RATIONALE
The State, through RA No. 7160, otherwise known as the Local Government Code of
1991, declares to provide for a more responsive and accountable local government
structure through a system of decentralization whereby local government units are
given more authority, responsibility, and resources. Further, these LGUs shall be
established as an accountable, efficient, and dynamic organizational structure and
operating mechanism that will meet the needs of its constituency.

Moreover, Section 1 of RA No. 9485, also known as the Anti-Red Tape Act of 2007,
which is amended to RA No. 11032, or the Ease of Doing Business and Efficient
Government Service Delivery Act of 2018, declares the policy of the State to promote
integrity, accountability, and proper management of public affairs; establish effective
practices that aim to efficiently delivery of government services; and promote
transparency through simplified process and requirements thereby reducing red tape
and expedite business and non-business related government transactions.

RATIONALE
The Department of the Interior and Local Government focuses on empowering local
government units to become sustainable development-oriented by committing to
taking the lead in sustainable and inclusive economic development. This is anchored on
the overarching mechanism of development of the updated Philippine Development
Plan 2017-2022 which leads in building a high-trust society.

Transparent, accountable, and efficient institutions enable the efficient delivery of


public services, which is critical in achieving healthy and resilient communities. In light
of the COVID-19 pandemic and measures taken to rehabilitate and recover the
economy, the government will accelerate its shift to digital platforms for citizen
engagement, service delivery, and accountability mechanisms.

Towards this end, there have been significant milestones which the Department, within
Region IX, has attained (more than 100% compliance rate in meeting its target) in
promoting the Ease of Doing Business and Efficient Government Service Delivery Act of
2018.

RATIONALE
In our continued pursuit to empower LGUs, the DILG IX will conduct further capacity
building interventions to 48 more LGUs that will strengthen the promotion of EODB at
the local level.

CONTEXT
There is still a considerable number of LGUs which should be trained on the updated
standards on BPCO and BPLS, Rationalization of Fees and Charges, and the
integration of Barangay Clearance in LGU permitting processes;
Provincial LGUs and a number of Cities/Municipalities and Barangays are yet to be
trained on the reengineering of LGU Systems and Procedures;
There are still LGUs which should be trained on the formulation of Local Investments
and Incentives Code and the 3-year Workforce Development Plan (WDP) through the
Strengthening Initiatives for Balanced Growth and Opportunities at the Localities
(SIBOL) Program; and
Due to human resources limitations in scaling up the capacities of LGUs, the DILG
lacks a sufficient number of experts to assist the LGUs in the promotion of EODB.

OBJECTIVES
The Creating Local Economic Advantages towards Inclusive National Growth in
Zamboanga Peninsula aims to enable the local government units to be committed in
taking the lead in sustainable and inclusive economic development and ensure
economic growth through improved business environment.

Specifically, the local government units are expected to:

1. Streamline business processing and permitting systems;


2. Reduce inequality in economic opportunities;
3. Revisit and create an assuring policy environment and investment climate;
4. Engage in a robust investment promotion strategy; and
5. Encourage innovation and adoption of new technology towards a digital
governance.

The Baselining Component will determine the current


realities on the ground in terms of streamlining business
procedures and creating an environment conducive for
growth. This will look into the current compliance of the
BASELINING local government units on various mandates stipulated in
the law.

Monitoring and Evaluation through the Annual EODB


Compliance Audit will focus on ensuring that capacity
development provided to LGUs are properly measured
and assessed in accordance with several performance
standards. This will look into how the local government

ROLES AND RESPONSIBILITIES OF
STAKEHOLDERS

Orient the external partners on the program direction;
Reiterate the respective roles of external partners as per existing policies
and issuances;
Reiterate the respective roles of LGUs as per existing policies and
guidelines;
Through the Regional Office, provide series of trainings and workshops in
coordination with identified external partners;
Through the Regional Office, provide financial support on several activities
such as honorarium; and
Through the Regional and Provincial Office, conduct an actual audit on
EODB Compliance.

ROLES AND RESPONSIBILITIES OF
STAKEHOLDERS
DICT, OBO, BLGF, DOLE, BOI, BFP, Representative from the
Business Sector
Attend consultative coordination meetings during the Planning,
Implementation, and Post-Implementation Phase;
Recommend experts who will serve as resource persons during the series
of capacity building interventions;
Strengthen LGU compliance on EODB policies and initiatives in
coordination with DILG IX through capacity development activities.

ROLES AND RESPONSIBILITIES OF
STAKEHOLDERS
Local Government Units
Ensure attendance of concerned local government functionaries in the
conduct of various capacity development interventions on EODB
compliance;
Allocate resources, both financial and logistics, for the implementation of
EODB programs;
Prepare and implement policies through an ordinance or orders in
accordance to the EODB Act and other related issuances;
Produce quality Workforce Development Plans and Local Investments and
Incentives Code by ensuring proper mobilization of local government
functionaries to gather necessary information for the formulation of these
plans.

WAYS FORWARD
The partnership will be formalized through the signing of
a Memorandum of Understanding on a date agreed by all
partners after the conduct of a consultative coordination
meeting.
