (PWDs) IN
GILGIT- BALTISTAN (NEW) (COST RS. 4.905 MILLION)

3.1. The forum was informed that the proposed project had been
identified by the Social Welfare department GB for the purpose to collect the
data regarding the numbers, nature and status of the persons with disabilities
(PWDs) in the region.
3.2. The forum was of the view that the Secretary Social Welfare
Population Welfare, Women Development, Human & Child Rights & Youth
affairs Department Gilgit-Baltistan, being the custodian of the department
may present the scheme in the next DDWP meeting and directed the sponsors
to present and discuss the scheme in the presence of Secretary Social Welfare,
Population Welfare, Women Development, Human & Child Rights & Youth
affairs Department Gilgit-Baltistan.

DECISION:
3.3. The scheme deferred.

EDUCATION DEPARTMENT, GILGIT-BALTISTAN

Item-4 CONSTRUCTION OF GIRLS PRIMARY SCHOOL AT MUSKEH


TANGIR VILLAGE (NEW) (COST RS. 12.136 MILLION)

4.1. The forum was informed that the scheme was reflected in ADP
2022-23 vide serial No. 523 at a cost of Rs. 5.000 million with an allocation
of Rs. 0.618 million for current financial year. The project aims to provide
primary education facility to the female students of the area by constructing
a primary school building at the proposed location.

4.2. The forum was also informed that the scheme was discussed in
the GBDDWC meeting held on 30th November, 2022 wherein the forum
recommended the scheme for GBDDWP (ACS Level) due to enhanced cost of
the project.

4.3. The forum inquired about the existing facility of GPS at Muskeh
Tangir Village. Responding to query, the Secretary Education informed the
forum that there was no such facility currently being existed at Muskeh
Village.

4.4. The Deputy Chief Social Section informed the forum that their
Section had examined and scrutinized the PC-I and came up with following
observations:
• Page # 21 of the PC-1 indicated that the department had provided a
lump sum premium @130% on all SR items. Department might comply
to the notification of Finance Department GB for the purpose. In
addition at page # 24 the Department had applied premiums @ 60% on
boundary wall.
• Land Compensation Certificate from the revenue department clearly
indicating the total cost of compensation along with quantum of land to
be acquired duly signed by Deputy Commissioner might be attached
with the PC-1.

4.5. The forum after detailed deliberations, decided to defer the


project and directed the sponsors to indicate project location with GPS
coordinates and directed the Education Department to resubmit for
reconsideration.

DECISION:

4.6. The scheme was deferred.

Item-5 CONSTRUCTION OF GIRLS PRIMARY SCHOOL AT DAR
KALI BALA TANGIR VILLAGE (NEW) (COST RS. 12.136 M)

5.1. The forum was informed that the scheme was identified by
Education Department GB and stands reflected in ADP 2022-23 vide serial
No. 526 at a cost of Rs. 5.000 million with an allocation of Rs. 0.618 million
for current financial year.

5.2. The forum was also informed that the scheme was discussed in
the GBDDWC meeting held on 30th November, 2022 wherein the forum
recommended the scheme for GBDDWP (ACS Level) due to enhanced cost.

5.3. The forum inquired about the existing facility of GPS at Darkali
Bala Tangir Village. Responding to the query, the Secretary Education
informed the forum that there was no such facility currently existed at Darkali
Bala Village. It was also informed that the existing facility was almost 5 km
from the proposed location. He further added that the proposed facility will
serve the female students of Darkali village, which is comparatively a big
village having more than 100 households and located at the distance of some
5 kms from the next nearest education facility.

5.4. The Deputy Chief Social Section stated that the Social Section
had scrutinized the project PC-I and came up with following observations:-
• Page # 21 of the PC-1 indicated that the department had provided a
lump sum premium @130% on all SR items. Department might comply
to the notification of Finance Department GB for the purpose. In
addition at page # 24 the Department had applied premiums @ 60% on
boundary wall.
• Land Compensation Certificate from the Revenue Department clearly
indicating the total cost of compensation along with quantum of land to
be acquired duly signed by Deputy Commissioner might be attached
with the PC-1.

5.5. The Chair after in depth deliberations directed the Education


Department to submit Modified PC-I after rectifying the observations raised
by the section. The Department agreed to provide the same.

DECISION:
5.6. The scheme was approved subject to submission of Modified
PC-I. However the cost of the project would be determined before the issuance
of admin approval.

Item- 6 UPGRADATION OF GIRLS HIGH SCHOOL GUDAI TO HIGHER


SECONDARY SCHOOL (NEW) (COST RS. 26.547 MILLION)

6.1. The forum was informed that the Education Department has
identified the scheme which stands reflected in ADP 2022-23 vide serial No.
612 at a cost of Rs. 20.000 million with an allocation of Rs. 2.472 million for
current financial year. The project aims to provide higher education facilities
to the female students of the valley at their doorsteps.

6.2. The forum was also informed that the scheme was discussed in
the GBDDWC meeting held on 30th November 2022 wherein the forum
recommended the scheme for GBDDWP (ACS Level) due to enhanced cost.

6.3 The forum observed that the sponsors did not provide the details
regarding feeding units and current enrollment of students in the PC-I and
directed the department concerned to provide the same. Responding to the
observation, the forum was briefed that there was no Higher Secondary School
at Gudai Valley and feeding unit were GHS Pakorah and Gudai. The
department however agreed to provide current enrolment in the feeding
schools particularly of high classes. The forum directed the sponsors to
provide the enrollment of the students in High school Gudai and Pakora to
justify the establishment of the proposed facility.
6.4. The forum further directed to address the following observations
raised by the section concerned:-

 Page # 30, 33 of the PC-1 indicated that the department had provided
a lump sum premium @130% on all SR items. Department might
comply to the notification of Finance Department GB for the purpose.
In addition, at page # 35 the Department had applied premiums @ 60%
on boundary wall.
 Land Compensation Certificate from the Revenue Department clearly
indicating the total cost of compensation along with quantum of land to
be acquired duly signed by Deputy Commissioner might be attached
with the PC-1.

6.5. The forum after in depth deliberations directed the Education


Department to submit Modified PC-I after rectifying the observations raised
by the competent development forum and the concerned section before
obtaining admin approval from the P&DD.

