In line with the objectives of the Supervised Industry Learning (SIL) and to promote
the program to TVIs and partner enterprises, these guidelines shall be adopted and
supersedes TESDA Circular No. 089 series 2019 and special provisions on SIL of
TESDA Circular No. 107, Series of 2021:

I. BACKGROUND AND RATIONALE

TESDA recognizes the importance of exposing TVET learners in the actual


workplace to further enhance acquired competencies from institution-based
learning through the application of soft or life skills and technical skills.
Exposing TVET learners to the world of work through sufficient industry or
workplace experience before graduation prepares them to be work-ready.

In the list of promulgated Training Regulations (TRs), only a few TVET


programs were provided with SIL. TESDA Circular No.089, Series of 2019,
was issued to provide implementing guidelines for SIL.

Consequently, TESDA Board Resolution No. 2021-34 endorsed TESDA


Circular No. 107, Series of 2021, which provides the Omnibus Guidelines on
TVET Program Registration. The guidelines include the mandatory
requirement of SIL for all WTR-registered programs. Further, it required SIL
for all registered No Training Regulation (NTR) TVET programs with more
than 100 hours of training duration. Language-registered programs were
exempted from the implementation of SIL.

After more than one (1) year of implementation, there is a need to address
operational issues and concerns raised by private and public TVIs, and
comments and recommendations from the participating enterprises. This
motivated the review of the existing SIL and pertinent guidelines and
alignment with the Philippine Qualification Framework (PQF) level descriptors
towards endorsement of flexible SIL guidelines.

II. SCOPE AND COVERAGE

These guidelines shall only apply to WTR programs with NC levels III and IV
and PQF Level 5 (Diploma) program. It also include exemption of identified
NC levels III and IV programs from the implementation of SIL due to their
hazardous and risky working environments.

III. OBJECTIVES

These implementing guidelines generally aim to enhance and strengthen the


implementation of SIL among private and public TVIs.

Specifically, the guidelines intend to:


1. Identify the PQF levels and programs that require SIL;
2. Address issues and concerns encountered during the implementation of
SIL; and
3. Align administrative, technical, and operational policies related to SIL.

IV. DEFINITION OF TERMS

The following terminologies used in this Circular are defined as follows:


• Authority — refers to Technical Education and Skills Development
Authority.
• Certificate of SIL Completion — refers to a document bearing the name
and address of the institution where the learner is enrolled, signed by the
industry trainer-supervisor and the authorized HR personnel as proof of
acquisition of competencies required in the workplace under the
Supervised-Industry Learning (SIL) program, this certificate reflects the
number of SIL training hours and the competencies acquired by the
learner.
• Competency-Based Curriculum (CBC) — refers to the specifications for
a program or module, which describe all the learning experiences a
learner undergoes. It generally includes learning outcomes, contents,
conditions, methodologies, and assessment methods. It specifies
outcomes consistent with the workplace requirements defined in the TR or
based on industry or community consultations and/or supported by a
demand or employability study for NTR (No Training Regulations) (2017
TVET Glossary of Terms).
• Competency Standards (CS) — refers to the knowledge, skills, and
attitudes/values required for competency performance in the workplace.

• Duration of Training — the training period or the nominal duration of the
SIL as specified in the Training Regulations for WTR programs;
• Industry Coordinator — refers to an employee of a TVI, preferably with
exposure in conducting skills training, who ensures that the institution has

sufficient partnerships with enterprises/companies/establishments to


provide venue/s for SIL.
• Industry Trainer — designated by the partner enterprise to conduct the
training in the workplace for individuals or groups undergoing SIL.
• Job Shadowing - It is a school-supervised career exploration activity
wherein trainees visit worksites and "shadow" employees as they perform
their jobs. Job shadows emphasize observing the workplace, not
participating as productive workers. The job shadow provides trainees a
meaningful introduction to the world of work and provides a context for
understanding the relationship and interaction between the competencies
taught in the training institution and the workplace
• Learner — also referred to as a trainee who participates in the learning
activities in SIL to enhance competencies initially obtained from an
institution-based training.
• Memorandum of Agreement — refers to a legal instrument indicating the
agreement signed by authorized representatives of both TVI and partner
enterprise; notarized and shall set forth, among others, the following
(please see Annex B: Sample Memorandum of Agreement) contents as
part of the provisions or attachment to the MOA:
a. Nature and objective/s of the training;
b. Training Plan that contains the competencies to be obtained by
learner/s in the partner enterprise;
c. Commencement and duration of training;
d. Normal daily training hours in the partner enterprise;
e. Obligations of the parties;
f. Insurance coverage of the learner;
g. Relationship between the learner and the enterprise;
h. Performance monitoring and evaluation system of TVET learners;
i. Conditions for the termination of MOA; and
j. Repealing Clause
• Partnership — refers to the relationship between the TVIs and the
enterprises (industrial, agricultural, business, and offices, whether public or
private) mutually agreeing through a Memorandum of Agreement (MOA) to
cooperate and participate in conducting SIL.
• Pre-Deployment Orientation Program — refers to an orientation in the
TVI, conducted by the Industry Coordinator prior to the deployment of
Learners to the workplace, intended to guide the Learner in undertaking
learning activities in a partner enterprise. Ideally, the representatives of the

