Accreditation
The PEHLA GbR, PEHLA Testing Laboratory Berlin has been approved by DAkkS, the Deutsche Akkreditierungsstelle
GmbH (German Accreditation Body), according to EN ISO/IEC 17025 for tests in the field of high-voltage switchgear
and controlgear and power engineering equipment (Registration No. D-PL-12072-04-00).

PEHLA (DE, CH) is a founder member of the SHORT-CIRCUIT TESTING LIAISON (STL) which has been established
in 1969. The STL provides a forum for international collaboration between testing organisations. For further information,

PEHLA Documents
A STL Type Test Certificate
is issued for type tests which have successfully been carried out in full compliance with the relevant standards and STL
Guides valid at the time of the test. For these tests the test object must be clearly identified by technical description,
drawings and additional specifications.
A Test Document
is issued for parts of type tests which have successfully been carried out in full compliance with the relevant standards
and STL Guides valid at the time of test. For these tests the test object must be clearly identified by technical description,
drawings and additional specifications.
A Test Report
is issued for all other tests which have been carried out according to standards, specifications and/or additional
instructions. Similarly, this test report contains all test results, details of the conditions under which the tests have been
carried out, also details relating to the behaviour of the test object, and its condition after the tests.
A Test Confirmation
is issued immediately after the tests. It confirms that the tests have been conducted and is valid only until issuing the
detailed results in an entire document.
Uncertainty of the Measurement Systems
The PEHLA Testing Laboratories apply the STL Technical Report “Handling of Measurement Uncertainties in Testing
and Test Documents” for determining the uncertainties of measurement. As long as no explicit statements are made,
the uncertainties required by the relevant standards have been complied with.

Tightness Test

Test performed: Tightness test


Date of test: February 11 - 13 and February 27 - March 02, 2020
Condition of test object: After temperature-rise test of the auxiliary and control equipment (see
test document 20031Be) and after mechanical endurance test
Test arrangement: Three-pole operated outdoor circuit-breaker
Gas pressure (abs. at 20 °C): 0.70 MPa
Ambient air temperature: 20 °C ± 2 °C

Test conditions:
Before and after the mechanical endurance test a tightness test was performed to the test object, both in
open and closed position using an integral test method. The measurement device was calibrated with a
reference leak.

A containment was placed around the mechanical linkage into the housing for gas accumulation. At the
beginning and at the end of the test period the tracer gas concentration was measured at the bottom of
this containment.

Gas filled in test object: SF6


Mass of gas filled in the test object: 6.5 kg
Inside volume of the accumulation containment: 0.33 m3

The measured leakage rate is small compared to the permissible leakage rate.

Results and Evaluation

During the test the test object showed the following behaviour:

– it operated on all commands and did not operate without command


– after each operation the on/off-indicator and the auxiliary switch showed correctly the position of the
test object
– the auxiliary switch and the control equipment fulfilled their functions without any objection
– the mechanical characteristics measured before, during and after the test were within the tolerances
specified in IEC Publication 62271-100 subcl. 6.101.1.1
– the resistance of the main circuit showed no remarkable change
– the tightness of the mechanical linkage into the poles measured before and after the test showed no
undue values.

After the test the following observations were made during the visual inspection:

– all mechanical and contact parts did not show any undue wear nor any distortion
– a layer of silver coating remained on all silver-coated contact areas
– insulating parts did not show any change which could influence the insulating properties
– the capability of the auxiliary and control equipment was not impaired and its contacts did not show
any undue wear nor any distortion.

According to these results after the test the test object was obviously in such condition that it was capable
of operating normally. Its functionality in respect to carrying normal and short-circuit currents, making and
breaking short-circuit currents and withstanding dielectric stresses related to its rated insulation level was
not impaired.

Thus, the mechanical operation test has been passed.