DECISION:

6.6. The scheme was approved subject to submission of Modified PC-


I. However the cost of the project would be determined before the issuance of
admin approval.

Item-7 ESTABLISHMENT OF 05 P/S, UPGRADATION OF 02 P/S


INTO M/S,UPGRADATION OF 02 M/S INTO H/S,
UPGRADATION OF H/S DASHKIN INTO HSS &
ESTABLISHMENT OF 02 M/S AT HALQA 2 ASTORE (PHASE
I)(NEW) (COST RS. 80.000 MILLION)

7.1. The forum was informed that the scheme was identified by
Education Department and stands reflected in in ADP 2022-23 vide serial No.
617 at a cost of Rs. 80.000 million with an allocation of Rs. 6.000 million for
current financial year.

7.2. The forum observed that the sponsors had submitted the PC-1 at
an enhanced cost of Rs. 137.400 million whereas ADP cost of the project was
Rs. 80.000 million. While sharing his views, the Chief Engineer Education
Department stated that the enhanced cost of the project was due to roughly

estimated cost identified during formulation of ADP 2022-23 and PC-1 cost is
real and based on actual market rates and scheduled rates of PWD and
premium rates notified by the GB Government.

7.3. The forum further observed that the sponsors did not fulfil the
minimum standard guidelines for infrastructure and HR, developed by the
Education Department itself, as almost all primary school’s buildings were
proposed to have only three classrooms contrary to six classrooms mentioned
the approved guidelines. The forum also observed that Department had not
incorporated existing schools, enrollment in PC-I and directed to provide the
same in the modified PC-1.

7.4. The forum deliberated upon various aspects of the PC-1 concept
and scope and deferred the project and directed the sponsors to rationalize
the cost and scope of the project.

DECISION:

7.5. The scheme was deferred.

Item-8 CONST. OF GIRLS DEGREE COLLEGE AT HALQA V NAGAR.


(NEW) (COST RS 130.000 MILLION)

8.1. The forum was informed that the Education Department had
identified the scheme which stands reflected in ADP 2022-23 vide serial No.
634 at a cost of Rs. 130.000 million with an allocation of Rs. 10.000 million
for current financial year.

8.2. The forum observed that the PC-1 was silent about the exact
location of the proposed project, as the proposed title might create confusions
and conflicts during site selection, The Chief Engineer while responding to the
observation informed the forum that as per past practice, the exact
location/site of the project are identified after approval of the scheme through
siting board, hence the exact location of the project had not been mentioned
in the project.

8.3. The forum after detailed deliberations, decided to defer the


project and directed the sponsors to indicate project location with GPS
coordinates, while considering the aspects of population, feeding unit’s
student’s enrolment, in feeding units and represent the scheme in the next
DDWP.

DECISION:

8.4. The scheme was deferred.

ADDITIONAL AGENDA (EDUCATION)

A.Item-1 HOME SCHOOLS IN DIAMER (PH-II) (SALARY OF STAFF)


(REVISED) (COST RS. 93.335 MILLION)

A1.1. The forum was informed that the scheme was reflected in ADP
2022-23 vide serial No. 510 at a cost of Rs. 59.000 million with an allocation
of Rs. 10.072 million for current financial year. The project scope included
salary of staff and rent of the classrooms/buildings.

A1.2. The forum was also informed that the scheme was originally
approved at a cost of Rs. 59.000 million on dated 26th August, 2021 and now
the department had submitted Revised PC-I at a cost of Rs. 93.335 million.

A1.3. Responding to a query regarding the progress of the Director


Planning Education Department GB informed that there is enrolment of 3566
students in 75 Home Schools. He further added that the salary of staff & rent
was not paid since October, 2022 and the revised scope including the same
till 30th June, 2023.

A1.4. The forum after in depth deliberations on various aspects of the


project directed the sponsors to rectify the following observations of the
forum:-

• Details/breakdown of salary of staff & rent from October, 2022 to 30th


June, 2023 may be provided.
• Detailed breakdown of Rs. 0.600 million demanded against Misc.

DECISION:

A1.5. The scheme was approved at a cost of Rs. 93.335 million subject
to submission of modified PC-I.

HEALTH DEPARTMENT, GILGIT-BALTISTAN

Item-9 PROVISION OF MANPOWER AT DHQ HOSPITAL/ GOVT.


CITY/SHAHEED SAIF-UR-REHMAN HOSPITAL GILGIT
(REVISION) (COST RS. 114.935)

9.1. The forum was apprised that the instant project in discussion was
approved on 26th November 2019 at a cost of Rs.60.000 million so as to
provide human resource for operationalization of three main hospitals (DHQ,
RHQ, and SSG) of Gilgit. Under the title project a total of 139 Nos. staff were
proposed to be hired to improve healthcare service delivery. Later on, the
scheme was modified on 2nd November 2021. Similarly, the department
intended to revise the scheme at a cost of Rs.147.455 million in order to
accommodate the salary cost of 139 Nos. staff for 02 additional years i.e. from
Jan 2023 to Dec 2024 and which was discussed in the GB-DDWP meeting
held on 25th January, 2023. Furthermore, the forum was apprised that the
concerned department was directed to rationalize the number of posts.
Besides, the executing department was asked to curtail the duration of the
subject project to December, 2023 instead of proposed duration of December,
2023. Likewise, the concerned department would delete those positions which
were not filled yet.

9.2. The Deputy Chief, Social-Sector briefed the worthy forum that in
response to the instructions and directions conveyed by the forum held on
25th January, 2023, the executing department had aligned the modified PC-I
as per directions of the then forum and submitted the same to P&DD for
further action. The forum was further informed that the modified PC-I had
been received at a reduced cost of Rs.114.935 million, currently, the
development scheme was submitted before the forum for approval.

9.3. The forum after in deliberations on the prospects of the revised


project agreed to approve the project at the revised cost of Rs. 114.935 million
and directed the sponsors to complete the project by December, 2023.

Decision:

9.4. The forum approved the development scheme at a cost of


Rs.114.935 million.

Item-10 CONST. OF 10 BEDDED HOSPITAL AT BUNNER NALAH


HALQA-I DISTRICT DIAMER (NEW) (COST RS. 80.460
MILLION)

10.1. The forum was informed that the instant development project was
discussed in the GB-DDWP meeting held on 3rd August, 2022 and the forum
had recommended the scheme the proposed cost of Rs.70.000 million, as the
approving capacity of the then GB-DDWP was up to Rs.60.000 million. Since,
the approving capacity of the GB-DDWP has been enhanced from Rs.60.000
million to Rs.200.000 million, It was further added that the sponsoring

department has now submitted Modified PC-I of the subject development
scheme at the enhanced cost of Rs.80.460 million, therefore, the instant
development scheme was once again presented before the worthy GB-DDWP
for consideration.