partner enterprises are present during the orientation.


• Progress Chart — refers to a monitoring tool for the individual
accomplishments of Learners based on the SIL training plan. This is
accomplished and monitored by the TVI trainer and the Industry
Coordinator of the training institution. Data on the Progress Chart should
be synchronized with the data in the Trainee's Record Book (please see
Annex C: SIL Progress Chart).
• SIL Learner Induction — refers to an orientation conducted at the
workplace of a partner enterprise by the industry trainer prior to actual SIL,
intended to guide the learner in undertaking learning activities in the
workplace.
• Supervised Industry Learning (SIL) - refers to an approach in learning
designed to complement the training gained in the institution to enhance
the knowledge and skills of a Learner through the actual application of
critical competencies in the workplace as identified in the Training
Regulations. It is commonly used as synonymous for On-The-Job training
(OJT) and Supervised Industry Training (SIT); henceforth, for TVET, the
term OJT and SIT will be replaced with SIL to focus on the Learner's
enhancement of critical competency in a workplace setting.
• Supervised Industry Learning (SIL) Training Plan — refers to a
documented schedule of the actual exercises in the workplace to be
undertaken by the Learner specifying the knowledge, skills, and attitude to
be enhanced. The TVI Trainer, Industry coordinator of the TVI, and
industry trainer/ supervisor, collaboratively develop SIL Training Plan.
• Trainee's Record Book (TRB) — refers to a record of all
accomplishments/tasks/activities of a Learner while undergoing training in
the industry (2017 TVET Glossary of Terms) (Please see Annex E:
Sample Training Plan).

V. GENERAL GUIDELINES

To address the objectives of this Circular, the following guidelines for SIL are
hereby provided:

1. SIL shall not be mandatory in the delivery of all WTR programs with NC
levels I and II;

2. The Training Regulations for WTR programs under NC levels III and IV
shall include and indicate the duration of SIL;
3. The Competency-Based Curriculum for NC levels III and IV and PQF Level
5 (Diploma) programs developed by the institution shall indicate the
duration and schedule of implementation;
4. The implementation of SIL for PQF Level 5 (Diploma) programs shall be
scheduled during mid-year term of the academic year;
5. Trainees/learners shall be at least fifteen (15) years of age at the start of
SIL. Implementation of these programs, however, shall remain to be in
accordance with the Labor Code of the Philippines and other existing
applicable rules and regulations;
6. The conduct of SIL shall be carried out in accordance with a documented
agreement (i.e., MOA, see Annex B) between a TVET provider and a
partner enterprise;
7. All learners in a batch shall be deployed either in groups or individually to
partner enterprises or in an environment where actual workplace/business
experiences transpire upon completion of the Institution-based learning;
8. All TVET providers are required to establish a sufficient number of partner
enterprises per registered TVET program for the effective implementation
of the SIL;
9. A Training Plan (Annex E), collaboratively designed and implemented by
the TVI Trainer and/or Industry Coordinator of the TVI and industry trainer/
supervisor, shall be required as part of the MOA between the TVI and
partner enterprise;
10. Any provisions of incentives such as daily allowance, food,
accommodation, transportation, and insurance, among others, to be
provided by the partner enterprise/company for the learners shall be
indicated in the MOA between the TVI and the said partner
enterprise/company;
11. As a matter of policy, the TVI and the Partner Enterprise MUST ensure
that no other expense shall be collected from the Learners during the
conduct of the SIL;
12. SIL shall not affect the absorptive capacity of the TVIs. The classrooms/
workshop areas may be used for a new batch of training while SIL is
ongoing;
13. For bundled programs, the learner shall undergo SIL for at least one (1)

