8 ANNEX A
8.1 Job Description for the Resident Engineer (Ref No: Job-01)
Accountable to : Engineer
The staff shall be over-all responsible for the project inter-alia including:
Inspect facilities of the Supplier's and Contractor’s personnel as required by the Contract
Responsible in arranging regular meetings between the Contractor, Client and Supplier
Enforce works to comply with Works Contract
Prepare and submit reports as per the service contract.
Enforce works to comply with works contract,
Monitor environmental mitigation measures and follow up the implementation of alleviation
program for STD including HIV/ AIDS
In coordination with the site supervisory staff, provide on Job-Training to Employers personnel
Inspect the road and prepare defect lists and arrange joint inspection among parties for
provisional acceptance,
Issue substantial and final completion certificate to the contractor,
Inspect the road, monitor conditions of the road during defect liability period and arrange final
joint inspection among parties and prepare defect list guiding/supervising the work of key
personnel & support staff
Inspect the executed project works, during defect liability period and arrange joint inspections
among parties.

8.2 Job Description for the Deputy/Assistant Resident Engineer (Ref no JOB-02)

Ensure control testing and specifications, etc. are appropriate; and are included as part of
the Quality Assurance Plan to ensure a high-quality pavement is constructed.
Identify existing and where possible, likely future problems/issues that may affect the quality
of progress of the pavement works.
Provide expertise required to help resolve problems related to pavement or quality or
construction progress.
Identify and resolve and material related problems associated with quarry approvals, material
testing, approval of materials and mix designs, laying procedures, slump control specifications
etc.
Provide input to, and give final approval of, all aspects of the Quality Assurance Plan related
to the specification, testing, approval and use of materials and mix designs in pavement
construction.
Check and assist, as required, with the design equipping and organization of the contractor’s
site laboratories.
To establish and maintain site laboratory and testing procedures
To establish material control testing requirements to be followed by the Contractors
To establish and maintain a computerized database for the compilation of materials testing
results produced by the Contractors.

8.4 Job Description for the Geotechnical Engineer (Ref no. JOB -04)

Will carry out a complete preliminary geotechnical investigation for the project road,
which include sub-grade soils, and construction material sources investigation to approved
standards.
Shall carry out a general study after notifying ERA in advance about the field activities.
He will prepare program or schedule for the sampling and testing of the sub-grade soils and
construction material sources in accordance with the new ERA soil and material
investigation manual
He shall present the program to the client for approval.
Supervise ground investigation, testing and interpretation of results for the design of
structural foundations
Shall prepare the sampling and testing program for the sub-grade soils in accordance with
the new ERA soil and material investigation manual and shall present to the client for
approval.
Assess the slope stability in the project area and propose the necessary remedial measure
based on the findings.
Carry out detailed investigations regarding expansive soils that may be encountered and
propose measures
Identify problematic sub-grade soils and delineate their occurrence along the route in
station to station and shall perform all necessary tests for these types of soils
Will guide extensive field and laboratory testing and material description
Carry out sampling and laboratory testing, in-situ density and moisture content tests at an
appropriate interval

8.5 Job Description for the Highway Engineer (Ref no JOB -05)
Accountable to : RE
Check and monitor whether the construction is conducted following the drawings.
Carry out design review and changes during construction and work with the surveyors in
setting out the project's axis.
Supervise the preparation of additional drawings as necessary for the correct construction
of the project.
Inspect the road alignment and grade at frequent intervals to verify conformance to plans.
Review on the working drawings and "as-builts" submitted by the Contractor.
Guide the surveyors and Inspectors as necessary to ensure that the road conforms to line
and grade.
Guide the verification of earthwork and pavement layer quantities.
Prepare the final drawings for the project road after completion of the construction work.
Assist with the preparation of progress reports and in the review of Contractor payment
applications.

8.6 Job Description for the Structural Engineer (Ref no JOB -06)
Accountable to : RE/ARE
Carry out condition surveys on structures to determine changes in design and quantities.
Responsible for review of all structural analysis, make design, drawings and quantities for
Bridges including minor drainage structures.
Participation in QA team to prepare suitable QA guidelines.
Review standard drawings and the associated calculation of standard culverts.
Set inspection and testing requirements/procedures to be used by the Structural
Inspector.
Conduct a regular inspection of structural; layout and construction activities.
Prepare, inspect, control, educate, etc… related inspection guidelines and checklist.
Inspect at periodic intervals (and as called for) to solve problems concerning major and
minor drainage structures for the proper interpretation of design drawings.
Prepare working paper for the Employer’s review in case of major changes in design
and/or major deviations from standards.
Keep detailed records of all structural works in hard copies and soft copies as necessary.
Review and comment on the working drawing & as-built drawings of drainage structures
submitted by the Contractor.