10.2. The forum highlighted that the modified PC-I was received at
higher cost of Rs.80.460 million than the recommended cost by the GB-DDWP
in its meeting held on 3rd August, 2022 and desired for justification.
Responding to the observation, the Secretary Health informed that the
enhanced cost was due the remoteness of the area and cost pushed inflation
and the same was agreed by the forum. Similarly, the Chair asked the
executing agency as to how many kanal of land was involved in the project.
Responding to the query, the Secretary, Health, GB informed the forum that
5 kanal of land was proposed in the PC-I. However, the Chair directed
sponsoring agency to ensure selection of most feasible site considering the
aspect of accessibility, maximum beneficiary/population and safe from
nature induced disasters. The Secretary Health agreed to provide a feasible
site before issuance of Admin Approval by P&DD GB.

10.3 Responding to a query from the Rep. of GB EPA regarding


mechanism for safe disposal of infectious waste, the Secretary, Health stated
that a proper mechanism for safe disposal of infectious/hospital waste would
be in place to be sponsored from Health Department’s own share as reflected
in the PC-1 Furthermore, the department was directed to provide land
availability certificate, location plan and colored google map with GPS
coordinates.

Decision:
10.4. The forum approved the development scheme at the proposed cost
of Rs.80.460 million subject to submission of modified PC-I.

Item-11 UP GRADATION OF 10 BEDDED HOSPITAL CHATORKHAND


INTO 30 BEDDED (NEW)(COST RS.88.103 MILLION)

11.1. The forum was informed that the project had been identified by
Health Department GB aimed provide secondary health care services to the
inhabitants of Ishkomen Valley at their doorsteps. The project stands
reflected in the ADP 2022-23 at a cost of Rs.8.000 million with the
nomenclature viz. “Const. of 30 Bedded Hospital Tehsil Headquarters Hospital
at Chatorkhand”.

11.2. The forum observed that the sponsors had prepared the PC-1 at
the cost of Rs. 80.000 million, against the provision of Rs. 8.000 million in
the ADP 2022-23. Responding to the observation of the forum, the Chief
Economist, P&DD informed that the ADP cost of the project i.e. Rs.8.000
million was simply a typo error and he endorsed that the original cost of the
project may be considered as Rs.80.000 million. The forum agreed to this
effect and directed the Chief Economist/Programming Section P&DD to
update this figure in the ADP 2022-23, immediate after the issuance of the
Admin Approval. The forum also directed the sponsors to provide location
plan, colored google map with GPS coordinates clearly indicating the existing

nearest facility and location of the proposed facility, quantifiable targets under
RBM and correct O&M cost which was shown as Rs.74.248 million.

Decision:

11.3 The forum approved the development scheme at a cost of


Rs.88.103 million subject to submission of the modified PC-I.

Item-12 CONSTRUCTION OF 20 BEDDED HOSPITAL GUDAI ASTORE


(NEW) (COST RS. 218.916)

12.1. The forum was apprised that the instant development project had
been identified by Health Department with the basic purpose provide
secondary health care services to the people of Gudai Valley District Astore.
The project stands reflected in the ADP 2022-23 at a cost of Rs.70.000 million.
It was further informed that the PC-1 of the proposed scheme was discussed
and presented in the GB-DDWP meetings held on 3rd August, 2022 and 9th
September, 2022 respectively. However, the instant project was deferred on
account of its enormous cost of civil work worked out by the departmental
consultant.
12.2. The forum was further informed that the sponsors has
rationalized the cost of the project in the light of the decisions of the previous
forum and submitted the instant PC-I at a reduced cost of Rs.218.916 million.

12.3. The forum observed that the cost of the project was still high as
compared to the similar nature of the project either currently being executed
or very recently completed. This trend would set a negative and wrong
precedent for other projects to be received in near future. The forum directed
the sponsors to avoid deviations from the actual standards and proposed to
devise a standard mechanism/ guidelines and uniform rates for health
facilities of various level to avoid such deviations. The forum also directed to
rationalize the cost of project and bring it less than Rs.200.000 million

12.4. While justifying the hostel facility for the doctors, the Secretary
health informed the forum that the area is remote and there were no private
houses available on rent to accommodate doctors, hence the hostel for doctor
has been proposed to be part of the scope of this project. The forum agreed to
include hostel in the project scope.

12.5. The forum also highlighted that the sponsor have provided
Rs.15.066 million for damages of structures and termed it unjustified and
directed the sponsors to rationalize it. The sponsors were further directed to
provide location plan, colour google map and list of furniture.

Decision:

12.6. The forum approved the development project in principle subject


to rationalization of the cost and submission of the modified PC-I.

Item-13 CONST. OF 10 BEDED HOSPITAL AT DASHKIN (NEW)
(COST RS. (104.524 MILLION)

13.1. The forum was informed that the development project was
initially presented in the meeting of GB-DDWP, held on 9th September, 2022
at a cost of Rs.152.856 million, however, the scheme was deferred due to high
cost/non consultation with the sponsoring department. It was further added
that the department had submitted the PC-1 at a reduced cost of Rs.104.524
million, while complying the observations of the development. Furthermore,
the scheme stands reflected in ADP 2022-23 at a cost of Rs.80.000 million.

13.2. Responding to the observation of the forum regarding


enhanced cost of the PC-1 as compared to the cost of the ADP, the consultant
of the department informed the forum that due terrain and being distant and
remote part of the region, the cost of the project was on higher side. However,
the forum was of the view that the cost of the project was very high as
compared to the very recently approved and under execution project of similar
nature and scope. The forum further observed that site of the project had
not yet been determined and a BHU already existed in the area to provide
basic health services to the local inhabitants and the area did not qualify for
10 bedded hospital due to less population coverage. Responding to the
observation, the Secretary Health stated that although the area has lesser
population as compared to the standards required for the proposed facility
but due to the remoteness and accessibility issues, the existing BHU needs to
be upgraded. The forum after deliberations regarding the various aspects of
the project decided to defer the project due to high cost of civil work and site
selection issues and directed the executing department to come up with
efficient solution.

Decision:

13.3. The forum deferred the subject development scheme.

Item-14 EMERGENCY ASSISTANCE TO STRENGTHEN HEALTH


SYSTEM TO FIGHT AGAINST COVID-19 & OTHER HEALTH
EMERGENCIES NDRMF

14.1. The forum was informed that the Federal government had
initiated an umbrella project to strengthen the health system and to prepare
for health emergencies like COVID-19. A handsome amount was allocated for
the GB under this umbrella project to be sponsored by the NDRMF,
Islamabad. Accordingly, the Health Department GB was directed through
Planning & Development Department, GB to prepare the PC-I within the
allocated amount of Rs.670.000 million, which was later on enhanced to
Rs.900.000 million. The project was approved from the Executive Board of
NDRM, Islamabad which has further sought approval from the relevant
development forum i.e. GBDDWP.