qualification;
14. The following NC levels III and IV programs shall be EXEMPTED from SIL
implementation:
14.1 TRAINING PROGRAMS
14.1.1 Selected training programs related to health and wellness,
transport services, and hazardous and risky working
environments (Annex A, List of Programs exempted from
SIL); and
14.1.2 Training programs classified under DTS, In-Company
training, and Apprenticeship.
14.2 TRAINEES/ LEARNERS
14.2.1 Persons Deprived of Liberty (PDL) who are still serving their
sentences even after completing the training program;
14.2.2 Learners of NC levels III and IV programs who completed
the Institution-based learning component with ready-
employment and approved employment contract (both local
and overseas);
14.2.3 Enrolled Workers/ entrepreneurs/ returning OFWs with work
experience relevant to the upskilling program for NC levels
III and IV, subject to submission of proof of employment);
14.2.4 Those who are physically and mentally incapable of
completing the SIL due to medical reasons, subject to
submission of a Medical Certificate;
15. The TVI shall assess, determine, and document learners who are qualified
for the exemptions based on the provisions of these guidelines;
16. The TVI shall implement Job Shadowing or a one-time industry/work site
visit for learners enrolled in the TVET programs with NC levels I and II for
their exposure in the actual work setting;
17. TVI shall award a Certificate of Appreciation/ Recognition to their Partner
Enterprise/Company during institutional events in recognition of the latter
for their active participation in SIL; and
18. The TVI shall issue the Certificate of Training to the learner after
completing the SIL with the enterprise.

VI. ROLES AND RESPONSIBILITIES OF KEY PERSONNEL IN THE


IMPLEMENTATION OF SIL

A. TVI Trainer

The TVI trainer shall have the following responsibilities:


1. Collaborate with Industry Coordinator in identifying the partner
enterprises that could provide the skills training requirements of the
qualification based on the designed Competency-Based Curriculum
(CBC);
2. Work with the Industry Coordinator in increasing/maintaining the
sufficient number of partner enterprises per qualification;
3. Ensure that all learners are ready for deployment to partner enterprises
per schedule in the Training Plan;
4. Collaborate with Industry Coordinator and Industry Trainers in
preparing the Training Plan, TRB, and Progress Chart;
5. Conduct monitoring of the learner's in-company progress and condition
on a weekly basis and counter-check with the Progress Chart; and
6. Consolidate and prepare a report on the SIL result and each Learner's
institutional assessment.

B. Industry Coordinator

The Industry Coordinator is expected to perform the following


responsibilities:
1. Ensure that all learners in a batch shall be deployed either in groups or
individually to acquire the competency through actual training in a
partner enterprise or in an environment where actual
workplace/business transpires by facilitating partnerships to a sufficient
number of enterprises per program;
2. Ensure that partner enterprises have jobs/ tasks or work processes
relevant to the qualification being trained for;
3. Facilitate the signing of MOA between the TVI and the partner
enterprises;
4. Facilitate the development of the SIL Training Plan in collaboration with
the TVI trainer and the Industry Trainer/ Supervisor;
5. Conduct Pre-Deployment Orientation Program for learners prior to
deployment to partner enterprise;
6. Maintain contact/ communicate with learners regularly for feedback on
their respective assignments to validate and address complaints/

concerns of both parties, if any;


7. Monitor the learners and attend to issues accordingly by coordinating
with the partner enterprise, TESDA, and other concerned government
authorities, as necessary;
8. Ensure that the provisions of the MOA are properly implemented and
coordinated with the partner enterprises;
9. Ensure that the Training Plan is implemented as agreed upon with the
enterprise/s; and
10.Consolidate SIL evaluation reports and facilitate post-SIL meetings
among partner enterprises for feedback on learners' performance.

