FASt-PACeD Barangays
FURTHER ACHIEVING STRENGTHENED PEOPLE’s
AGENDA CENTERED ON DEVELOPMENT IN THE
BARANGAYS

A Proposal

RATIONALE

Republic Act 7160, otherwise known as the Local Government Code of 1991,
provides that the barangays are the primary planning and implementing unit of
government policies, plans, programs, projects and activities. Through the
Barangay Development Council, barangays are mandated to formulate a
comprehensive and multi-sectoral development plan, where the budget of the
barangays must be anchored on.

The Barangay Development Plans ensure that the needs of the community are
addressed through the orderly implementation of programs, projects and
activities.

In the 2022 Barangay Development Council Functionality Audit, seven (7)


barangays in Zamboanga Peninsula failed to organize their Barangay
Development Council, 4% (80) have non-functional BDC and another 13%
(260) were rated to have Low Functionality.

Of the 80 barangays with non-functional BDC, twenty-nine (29) are in


Zamboanga del Sur, twenty-two (22) in Zamboanga Sibugay and twenty-three
(23) in Zamboanga City. On the other hand, Zamboanga del Sur has the highest
number of barangays with low functionality at eighty-two (82).

As of 2022, while one thousand eight hundred ninety-seven (1,897) or 99.63%


have fully organized their Barangay Development Council, only one thousand
one hundred twenty-one (1,121) or 59% of the total number of barangays with
BDC have approved Barangay Development Plans (BDP).

Furthermore, it can be noted that even for those barangays with Barangay
Development Plans, issues are likewise noted, to wit;
1. The formulation process of some of the BDPs does not employ a multi-
sectoral approach (most of the time, only one or two persons are
involved in the drafting of the plan
2. The BDPs formulated does conform with the desired standard based on
existing guidelines;
3. BDPs most of the time is not responsive to the actual needs of their
constituents and the PPAs identified does not directly address the
existing gaps;

On top of all these realities in the ground, it is apparent that in certain areas in
the Peninsula, some Barangays have failed to maximize BDC as an avenue to
create a blueprint for development

PROGRAM OBJECTIVES

General Objective

The Program aims to enable the barangays to become genuine partners in local
development, pushing a development agenda responsive to the needs of the
people.

Specific Objectives

The project specifically aims to:


a. Determine baseline data and develop support mechanism to enable the
smooth implementation of the program;
b. Strengthen the existing organizations of the Barangay Development
Councils of the target barangays, ensuring the availability of reliable
platforms on citizen participation;
c. Assist the barangays in coming up with a comprehensive and
participatory situation analysis and identify the development issues of
the barangays;
d. Assist the barangays in the formulation of multi-sectoral and enhanced
development plans and other blueprints to outlining the path to progress;
e. Provide a platform where barangay-based issues are mainstreamed to
the agenda of the higher LGUs and the national government
f. Monitor and evaluate the progress in performing key mandates and the
execution of the development plans;
TARGETING MECHANISM AND TARGETS

Targeting the Barangays for the Program shall take into consideration the
following criteria:

● The Barangay is certified as geographically-isolated and disadvantaged


barangay by the Department of Health or situated in an island where
access remain a challenge;
● The Barangay was rated as Non-Functional, Low-Functional or with no
Organized BDC under the 2022 BDC Functionality Assessment;
● The Barangay does not have a valid Barangay Development Plan;
● Barangay is located in an LGU which is under the Quadrant 3 of the LGU
Segmentation Framework (Low Capacity - Low Performance)
● Barangay is located in an LGU which is 4th-6th Class Municipality;
● The LGU where the barangay is located is not included in the 2022 and
2023 RCSP Targets;

PROPOSED TARGETS

Based on the set criteria, the program will target forty (40) barangays from eight
(8) cities and municipalities in Region IX IN 2023. Below is the breakdown:

PROGRAM FRAMEWORK

PROGRAM COMPONENTS AND SUB-ACTIVITIES


Component 1 - Baselining and Pre-Work

The first component will focus on determining the current realities in terms of
the barangays’ compliance to the legal requirements through the Barangay
Development Functionality Assessment which profiles the barangays using
sets of indicators.

Using other criteria, the result of the BDC Assessment will help narrow down
the list of barangays which shall be prioritized by the Program. In principle, non-
functional and low functional BDCs will be on top of the priority list, in
consideration with the other criteria.

Furthermore, in preparation for the succeeding components, the first


component will likewise endeavor to expand the existing pool of trainers on
Barangay Development Planning through the conduct of Training of Trainers.

Component 2 - Strengthening Institutional Capacities

As we understand that citizen participation plays a crucial role in mainstreaming


development in the barangays, Component 2 will endeavor to strengthen the
institutional capacities of the barangays and ensure that the institutions provide
an avenue for the participation of the civil society organizations and the private
sectors.

It will mobilize the DILG Field Officers to provide technical assistance to the
barangays in the organization of their respective Barangay Development
Councils through the conduct of Development in Barangay 101, a one-day
short course which will discuss the role of the barangays in the national,
regional and local development, long term and medium-term development
goals of the country, roles and responsibilities of the Barangay Development
Council and the other barangay-based institutions; and the codal avenues for
citizen participation.