14.2. The forum was informed that the proposed project scope
included purchase of Bio Medical equipment for various hospitals of Gilgit-
Baltistan including PHQ Gilgit and RHQs, 3% contingencies and cost of

launching event. The forum after in depth deliberations on various
components of the project scope and finally approved the project and directed
the Health Department GB to initiate implementation of the project after
fulfilling all codal formalities with NDRMF Islamabad without further delay.
Hence, the forum agreed to the proposed development scheme in terms of
grant financing to cope with health emergencies viz. Covid-19.

Decision:

14.3. The forum recommended the subject development scheme.

was not corrected and directed the department to update/correct

PHYSICAL PLANNING & HOUSING

Item -15 REVAMPING OF GB LA HOSTEL AND RESIDENTIAL


ACCOMMODATION JUTIAL GILGIT (MODIFIED) (COST RS.
709.752 MILLION)

15.1 The forum was briefed that the scheme was reflected in the
current financial year ADP at serial # 1139 with the nomenclature
“Revamping of GBLA Hostel and Residential Accommodation Jutial Gilgit” to
the tune of Rs.300.00 million. It was informed that the project has been
proposed by Works Department GB to revamp the previously approved
scheme which was reflected in the ADP 2004-05. Due to non-completion of
the work by the contractor, the work was rescind by the competent
authorities.

15.2. The forum observed that the cost of the project reflected in the
ADP 2022-23 is Rs. 300.000 million while the Works Department has
prepared the project at a cost of Rs.709.752 million, the department may align
the project cost with the ADP cost. Responding to the query, the Secretary
Works informed that the cost enhanced due to construction of additional
block adjacent to MNA Hostel as the previously design Hostel has only 16
room which were not more enough. The forum directed the department to
complete all revamping work. For additional block, a new scheme would be
initiated for inclusion in new ADP.

15.3. The forum also directed department to rectify following


observations:-
a. Drawings are not visible to read, it must be part of PC-I A3 size print.
b. Contingencies may be restricted to 1%.
c. 2% HR may be deleted.
d. Justification of top supervision and consultancy is needed, whereas the
scheme proposed for left over work.
e. Advertisement Charges may be restricted to Rs. 0.500 million.
f. The department may provide images of hostel building and quarters
having leftover work that is proposed for execution under the project.
g. There is provision of Rs. 6.000 million in summary for kitchen
accessories while in details estimates given for Rs. 3.804 million.
h. Details of furniture for maintenance staff, game room equipment, ladies
& gents fitness equipment, dining table + chairs, crockery and laundry
& ironing system are missing.

15.4. The scheme was deferred and the department was asked to
submit PC-I for revamping work and rectification of above observations.

Item-16 CONSTRUCTION OF WATER SUPPLY SCHEME FOR UPPER


HUNZA (NEW) (COST RS. 125.487 MILLION)

16.1. The forum was briefed that the scheme stands reflected in the
ADP 2022-23 at S.No. 1278 for Rs. 70.000 million with an allocation of Rs.
8.000m.

16.2. The main purpose of the scheme is to improve the storage


capacity of drinking water and distribution system to deliver water to
consumers with appropriate quality, quantity, pressure from its source to the
point of usage. Besides, the revised scope of the deleted scheme from ADP
2021-22 Sr. # 1100 namely "Water Supply system from Shashkat Nullah
Spring to Dry Port Sust Village” has also been included in this PC-I scope as
per recommendations by P&DD vide letter No P&D-8(61) PPH/2017-18 dated
15.07.2022 after detail field visit by verification team due to which the cost of
project enhanced from Rs. 70.000 million to Rs. 125.487 million.

16.3. The forum observed that as per the main summary of the PC-I,
the quantity of intake chambers given are 10 Nos. while the sponsors provided
cost estimates for 08 Nos. The department may correct the number of intake
chambers as per provided estimates.

16.4. Responding to the query regarding the 2% HR and provision for


02 Nos. motorcycles, the Rep. of Works Department informed the forum that
plumbers and helpers are required for maintenance of water supply system
and in upper Hunza, there is no mean of transportation for maintenance staff.
The forum allowed HR and motorcycles. The forum also directed the
department to provide population based design calculations of HDPE Pipe
lines of PN-10 to avoid later stages issues of head loses and burst of pipes due
to water pressure.

Decision:

16.5. The scheme was approved at cost of Rs. 125.487 million subject
to submission of modified PC-I with design calculation.

Item-17 WATER SUPPLY SCHEME FROM KHUDA ABAD TO SIRTEEZ


GOJAL (NEW) (COST RS. 41.821 MILLION)
Decision

17.1. The department withdrew the scheme due to water rights issue
and would be resubmitted with an alternate option.

18.1. The forum was informed that the project was included in the
current financial year ADP 2022-23 at serial # 1281 at cost of Rs. 70.000
million and the department has also submitted PC-I at ADP cost. The main
objective of the project is to provide potable drinking water for Hussainabad,
Khizerabad and Nasirabad villages of Lower Hunza.

18.2. The Rep. of EPA informed the forum that the source of water
supply Nasirabad is contaminated and the department did not provide de-
siltation tank in PC-I, the sponsors informed the meeting that the scheme was
proposed for irrigation purposed. The sponsors also informed the forum that
the source of Husainabad and Khizerabad was Mayoun Nullah which is not
contaminated. Responding to a query regarding water rights, the sponsors
informed the forum that there are no water right issues.

18.3. After detail deliberation, the forum directed the department to


provide population based design calculations of HDPE Pipe lines of PN-10, MS
pipe 12” Dia (6mm thickness) and other allied infrastructures for the water
supply scheme i.e. water tanks, chambers keeping in view current and future
population of area to avoid future water shortage, later stages issues of head
loses and burst of pipes due to water pressure.
Decision:
18.4. The scheme was approved at cost of Rs. 70.000 million subject
to submission of modified PC-I with design calculation and water quality
reports.

Item-19 CONSTRUCTION OF OVER HEAD WATER TANKS, BORING


SYSTEM AND LIFT WATER PUMPS IN CITY AREA GILGIT
INCLUDING KASHROTE MAJINI MUHALLAH AND AMPHARY
(NEW) (COST RS. 70.500 MILLION)

19.1. The forum was informed that the scheme was included in the
current financial year ADP 2022-23 at serial # 1362 at cost of Rs. 70.00
million and the department has submitted PC-I at cost of 70.500 million. The
main objective of the project is to provide drinking water facility to the people
of the area. The major scope items of the scheme includes const. of overhead
tank, boring system, const. of water lift pump etc.
19.2. Responding to the query of social issue regarding site of the
project, the Rep. of Works Department informed the meeting that the issue
has been settled.