C. Industry Trainer

The Industry Trainer is expected to perform the following responsibilities:


1. Work closely with the Industry Coordinator and TVI trainer in the
development of the Training Plan;
2. Conduct SIL induction program for learners;
3. Assign learners to work areas/stations as required in the agreed SIL
Training Plan;
4. Mentor/ coach learners in the workplace;
5. Monitor and evaluate the performance of learners based on the agreed
SIL Training Plan;
6. Ensure that the learners record accomplishments in their respective
TRB;
7. Evaluate the learner's behavior and attendance; and
8. Endorse the names of learners to the company's HR who completed
the SIL and ensure the issuance of a Certificate of Training Completion
to each learner upon completion of the SIL. (please see Annex F:
Sample Certificate of Enterprise Training Completion)

D. Learner

The learner undergoing SIL must be officially enrolled in an UTPRAS-


registered program. The learner must be at least 15 years of age from the
start of his/her SIL and submit a Medical Certificate issued by a
Department of Health (DOH) accredited clinic or hospital, indicating that
he/she is in good health, physically and emotionally fit.

The learner is responsible for the following:


1. Always observe discipline and right conduct;

2. Wear the appropriate dress code and PPE as required by the


company;
3. Avoid illicit activities such as but not limited to:
3.1. gambling;
3.2. carrying of deadly weapons;
3.3. loitering;
3.4. vandalism;
3.5. drinking intoxicating beverages while at work or within the
premises of the enterprise;
3.6. illegal drug activities; and
3.7. immoral sexual activities.
4. Accomplish the following documentation and submit reports and other
requirements regularly:
4.1. Daily Time Record/Report
4.2. Trainee's Record Book (TRB)
5. Act in accordance with the workplace behavior to keep TESDA's and
TVI's institutional reputation and integrity; and
6. Complete the attendance to the agreed SIL program. Suppose the
learner needs help to complete the SIL. In that case, the learner must
inform the Industry Coordinator in writing of the reason for the
premature termination of the SIL program at least 3 working days
before the last day of the SIL program.

VII. DURATION OF SUPERVISED INDUSTRY LEARNING

1. The TVET provider shall implement the duration of the SIL indicated in
the Training Regulations;
2. SIL shall be implemented for TVET programs with an unspecified SIL
duration in the TRs and NTRs following the duration matrix below:

VIII. ASSESSMENT OF LEARNING

1. The National Competency Assessment of the qualification shall be


mandatory right after the completion of the Institution-based learning
component; and
2. The industry trainer shall assess learning for the SIL. The results of which
shall be reflected in the Trainee's Record Book.

IX. OUTLINE OF SIL PRE-DEPLOYMENT ORIENTATION PROGRAM

The Industry Coordinator of the TVI shall conduct Pre-deployment Orientation


Program for the learners prior to the SIL that covers the following:
A. SIL rules and regulations;
B. Required reports;
C. Expected behavior;
a. Safety in the workplace;
b. Work ethics;
c. Confidentiality in the workplace;
D. Effective conflict resolution and teamwork;
E. Terms and conditions of the Memorandum of Agreement

X. SIL INDUCTION PROGRAM

The SIL Induction program shall be conducted by the Industry Trainer at the
actual workplace with the following details:
A. Company profile:
a. Company policies
b. Nature of business
c. Workstations in the workplace
d. Employment opportunities
e. Management styles
f. Organizational structure

B. Expected behavior
a. Safety in the workplace
b. Work ethics

XI. PROVISION OF CAPABILITY ENHANCEMENT ON INDUSTRY


COORDINATION AND PARTNERING NEGOTIATION

The National Institute for Technical Education and Skills Development


(NITESD) shall facilitate the provision of capability enhancement programs
related to industry coordination, learning facilitation programs in the
companies, and developing the SIL Training Plan, among others, to
strengthen the TVIs' capability in SIL implementation.

XII. PROXIMITY OF PARTNER ENTERPRISES TO THE TVIs

TVIs should give preference to partner enterprises within the province/ region
when deploying Learners for SIL. In case of lacking or unavailable enterprises
within the province/ region, the enterprise/s located in the most proximate
province/region should be preferred.

XIII. MONITORING AND REPORTING

1. The TVI implementing SIL shall submit the list of TVET programs with SIL
programs and partner enterprises/companies to their respective Provincial
and Regional Offices;
2. The RO/PO/DO shall monitor and submit a list of TVIs implementing SIL
with partner enterprises/companies to ROMO;
3. NITESD shall prepare an evaluation report after the pilot implementation
period of these guidelines; and
4. The training program (WTR/NTR) conducted by the Institution shall be
reported as an Institution-Based Training Program.

XIV. TRANSITORY PERIOD

The Omnibus Guidelines for SIL shall pilot-run for one (1) year upon approval.