8.8 Job Description for the Claims Expert (Ref no JOB -08)

Review the entire Civil Works Contract and the Service Contract, for suitable
recommendation, amendments, omission, etc… as necessary, to fever the contracting
parties and insure a workable and as much is possible dispute free legal contract.
Make site visits as requested by ERA to become familiar with any condition that are giving
rise to delays, claims for disputes.
Make recommendations to prevent claims/disputes or to resolve issues before they
become serious points of dispute and hinder the timely implementation and achievement
of the project goals.
Review contractor application for time extension and claims for additional compensation,
and prepare reports describing the analysis and indicating the correct resolution according
to the contract
Assist ERA, as requested with attempts at amicable settlement of disputes directly with
the contractor

8.10 Job Description for the Right of Way Management Specialist (Ref no JOB -10)
Accountable to : RE /ARE
Ensure that the compensation rates, amounts and quantities that are determine by the
rate establishing Committee are fair, correct and as per the relevant applicable laws and
regulations.
Translate data from ROW documents into the land management software database which
will be developed by the Employer in the future:
By liaising with the relevant utility provides, Woreda and Zonal administration offices,
resolve the complains that are raised by the community.
Provide training and awareness creation sessions to all the relevant stakeholders, Woreda
Officials, utility providers, compensation Estimation Committee members, to the
community and other relevant organs.
Ensure the establishment and the well-functioning of the relevant complaint redress
mechanisms for the relocated persons in cases where they have reservation on the
compensation due and/or the overall compensation process.
Prepare Right of Way removal master, yearly, quarter and monthly plans and
accomplishment reports. Besides, the consultant is required to revise and update the plans
so as the cater the encountered slippages in the program of the Work. Furthermore, the
Right of Way report is supposed to highlight the encountered problems, the way forward
and other issues that require the employer’s immediate attention and response.
Prepare monthly, quarterly and yearly Right of Way budget forecasts for budgetary
purposes. The forecasted Right of way budget shall as soon as possible to detailed and
proxy to the disbursement in order to avoid a budget deficit.
Request the utility organs and the Woreda Administration to remove the properties and
utilities that re found within the Right of Way limit.
Closely follow-up and coordinate the removal of properties and utilities lines that are
found within the Right of Way prism.
Measure, count and wittiness the properties that are found within the Right of limit
Verify the right of way compensation which is estimated by the Compensation Estimation
Committee and forward the same to ERA so as to process and effect the payment.
Hand over the project site which is free of obstruction is to contractor for the subsequent
construction operations.
Support the compensation estimation and the Grievance Redress Committees as well as the
Zonal and the Woreda Administration in undertaking their assignments in relation to the
overall right of way relocation activities.
Facilitate Transportation to the compensation Estimation Committee from the vehicles that
are assigned to the Engineer so as to assist t them in undertaking their assignment swiftly.
Ensure that the property removal and the relocation processes have the lowest possible
impact and devise livelihood restoration mechanisms in consultation with Woreda and Zone
administration.
Prepare the necessary formats, guidelines and manuals that are the relevant for the Right
of Way removal.
Device a mechanism to improve or at a minimum restoring, the livelihoods and standards of
living of displaced (physically or economically_ persons to pre-project levels subject to the
methods to be approved by the Employers.
Livelihood restoration activities must be implemented with disclosure of information,
consultation and the informed participation of the Affected people.
Devise a mechanism which will improve the standards of living of the displaced poor and
other vulnerable groups.
Monitor and assess livelihood restoration outcomes, their impacts on the standards of living
of displaced person, and whither the objectives of the livelihood restoration plan have
been achieved by taking into account the base line conditions and the results of livelihood
restoration monitoring, and disclose monitoring reports.
Assist project affected people in their efforts to improve their livelihoods and standards of
living or at least to restore them to pre-project levels or to levels prevailing prior to the
beginning to project implementation. This includes assistance to the affected people with
an independent livelihood restoration activity including economic activities that the
affected people initiated without project support to restore their livelihood and feasible
alternatives that could provide sustainable livelihood options for the affected people.
Devise a focus group consultation discussion to reach on the mechanism on how to treat
the livelihood restoration. In this regard, the consultant is supposed to treat severally
affected peoples and significantly affected people separately for separate treatment.
Promote the role of the project to the community specifically and the country at large
thereby creates and devises a mechanism to create a sense of ownership by the
community.
Engage the Affected people and local government in order to discuss the details of re-
location.
Prepare a detailed stakeholders engagement plan.