19.3. After detailed deliberation, the forum directed the department to


provide population bases design calculation of each pump site to avoid later
stages issues.

Item-20 METALLING OF ROAD TO KARGAH BUDDHA (NEW) (COST

20.1. The forum was informed that the project was reflected in the
current financial year ADP at serial # 1368 at a cost 0f Rs.80.00 million and
the department has submitted the PC-I at the same cost. The project has been
proposed by Works Department to metal the existing 3.57 Km shingle road to
Kargha Buddah to attract the local as well as foreign tourist flow.

20.2. The forum observed that the project situation is in vicinity


where shortly Sewerage System of Gilgit City Work is going to be started, so
it would be useless to invest public money for metaling of said road although
the project has touristic importance. The forum directed the department to
coordinate with PD Sewerage Project for timely commencement of activities of
Sewerage System.

Decision:
20.3. The scheme was deferred.

Item-21 CONST. OF ACCESS ROADS IN URBAN AREAS OF HALQA-I


(NEW) (COST RS. 200 MILLION)

21.1. The forum was informed that the scheme stands reflected in ADP
2022-23 vide serial No. 1373 at a cost of Rs. 200.000 million with an
allocation of Rs. 10.000 million for current financial year. 2.054 km road will
be constructed while 0.518 km of existing road will be widened. The main
objective of the scheme is to provide better means of transportation for the
inhabitants.

21.2. The forum was further informed that 85% of the total cost of the
scheme has been proposed for land compensation. In addition, the forum was
briefed that the roads are in the area, where sewerage project is to be
executed. The forum also observed that proper google images clearly
indicating starting and ending point of each road was missing.

Decision:

21.3. The forum deferred the project.

Item-22 CONSTRUCTION OF ROADS IN DIAMER DISTRICT
ANNOUNCED BY THE HONORABLE CHIEF MINISTER GB
(NEW) (COST RS. 350.000 MILLION)

22.1. The forum was briefed that the scheme stands reflected in ADP
2022.23 vide serial No. 1406 at a cost of Rs. 350.000 million with an allocation
of Rs. 9.000 million for current financial year. The PC-I Scope consists of
Const. of 29.24 km road, 05 Nos. RCC Bridges, 04 Nos. Causeways, 54 Nos.
RCC Culverts, 800 rft retaining wall, 1500 rft side drain and compensation of
road.

22.2. The chair enquired that why main road is not proposed instead
of proposing a number of link roads in Niat. Responding the query, the
department said that main road has already been constructed in the area.
The Chair further enquired whether the road proposed in Buner isn’t in
duplication with the proposed expressway. Responding the query, Works
Department said the proposed road is for the area beyond the expressway.
The forum also observed that proper google images clearly indicating starting
and ending point of each road were missing.

Decision:

22.3. The scheme was deferred.

Item-23 CONST. OF 140 METER RCC BRIDGE NEAR STEEL BRIDGE


GUPIS (NEW) (COST RS. 230.000 MILLION)

23.1. The forum was informed that the project is reflected in the ADP
2022-23 having a cost of Rs. 230.000 million with an allocation of Rs. 10.000
million. The scope of PC-I consisted of Const. of 105 meter Span RCC Bridge,
const. of 0.5 km approach road and its metalling.

23.2. The forum was further informed that the bridge was initially
proposed at the start of Town area Gupis but later the site was changed on
the demand of the member GBLA 21.

23.3. The forum was further briefed that two different complaints
were submitted to P&DD regarding the site of the bridge for which a committee
was constituted for selection of best site for construction of RCC Bridge. The
committee recommended that the site at Gowet Gupis is technically feasible
for construction of RCC Bridge instead near Steel Bridge.

23.4. The forum after detail deliberation directed the department to


submit a PC-II for detail feasibility study for selection of most feasible site for
RCC Bridge keeping in view all technical, financial and social parameters as
well as to avoid duplication of activities. The PC-II would be funded from Block
Allocation for feasibilities in ADP.
Decision:

23.5. The scheme was deferred and the forum directed the sponsors
to present PC-II of the project in next meeting.

AT KINISOTE GULAPURE ( COST RS. 84.241 MILLION)

A2.1. The forum was informed that originally the subject scheme was
approved at Rs.50.000 million during 2018. The aim of the project was to
provide clean drinking water to inhabitant of Gulapure, Gupis, Hakis,
Hamran. Due to shortage of funds, the scheme of the above villages was
selected. During execution of the scheme, different complaints were received
from Gulapure for non-inclusion of the areas to provide clean drinking water.
Accordingly, to provide water supply to the remaining areas of Gulapure, the
department initiated summary for revision of scheme at cost of Rs. 84.241
million. Now the department has revised PC-I at a cost of Rs. 84.241 million
after approval of summary by competent authority.

A2.2. After detail deliberation, the forum directed the sponsors to


provide following information with modified PC-I:-
1. Provided estimates for P/F of SWR ¾ “Dia for Crossing of HDPE Pipe 3”
Dia Nullah Gulapure mismatched with the cost given in the main
summary.
2. Estimates of additional work i.e. const. of pump house and const. of
well is not provided.
3. RD wise detail of improvement water channel at Kinisote may be
provided.
4. Land compensation certificates are missing.
5. Rate Analysis for P/F of 10” dia HDPE pipe may be provided.
6. Contingencies may be restricted to its original approved provision.

A2.3. The scheme was approved at revised cost of Rs. 84.241 million
and AA would be issued on submission of modified PC-I.

A.Item-3 CONST. /IMPROVEMENT AND METALLING OF INTERNAL


ROADS INCLUDING SMALL RCC BRIDGES IN GBA-21
GHIZER (NEW) (COST RS. 256.828 MIILION)

A3.1. The forum was informed that the scheme stands reflected in
ADP 2022-23 vide serial No. 1494 at a cost of Rs. 150.000 million with an
allocation of Rs. 13.000 million for current financial year. A total of 9.30 km
of shingle roads will be constructed, 01 km road will be metaled while 7.30
km road will be improved and re-carpeted through this scheme. The scheme
includes a land compensation of 78.66 kanal including a lump sum charges
of Rs. 15.827 million.

