Call for National Consultant for the Execution of the

Ethiopia Technology Needs Assessment (TNA) Project

To support and facilitate the TNA process in Ethiopia, the Federal Democratic Republic of
Ethiopia Environmental Protection Authority/EEPA is seeking to hire a National consultant
for the execution of activities in relation to

a. Climate change mitigation in the Livestock and Forestry sectors;

b. Climate change adaptation in the Agriculture and Water sectors.

The national consultant will work under the direct supervision of the National TNA
Coordinator. Applicants may apply for one or both of the above-mentioned positions in
accordance with their qualifications.

Background to the assignment

The current Global TNA Project, deriving from Window (i) of the Strategic Program on
Technology Transfer is designed to support developing countries to carry out Technology
Needs Assessment within the framework of the UNFCCC.

The main objectives of the project are:

To identify and prioritize through country-driven participatory processes, technologies that

can contribute to the Mitigation and adaptation goals of the participant countries, while
meeting their national sustainable development goals and priorities (TNA).

To identify barriers hindering the acquisition, deployment, and diffusion of prioritized

technologies.

To develop Technology Action Plans (TAPS) specifying activities and enabling frameworks to
overcome the barriers and facilitate the transfer, adoption, and diffusion of selected
technologies in the participant countries.

Duration of assignment: 4 months starting from the date of signing of an agreement.

Application deadline: fifteen consecutive days starting from the advertisement date of the
post in the Newspaper and on the 16th at 4:00 am the bid will be closed and it will be
opened officially at 4:30 am.

Required documents: CV, relevant references, documents that describe how you would
provide the required support, and a breakdown of the costs. Bidders should have valid and
renewed trade and registration licenses for the current year. Moreover, bidders should have
VAT and TIN certificates.

• Potential bidders can obtain a complete set of bidding documents from the EPA, Finance,
and Procurement Department, 4th Floor, office no. 408 during office hours from 8:30 am to
12:30 am and in the afternoon from 1:30 pm to 5:30 pm (Monday to Friday) upon payment
of a non-refundable fee of 200 (Two hundred) birr only.

All bids must be accompanied by a bid security of 100,000 (hundred thousand) birr in
the form of CPO for the bid amount of more than 200,000 ETB.

Interested applicants can submit their adaptation and mitigation technical and financial
proposals separately at the aforementioned address.

EPA reserves the right to reject all or part of the bid.