Furthermore, identified CSOs in the BDC and BBIs will be capacitated on


Enhancing Effectiveness of CSOs in the LSBs using the existing modules
developed by the Support to Local Governance Program.

Part of strengthening the capacity of the barangays is by assisting them to


transition into becoming Digital Barangays. This will be done through the
implementation of the Barangay Integrated Governance System (BIGS), which
automates several processes in the barangays and will provide a rich source of
data which may be used in planning for development.
Component 3 - Understanding Local Situation

What makes the program unique is its incorporation of key learnings from the
other programs implemented by the Department. Through the Retooled
Community Support Program, we learned that a participatory community
diagnosis and issue identification must be done to extract the core issues
besetting the communities.

For target LGUs with RCSP Immersion Teams, they will be mobilized to
conduct the community diagnosis sessions in the community. However, for
LGUs yet to organize RCSP Teams, they must organize Community Diagnostic
Teams to initiate the actual immersion in the community.

Part of the strategy is to partner with Civil Society Organizations with deep
involvement on the target barangays, to assist in facilitating community
diagnosis. Partner Local Resource Institutes with Community Development
students may likewise be tapped to assist in the process.

In the end, the Community Diagnostic Team must be able to produce a report
containing the list of issues and a local situationer which is an input to the
succeeding component.

Component 4 - Setting the Direction

The fourth component is the core of this program as this will ensure that the
desired development agenda is formulated, institutionalized and executed
through the Barangay Development Plan.

Apart from the Barangay Development Plan, the program will likewise assist in
the formulation of the Barangay Capacity Development Agenda to ensure the
strengthening of the local institutions.

The program envisions all BDPs of the target barangays to be comprehensive


and inclusive. However, the barangay budget is limited and may have the
possibility that all PPAs identified in the plan will not be funded by the local
funds.

In this regard, the program shall likewise endeavor to communicate the BDPs
to the higher LGUs, NGA, and even congressional representatives, through the
Barangayanihan Forum. The forum will provide an avenue for the barangays to
convey to possible funding agencies the PPAs identified but could not be
funded or implemented by the barangays.
Component 5 - Sustaining the Gains

While the Program is reaching the barangays and assisting them in pipelining
development, there is a need to seek the support of the community and spark
interest in discussing development.

The banner program for this is the Layag sa Barangay, a discussion platform
to be conducted in the barangays where government, CSOs and other partners
discuss localized developmental issues and arrive at possible solutions
acceptable to all.

Layag will likewise be aired using various mediums - online, radio and TV - to
sustain the advocacy of cascading development to the barangays.

Component 6 - Tracking Progress

To ensure that the intents of the program is achieved at the the end of the
implementation cycle, a Monitoring and Evaluation Plan shall be formulated to
guide in tracking progress.

In doing so, there will be a City/Municipal BDP Technical Assessment


Committee (BDP TAC), composed of the City/Municipal Planning and
Development Coordinator (C/MPDC), concerned Department Heads or
representative, DILG Field Officer, and at least one (1) CSO representative.

This shall be organized and mobilized through the issuance of an Executive


Order to emphasize the role of the City/Municipal LGU as oversight partner of
the Provincial Government over its component barangays, to participate in the
Monitoring and Evaluation of approved BDPs, and to facilitate endorsement of
evaluation results to the Mayor as chair of the City/Municipal Development
Council.

Consequently, a Secretariat will likewise be established, composed of staff from


the C/MPDC, the number of which will be determined appropriately by the BDP-
TAC. The Secretariat will help with administrative preparation, coordination,
and documentation for BDP-TAC M&E sessions; consolidate results of the
evaluation; and upload scanned copies of pertinent documents which will be
made available to all concerned stakeholders.

Furthermore, to also ensure that the BDPs of the barangays are implemented
faithfully by those entrusted to implement, there is a need to establish a
monitoring mechanism which should be participatory, to remain consistent with
the principles of the program.
On a broader perspective, we have to also track the overall progress of the
barangays in terms of localizing developments through the Barangay
Development Index which will assess the barangays using universally accepted
indicators.

Outstanding barangays shall be provided incentives in the form of projects to


motivate them to sustain all the initiatives.

At the end of the year, there shall be a Program Implementation Review where
all the output of this component shall form part of the consideration in
recalibrating strategies for the succeeding implementation of the program.

A total amount of THREE MILLION, ONE HUNDRED THIRTY-FOUR


THOUSAND SIX HUNDRED PESOS (Php 3,134,600.00) is needed to
implement the program. However, THREE HUNDRED THIRTY-FOUR
THOUSAND SIX HUNDRED PESOS (Php 334,600.00) can be financed from
the 2022 SLGP Continuing Funds, the remaining funding requirement for
request to the Support to Local Governance Program (SLGP) is TWO MILLION
EIGHT HUNDRED THOUSAND PESOS (Php 2,800,000.00). Budget is