A3.2. Responding to the query regarding enhanced PC-I cost, the Rep.
of Works Department informed the meeting that the cost enhanced due to

inclusion of Re-Carpeting & Metalling of road from RCC Bridge Barandass to
Darch Thoi component and a 15 meter RCC Bridge on demand of P&DD vide

A3.3. The forum was informed that the department has proposed
construction of 15 Meter RCC Bridge at a site which was hit by flood twice
during last 10 years. The forum directed the department to change the site of
bridge from proposed site to near the existing suspension bridge between
Konu & Shot Thoi to reduce the risk and cost of the 0.55 Km link road,
construction of culverts, pipe culverts and side drain as well as cost of land
compensation link road i.e. Rs. 10.488 million.

A3.4. The forum also directed the department to rationalize cost of re-
carpeting work of road from Barandass to Darch Thoi Yaseen which seems at
higher side.

A3.5 The forum directed the department to provide following


information with modified PC-I:
• Colored google image along with coordinates of start and end points.
• Visible detail drawing of RCC bridge
• Dept. may endorse that the PC-I was prepared after detail survey.
• Correct land compensation/damages demanded in the summary (Rs.
67.085 million) and in the land compensation certificate (Rs. 62.675
million).

Decision:

A3.6. The scheme was recommended for consideration of higher


forum subject to submission of modified PC-I by rationalization of cost and
provision of aforementioned information.

A.Item-4 CONST. OF LINK ROADS AND BRIDGE TO ATTAABAD


VILLAGE (NEW) (COST RS. 190.285 MILLION)

A4.1. It was informed that the scheme stands reflected in ADP 2022-
23 vide serial No. 1630 at a cost of Rs. 50.000 million with an allocation of
Rs. 3.000 million for current financial year while the department has
submitted PC-I at cost of Rs. 190.285 million.

A4.2. The subject scheme was previously discussed and was deferred
in GBDDWP forum held on 1st April, 2022. It was discussed previously that
the span and type (class) of bridge was not mentioned in the PC-I so the
department was directed to conduct detail feasibility report for both the road
and the bridge and it was further decided that the feasibility would be funded
from “feasibilities, studies research work” from block allocation. In this
regard, a board was constituted including representative of P&DD. The board
visited the site and the PC-I was prepared as per recommendation and
consultant feasibility.

A4.3. The forum observed that the alignment of road was passing over
the disaster effected area, responding to the query the Rep. of Works

Department informed the meeting that committee comprised of Chief
Engineer Gilgit Region, Chief Engineer Diamer Region, Superintending
Engineer HQ PWD and Rep. of P&DD proposed the alignment over the disaster
effected area. The forum denounced the recommendation of committee due to
non-inclusion of Rep. from GBDMA.

A4.4. The forum directed the department to construct a suspension


bridge and follow the existing road alignment.

Decision
A4.5. The scheme was deferred.

A.Item-5 CONST. OF ROAD FROM KHANABAD TO NASIRABAD


(SHINAKI ROAD) (COST RS. 143. 471 MILLION)
A5.1. The scheme stands reflected in ADP 2022-23 vide serial No. 1641
at a cost of Rs. 75.000 million with an allocation of Rs. 1.000 million for
current financial year while the PC-I has been submitted at cost of Rs.
143.471 million. A total of 6.26 km of shingle road will be constructed through
this scheme, including a 15-meter span RCC bridge, 05 Nos. of causeways,
05 Nos. of RCC culverts, 3000 rft of side drain and 01 No. of Tractor with
blade through this scheme. Road work amounting Rs. 120.833 million and
land compensation of Rs. 21.218 million are also included in scope of PC-I .
The main objective of the scheme is to provide better means of transportation
for the inhabitants of the area.
A5.2. Responding to query regarding enhancement in cost the Rep. of
Works Department informed the forum that the cost enhanced due to
inclusion of road from Aslam House to Ganish Muhallah Graveyard on
directives of P&DD and also enhanced due to site requirements of road from
Khanabad to Nasirabad as the PC-I has been prepared after detailed site
survey to avoid later stages revisions etc.
A5.3. Responding to the query regarding road on sliding areas, the
sponsors informed that at sliding areas, the road has been properly design by
cascade cutting and provision of tractor with blade for timely removal of
sliding debris.
A5.4. After detail deliberation the forum directed the sponsors to
provide following information with modified PC-I:-
• Land compensation certificate along with cutting charges of trees are
not verified by the concerned Land Revenue Staff.
• Number of beneficiaries of each road may be mentioned in the PC-I.
• Dept. may justify the 108% of remaining SR items on 15 meter RCC
Bridge cost estimation at page 76 that seems duplication of premium.
• There is no drawing design of 15-meter span RCC Bridge, included in
the scope. Also class of bridge may be defined.
• Signature of site engineer are missing in the detail cost estimates.
Decision:
A5.5 The scheme was approved at cost of Rs. 143.471 million subject to
submission of modified PC-I.

Item 24: RE-ACTIVATION OF WOOD WORKING TRAINING, CUM


PRODUCTION CENTER CHILAS (NEW) (COST RS.20.000
MILLION)
24.1. The forum was informed that the project was conceived by
Directorate of Industries, Labour and Commerce Department, Gilgit-Baltistan
to impart training in wood working to the youth of Diamer-Astore Division, on
modern techniques. This project will aimed to develop workforce that meet the
needs of the labour market, promote employability and improve the livelihood
in the region.

24.2. The forum observed that the Phase-I of said project had executed
by Labour, industries and Minerals Department, GB, the Sponsoring Agency
was advised to provide information regarding any impact study carried out
and its details in the project document.

24.3. It was also highlighted that vocational training and capacity


building is mandate of TVET Directorate as per GB Technical Education and
Vocational Training Act 2018. The forum was apprised that various
institutions in GB are imparting training without proper training need
assessment in silos. The Sponsoring Agency was enquired that any training
need assessment was made before initiation of said project. The Sponsoring
Agency was directed to provide the data regarding the employability of
trainees under previous project and lesson learned. The Sponsoring Agency
was directed to follow the standard curriculum and time frame set by
NAVTTAC for said nature of trainings.

24.4. It was observed that the Federal Finance Division has imposed ban
for purchase of vehicles on the vague of current financial crisis in the country.
The Sponsoring Agency was directed to delete the provision of vehicle and said
provision may be diverted to the capacity building by enhancing the number
of trainees.

24.5. It was observed that 8 Nos. Staff proposed under the project on
BPS. It was opined that regular hiring of staff in training center is not
recommended, as experience of training centers being run on regular mode
run by Local Government are not functioning properly, as the skill set
requirements are changing rapidly while the instructors in regular strength
are unable to uplift their skill with the skill sets of modern area resulting in
creating long term liability without any performance. The Sponsoring Agency
was advised to provide the list of staff already created under Ph-I and to hire
services of resource person to impart training in wood work instead of hiring
staff on PBS. The ToRs of Resource person for said training and financial
remuneration be provided with PC-I.