During the pilot implementation, the following shall be considered:

1. The requirement for SIL as provided in the Omnibus Guidelines for


Program Registration (TESDA Circular No. 107, S.2021), particularly in
Sec. IV, No. 6 shall be suspended for NC levels I and II, except for NC
levels III and IV programs;
2. New programs for registration for NC levels I and II during the pilot
implementation of the guidelines shall not require the implementation of
SIL.

XV. SEPARABILITY CLAUSE

If and when, for any reason, a provision of these guidelines is amended,


declared unconstitutional, or contrary to the law, the other parts or provisions
hereof which are not affected thereby shall continue to be in full force and
effect.

XVI. EFFECTIVITY

This Circular shall take effect as indicated and supersede previous issuances
or part/s thereof inconsistently.

Witnesseth:

The parties hereby bind themselves to undertake a Memorandum of Agreement for the purpose
of supporting the TVI Supervised Industry Learning (SIL) for Learners under the following terms
and conditions:

TVI:

1. The TVI shall be responsible for briefing the Learners as part of the TVI's TIP and Job Induction
Program;

2. The TVI shall provide the learner undergoing the SIL with the basic orientation on work values,
behavior, and discipline to ensure smooth cooperation with the PARTNER ENTERPRISE;

3. The TVI shall issue an official endorsement vouching for the well-being of the Learner which
shall be used by the PARTNER ENTERPRISE for processing the learner's application for SIL;

4. The TVI shall voluntarily withdraw a Learner who is found to misbehave and/or act in defiance
to existing standards, rules, and regulations of the PARTNER ENTERPRISE and impose
necessary TVI sanctions to the said learner;

5. The TVI through its Industry Coordinator shall make onsite visit/follow ups to the PARTNER
ENTERPRISE during the training period and evaluate the Learner's progress based on the
training plan and discuss training problems;

6. The TVI has the discretion to pull out the Learner if there is an apparent risk and/ or exploitation
on the rights of the Learner;

7. The TVI shall ensure that the Learner has an on-and off the campus insurance coverage within
the duration of the training as part of their training fee.

7. The TVI shall ensure Learner shall be personally responsible for any and all liabilities arising
from negligence in the performance of his/her duties and functions while under SIL;

8. There is no employer-employee relationship between the PARTNER ENTERPRISE and the


Learner;

9. The duration of the program shall be equivalent to working hours unless otherwise
agreed upon by the PARTNER ENTERPRISE and the TVI;

10. Any violation of the foregoing covenants will warrant the cancellation of the Memorandum of
Agreement by the PARTNER ENTERPRISE within thirty (30) days upon notice to the TVI.

PARTNER ENTERPRISE:

11. The PARTNER ENTERPRISE may grant allowance to Learner in accordance with the PARTNER
ENTERPRISE'S existing rules and regulations;
12. The PARTNER ENTERPRISE is not allowed to employ Learner within the SIL period in order for
the Learner to graduate from the program he/she is enrolled in.

This Memorandum of Agreement shall become effective upon signature of both parties and
implementation will begin immediately and shall continue to be valid hereafter until written
notice is given by either party thirty (30) days prior to the date of intended termination. In

Instructions:

The Trainee's Record Book (TRB) is intended to serve as record


of all accomplishment/task/activities while undergoing training in the
designated workplace. This TRB Will eventually become evidence that
can be submitted for portfolio assessment and for other purpose it may
serve the learner.

The Trainee's Record Book contains clusters of competencies of


a qualification selected and agreed by the Training Institution and the
partner enterprise. The learner must fill the column "Task/Activity
Required" after completing a task/activity in the workplace assigned to
him/her by the trainer. The actual date of the task/activity performed
must be indicated in the "Date Accomplished" column.

The enterprise trainer will likewise indicate his/her remarks on the


"Trainer's Remarks" column regarding the outcome of the task
accomplished by the learner. The trainer must ensure that the learner
have personally accomplished the task by observing, guiding, and
monitoring the performance of the learner using the performance
criteria checklist as guide.

It is therefore important that all the contents are accurately and


legibly entered by the learner and attested by the trainer by signing all
the performed tasks/activities with supporting feedback.

It is a must that the TRB is available to the learner all the time
during the SIL period. Avoid any corrections or erasures and maintain
the cleanliness of this record.

Lost TRB must be immediately reported to the concerned trainer.