8.11 Job Description for the Road Safety and Audits Specialist (Ref no JOB -11)

Prepare a plan and activity schedule for the road safety assessments and inspections
Prepare checklists for road safety assessment, inspections and recording of deficiencies
identified
Review of Pre-construction phase Road Safety Audit Carried out as part of the project
design:
Assess the project from the completed design plans and Review the Geometric design of
the road for Road Safety Aspects;
Review previously recorded road safety deficiencies;
Review the Road Safety Measures incorporated and proposed in the design of the road. This
shall be carried out upon review and further investigation of the latest road safety
statistics, with particular attention at the national and regional level (as appropriate), and
by showing in category fatalities and serious injuries due to road traffic incidents.
Identify and review the locations of all the schools along the length of the designed road,
and sections of higher pedestrian concentration along the road, both for crossing points,
and where pedestrians walk along the road. Review the safety measures incorporated for
such points and other accident black spot areas.
Prepare a special report for “review of road safety audit” of the design of the road with
necessary improvements of the safety measures, for consideration in further optimization
and changes in geometric design. Record road safety deficiencies and recommend remedial
measures in harmony with other revisions/changes made on the design.
Carryout Evaluation of Road Safety During Construction Phase:
Both During the Road Works& At completion of Construction (Pre-opening for Traffic):
Assess the project from the construction Plans (latest design plans), for potential road
safety risks; i.e. the assessment must go beyond assessing the conformance to standards.
Assess the project by inspecting the site, both during day and night conditions
Observe the site during peak and off-peak operating conditions;
Conduct safety inspections under adverse weather conditions such as fog, rain, snow, etc
(as appropriate), if the opportunity arises
The assessment must be conducted along all approaches from the perspective of all the
relevant different road users
Record all road safety deficiencies that are identified, completing the agreed checklist.
Make review/analysis of crash/accident history based on available information.
Prepare a special road safety audit report; which will also form part of the relevant
progress report of the consultant.

8.13 Job Description for the Senior Surveyor (Ref no JOB -13)
Accountable to : RE/ARE/SE/HE
Identify all survey ground control stations (beacons and bench marks) which have been
established by the design Supplier.
Check & Verify the accuracy of survey ground data
Assist existing utilities & compensation within the ROW, if any
Establish the damaged, altered or missing survey control stations.
Perform all surveying activities
Check contractors survey results of setting outs, lines, levels and cross sections and
conduct joint construction surveying as required
Check other survey results and accept or reject and recommend improvements
Record daily survey progress & data
Carryout surveys to verify the As-built drawings prepared by the contractor
To check with the Contractor surveys of existing ground levels, existing features and
obstructions prior to the commencement of the works and to assist the Engineer with the
processing of data obtained from such surveys.

stages of construction in order that interim and final measurement of the works can be
evaluated.

8.16 Job Description for the Laboratory Technician (Ref no JOB -15)

Perform sampling and testing on sources of materials, stock piles and finished
works
Inspect all Laboratory tests such as tests for sub-base, base course, Fill material,
Sand, Aggregate tests, Structural Foundations, Asphalt & report to PME/ARE/RE
Inspect & supervise contractor’s field laboratory tests
Check and follow-up Contractor’s laboratory results
Review Soils/Materials Sources
Will assist in the setting up of the site laboratory
Perform routine and accidental tests on materials and finished works based on the
predefined sapling and testing guidelines
Monitor (or jointly carryout as appropriate) all the necessary tests

Follow up all activities on the site and keeping daily dairy of the daily activities
including daily progress of works, delays, weather, personnel, equipment
Inspection of Earthworks, back slopes, benching and Inspection of Embankment and
pavement works including proper compaction, placing, layer thickness, appropriate
moisture contents are being used,
Classify the type of excavation i.e. the common, intermediate, rock and boulder
excavation.
Ensure that safe construction methods are practiced by the contractor; appropriate
and bold road signs, proper working gear for workers, sufficient flagmen to direct
traffic, dampen the road to reduce dust, etc.
Submit daily report to the RE/ARE
Assist in the safety of the public by regularly checking and monitoring the Contractor’s
traffic management arrangements and to promote safe working conditions for all staff
and operatives engaged on the Contract.
To watch over the execution of construction work to ensure compliance with the
drawings, specifications, safety and environmental provisions.