24.6. It was also informed that stipend to trainees was not admissible
as per instructions of NAVTTAC. The Sponsoring Agency was directed to
include the trade of showpiece making of wood in the said PC-I. The said
project PC-I may be devised in business model and complete value chain
mechanism of wood products produced under the said training center.

24.7. The Sponsoring Agency was directed to rationalize the overhead
and operational cost (POL, TA/DA etc.) the same may be diverted to training
by enhancing the number of trainees.

Item 25: BLOCK ALLOCATION OF GDA (REIVISED) (COST RS. 86.951


MILLION)

25.1. The forum was informed that the original project was approved
in the GBDDWP in its meeting held on 2nd November, 2022 at a cost of Rs
69.998 million with the objective to ensure timely execution of works of
emergency nature. These works include rehabilitation of drains,
beautification of Gilgit City, construction of parks, installation of solar street
lights, mega projects pertaining to water supply, sewerage and solid waste
management etc.

25.2. It was further informed that sponsors submitted revised PC-I


costing Rs 86.951 million mainly due to price hikes and inflation of the items
“Replacement of batteries of solar street lights in Gilgit City” and “Minor
improvement work of River View Park Gilgit” and some other minor
adjustments. Further, in some components the cost of lowest evaluated
bidder was above than the approved PC-I cost.

25.3. The forum pointed out that a project titled “Rehabilitation of


Sardar Kul, Upper and Lower Kul” at a cost of Rs. 100.000 million has been
included in Irrigation and Water Management Sector at Sr #1106. It may be
ensured that there should be no duplication of activities with under
considered project.

Decision:

25.4. The project was approved at a revised cost of Rs. 86.951 million.

Item -26 DEVELOPMENT OF GDA FAMILY PARK AT AIRPORT


FUNNEL AREA SONIKOT GILGIT (NEW) (COST RS. 299.682
MILLION)

26.1. The forum was informed that the titled development scheme
stands reflected in the current ADP at Sr #1068 with nomenclature
“Development of Civil Aviation Park at STP Jutial” and also at Sr # 1172 with
nomenclature “Ladies and Children Park with land compensation at Sonikot
Airport funnel area Gilgit” with allocated cost of Rs 50.00m and 80.00m,
respectively. The main objective of the project is to acquire effected land at
funnel area of Gilgit Airport and to develop it into Family Park to provide re-
creational /healthy activities to the visiting tourist as well as public of
Sonikot, Khomer and surrounding areas.
26.2. It was further informed that the scope of the project envisages
land development, construction tuck-shop/chowkidar hut, cafeteria/toilet
block/ B/wall with fencing/railing & gates, construction/development of
gazeboes/play area/footpaths, drainage/irrigation system/parking
/horticulture work, supply/fixing of garden fixture/furniture, night
lighting/electrification work, approach road, human resource, procurement
of motor cycle, land compensation, climate fund, advertisement charges and

contingencies etc. The project would be implemented over a plan period of 24
months.
26.3. After in-depth deliberation the forum directed sponsors to
address the following observation of the forum.
 The project has been included in the ADP at a cost of Rs 50.000m with
nomenclature “development of civil aviation park at STP Jutial”, while
sponsor has submitted PC-I at an enhanced cost of Rs 299.682 million
with slightly different nomenclature “Development of GDA family park
at airport funnel area Sonikot Gilgit”. Which may be clarified/justified.
 Latest award/Certificate from DC/collector confirming availability of
land on the proposed cost be provided in the PC-I.
 Department may also provide proper architectural/ structural
drawings, X-section and elevation of civil work duly signed by the
concerned engineer.
 An amount of Rs 18.017m has been provided for const. of B/wall. Its
details may be provided with PC-I.
 There is variation in the quantity of proposed land. At page#1, it has
been mentioned 28 kanal while, at page 20, it is been mentioned 29
kanal. Correct figure may be provided.
 The following information was also missing, which be provided with PC-
I:
 Implementation period (starting & completion)
 Specification of furniture/fixture/motorcycle
 Latest, date of estimation
 Implementation chart
 Annual operating & maintenance cost after completion of project

Decision:

26.4. The project was recommended to higher forum (CS forum) at a


cost of Rs 299.682 million subject to submission of modified PC-I after
addressing observations of the forum.

ADDITIONAL AGENDA (LG&RD AND GDA)

A.Item 6: PROVISION OF LIFT IRRIGATION FOR SULTANABAD GILGIT


& WIDENING OF EXISTING UPPER WATER CHANNEL TO
GOLODAS SULTANABAD (NEW) (COST RS. 75.785 MILLION)

A6.1. The forum was informed that the titled scheme is new and stands
reflected in the ADP 2022-23 at a cost of Rs. 60.000 million. Sultanabad and
Golodass are scattered over an area of approximately 4 square kilometres.
The residents of both villages rely on agriculture activities to earn their
livelihoods and use channel water for their agricultural needs. The old
channel was constructed during the 1980s and does not fulfil the irrigation
needs of the community. The proposed project aims to widen the existing
channel, construct scoring tanks at the head of the channel, and installation
a mechanized lift irrigation system to ensure a smooth water supply during
lean periods.

A6.2. It was further informed that the scope of the project envisages
pump house, water tank, rising main 8” dia, electric equipment, land
compensation (15 marla), scoring tank, water channel, contingencies, climate
funds and advertisement charges etc. The project will be implemented over a
plan period of 24 months.
A6.3. The forum was briefed that sponsor has submitted PC-I at an
enhanced cost of Rs. 75.785 million. In reply, Secretary LG&RD department
stated that due to prevailing market rates, PC-I cost had slightly increased in
comparison to its ADP cost.
A6.4. LG&RD being sponsoring agency was directed to ensure TS after
ensuring all technical aspects, so that project could be implemented smoothly
for transfer of project benefits without hitch.

Decision

A6.5. The project was approved at a cost of Rs. 75.785 million.

A.Item-7 SOLID WASTE MANAGEMENT UNITS AT SHIGER, GHANCHE


NAGAR, ASTORE AND KHARMANG (REVISED) (COST RS.
149.136 MILLION)
A7.1. The forum was informed that the original project was approved
in the GBDWP-II (CS forum) in its meeting held on 22nd April, 2020 at a cost
of Rs 80.817 million with the objective to extend the role GB Solid Waste
Management Company to the rest of five districts (i.e. Shigar, Ghanche,
Nagar, Astore and Kharmang) by establishing solid waste management units
at each district to manage solid properly, due to huge influx of tourist in GB.

