c. As an international student, you are required to have a Student Pass for study in UTM.  This offer of
admission does not come with a student pass.  An international student has to apply for the Visa
Approval Letter (VAL) issued by the Malaysia Immigration Department and get a Single Entry Visa from
the Malaysia Embassy / Consulate in your country before entering Malaysia. The fee and charges for
visa applications have to be paid separately from the tuition fee / registration fee. Please refer to Annex V
(i) for details on the visa application.
d. This offer is valid for ONE SEMESTER only. The last date for registration is 02 March 2023 (Thursday ) .

1. All information given in the application form shall be the truth. If there is any false declaration for gaining entry to
UTM, the University reserves the rights to immediately withdraw this offer at any time.

ANNEX II

HEALTH REQUIREMENTS FOR INTERNATIONAL STUDENT REGISTRATION

All new international students are required to undergo a comprehensive medical check­up at UTM Health Centre
before registration. Please read Table 1 and Table 2 carefully to make sure that you are free from serious diseases
and medical conditions that will prevent you from registering at UTM.

The most common diseases and medical conditions are HIV, Hepatitis B and C, Drug Abuse, and long term chronic
illnesses. There were cases where international students were not aware that they suffered from these diseases
until they underwent medical screening at UTM Health Centre. As a result, they were not allowed to register at UTM
and required to leave the country.

To avoid this problem, we strongly advise you to undergo a comprehensive pre­departure medical screening in your
home country.

UTM ENGLISH LANGUAGE REQUIREMENT FOR INTERNATIONAL STUDENTS

All international students who achieve the minimum score in the English language proficiency standards /
requirements set by the University can be admitted into a postgraduate programme. The score validity is of TWO (2)
years counting from the date of receiving it. Institutional based / prediction score (e.g. TOEFL / IELTS / others) is not
acceptable.

Term and Conditions of Study Fee* :

i.  For Taught Course and Mixed Mode students, 60% from Study Fee rate will be charge if total credit hours of
courses register per semester is equal or less than 12 credit hours.
ii.  For Mixed Mode students, full rate will apply for Disertation course OR register a Disertation course
together with another credit courses in same semester.
iii.  Related to Item (i), new student of Taught Course and Mixed Mode is required to pay tuition fee under full
rate of Study Fee. A refund will be process after course registration weeks is over, if total credit hours of
courses registered per semester is equal or less than 12 credit hours.
PAYMENT METHOD AND OTHER INFORMATIONS

1.  All Students are subject to UTM Rules (Student Financial). This regulation explains the terms & condition of
charge for Withdrawal from University, Deferment, Sponsorship and etc. It is accessible at MyUTM portal
(my.utm.my) and office of the Bursar website ((https://bursary.utm.my/pekeliling/2021)
2.  The above fees do not include Education Malaysia Global Services (EMGS) and visa charges.
3.  The University reserves the right to change the tuition fees at any time
4.  New Student is required to make full payment for first semester of Tuition Fees (Item 1.D) and Personal
Bond (Item 2). Sponsored student is required to email the sponsorship letter to Student Financial Section,
Office of The Bursar.
5.  There is No Cash payment / Debit/Credit Card swipe machine at the Bursar’s Department counter.
Payment via Cash Deposit Machine (CDM), ATM Transfer or Interbank/Instant Fund Transfer is Not
Allowed.
6.  Payment method as below. For future payment, student is advised to pay through MyUTM portal or
UTMSmart Apps once obtained UTMID.

your email address (please ensure you’ve entered valid & active email address). 
Additional Info on Flywire:

1.  Bank Transfer OR Debit/Credit Card as your payment options. Flywire will automatically display the
total amount in your local currency for the available payment options based on the country you select
to pay from.
i.  Bank Transfer ­ Please make arrangements with your bank (in person, online, or over the
phone) and send your funds to Flywire in your chosen currency. For online internet banking,
log in with your credentials to the selected online method and complete your payment to
Flywire.
ii.  Debit/Credit Card will allow you to make an online payment in your home currency. Unlike
traditional international credit card payments, Flywire handles the foreign exchange so you will
know the exact amount that will be deducted from your account before you make your
payment. Please note that debit/credit card payments are not available in every country.
2.  Flywire will then convert your currency and pay to UTM in MYR.
3.  Once payment process complete, you will receive a link in your email by Flywire that allows you to
track your payment and access your payment instructions. The status of your payment will be updated
once your funds have been received by Flywire and delivered to UTM.

GUIDE FOR VISA APPROVAL LETTER (VAL) APPLICATION

Complete your Scan and compile your documents listed in Annex V (ii) checklist accordingly.

Apply your student visa online through Education Malaysia Global Services (EMGS) at
https://educationmalaysia.gov.my Read the EMGS & UTM user guide before
creating an application. EMGS will invoice applicant after completed filling the online
STEP 2 application form. Please note that VISA processing fee may varies according to country.

You are able to keep track the status of your visa application [after one (1) week of
submission via https://educationmalaysia.gov.my. Immigration Malaysia will issue
electronic Visa Approval Letter (eVAL) which can be download at EMGS website after
STEP 3 approve of VAL. Once approved, please print the eVAL to obtain Single-Entry-Visa (SEV)
Track application status (refer step 4). It may take 4-8 weeks for VAL approval.

After eVAL can be downloaded, please apply for the Single-Entry Visa (SEV) at the
Malaysia Representative Office as stated in the eVAL. Countries without the Malaysia
Representative Office can obtain Visa on Arrival for Student (VOAS)* at VOA counter
STEP 4 located at Arrival Hall Airport/ Malaysia entry point.

NOTE: After approval of VAL & SEV, you may plan your travel. PLEASE PLAN TRAVEL ARRANGEMENTS
CLOSE TO YOUR RECEPTION DATE (i.e. 1-2 days before reception date).

Upon arrival in Malaysia, show your eVAL, SEV & Offer Letter to the Immigration officer.
The Special Pass will endorsed by the Immigration for 30 days. Within the 30 days
period of the Special Pass, you are required to complete the following step to obtain a
STEP 5 Student Pass sticker endorsement:-
(POST-ARRIVAL) 1) Report to UTM International Office (Block S19 for UTM JB or 8th Floor, Menara Razak for
UTM KL) for post-arrival medical check-up arrangement at UTM Health Center within 3 days
Registration at UTM and of arrival.
Student Pass 2) Register as student as stated at offer letter (SRAD for UTM JB or School of Graduate Studies
Endorsement for UTM KL).
3) Submit document for STUDENT PASS ENDORSEMENT within 7 days of arrival at UTM
International. Refer website https://www.utm.my/international/ for documents checklist .

NOTE: It should take 22 working days (or minimum 4 weeks) upon receipt of a complete
documents for student pass endorsement. The student pass application must get Supporting
Letter from EMGS prior submit to Immigration Department. If student exit Malaysia (for any
reason) after registration without complete the student pass endorsement, your VAL and SEV will
be VOID. You have to cancel previous VAL, apply new VAL and repeat the same process if you
required to obtain for student pass in future.