A7.2. It was further informed that sponsor has submitted revised PC-I
at a cost of Rs 149.136 million. Since after fulfilling all codal formalities the
bid process of the project was completed on 15th September, 2022. As per
financial evaluation report of the bid evaluation committee, the financial bid
of the lowest evaluated bidder was 86% above the approved cost of the project.
The increase in cost is due to change in market prices of the machinery. It
was further clarified that the department had done the market analysis of the
items in order to analyze the cost of the bidder. The chief minister has also
approved the summary for revision of the project on 10th February, 2022.

A7.3. The forum also highlighted that the scheme had been lingering in
the ADP for past 03 years, due to which, cost of the proposed machinery has
increased manifolds. Responding to the query of the forum, the Secretary
LG&RD Department stated that bidding process for procurement of the
proposed machinery has already been completed. He further added that bid
is also valid till 7th June 2023, and the scheme could be completed if approval
is accorded timely and full funding is ensured by P&DD. The forum directed
that full funding may be made by Planning and Development Department and
also directed sponsors to ensure procurement of all the proposed machinery
and target the scheme by end of this financial year.

A7.4. The project was approved at a cost of Rs 149.136 million.

A.Item 8: GILGIT ENVIRONMENTAL IMPROVEMENT PROJECT- PC-II


(MODIFIED) (COST RS. 138.540 MILLION)

A.8.1. The forum was informed that the original project was approved
in the GBDDWP (CS forum) in its meeting held on 22nd August 2014 at a cost
of Rs. 88.000 million with the basic objective of the project is to conduct a
detailed engineering design, third party validation and top supervision of the
main project of sewerage system. In addition to it, solid waste management,
disaster risk reduction and environment impact assessment components were
also part of PC-I. Later on, the project was revised in the GBDDWP (CS forum)
in its meeting held on 21st October 2017 at a cost of Rs. 138.160 million by
including the additional component “master planning of Gilgit City with traffic
plan and road engineering” of cost Rs 50.000million. Now the sponsors has
submitted modified PC-I, so as to extend the consultancy services of 08 Nos.
of technical staff for further 12 months. The forum was also apprised that as
per original scope of PC-II, an amount of Rs. 32.010 million was earmarked
for third party validation and DDR and now the department intends to divert
the same amount towards salary and operational expenditure for engaging
the proposed staff for further 12 months.

A8.2. The forum pointed out that the project revision was approved at
a cost of Rs.138.160 million while sponsor has proposed modification of the
scheme at an enhanced cost of Rs. 138.540. The forum directed sponsor to
restrict the modification of the project to its already approved cost of Rs
138.160 million and correct PC-I, accordingly.

A8.3. The forum highlighted that out of the total amount Rs. 20.014
million, an amount of Rs. 3.700 million had been earmarked for “Sub-heads
of Sanitary Sewerage & Water Supply” hence, the forum directed sponsor to
provide item-wise details of the same which is missing in the PC-I.

A8.4. The forum further directed sponsors to provide detailed scope of


work to be executed by PMC staff along with detailed timeline and also
directed GDA to complete/ implement the scheme over the period of 12
months.

Decision

A8.5. The project was approved at its modified cost of Rs. 138.160
million subject to submission of modified PC-I after addressing observations
of the forum.

A.Item-9 STRENGTHENING OF INFORMATION DEPARTMENT GILGIT


BALTISTAN (PH-II) (REVISED) (RS. 187.450 MILLION)

A9.1. The forum was informed that the subject scheme was originally
approved during 2019 at a cost of Rs. 59.986 million with the aim of coverage,
projection and publicity of the important as well as official events of the
government.

A9.2. Now the department has submitted the revised PC-I at a cost of
Rs. 187.450 million, after due approval of the summary for revision from the
Chief Minister, GB. Main objective of the revision is Establishment of Sub
offices of Information Department at Diamer & Baltistan Division.

A9.3. The P&DD raised the following observations:-


i. The main reason for revision of the scheme is to establish sub offices of
Information Department in Baltistan and Diamer divisions, but, from
scope of the scheme, from scope of the scheme it reveals that there is
no any activity has been proposed for both the Divisions.

ii. NOC for vehicles from Finance Division is missing. Moreover, Rs. 1.23
million were provided for vehicles in the original scope. The provision of
funds have already been exhausted, but, no vehicles have been
procured, besides it, additional vehicles have been proposed, which
may be justified.

iii. Details of office equipment, stationary furniture and fixture are not
provided with the PC-I.
iv. Advertisement charges are not incorporated in the scope of the PC-I.
v. An amount of Rs. 1.7 million against the head of “Honorarium” has
already been exhausted but the department proposed an amount of Rs.
1.5 million again in revised PC-I, which may be justified.
vi. An amount of Rs. 2.7 million were earmarked against TA/DA, which
have been already utilized and now the department has again proposed
Rs. 2.00 million, which may be justified.
vii. An amount of Rs.2.5 million were earmarked against repair of vehicles
which have already been exhausted and now the department has again
proposed 4.000 million for repair of vehicles, which may be justified.
viii. An amount of Rs.2.3 million against POL have already been exhausted
and now the department has again proposed 4.980 million, which may
be justified.

Decision:
A9.4. The scheme was approved at a revised cost of Rs.187.450 million
subject to submission of modified PC-I after submission of replies of the
observations raised by P&DD.

A.Item-10 CONSTRUCTION OF PRESS CLUB BUILDING AT ASTORE
(RS.25.000 MILLION)

A10.1. The forum was informed that main objective of the project is to
establish Press Club Office at District Astore as there is no any Press Club in
the District.

A10.2. The forum was further informed that the Department has
stated that the scheme has been initiated from the Chief Minister Block
Allocation , but neither any tour note nor any approved summary from Chief
Minister has been attached with the PC-I. The forum further directed the
sponsors to provide the supporting document along with the PC-I. The forum
also raised the observation that the basic activity is conversion of a
community hall into Press Club, therefore, the department must ensure that
the Government, especially the Information Department GB has its
ownership. In this regard, the sponsoring department must submit a
certificate regarding transfer of ownership from LG to Information
Department.
A10.3. P&DD raised the following observations:-
i. Rate analysis of MR items be provided.
ii. The department proposed 04 Nos. CCTV cameras, which needs
justification.
iii. The department may provide detailed justification of 02 Nos. digital
DSLR, 02 Nos. laptops, 03 Nos. AC invertors and 01 No. Generator.
iv. Building Elevation, water supply /sewerage system of the building
are not properly designed.
Decision:

A10.4. The scheme was approved at a cost of Rs.25.000 million subject


to submission of modified PC-I after addressing the observations raised by
P&DD along with transfer of ownership certificate.
