Senior management plays an important role in developing the message; the entire line
organization delivers the message and ensures that it is understood. To be complete,
communication must flow in two directions: from management to employees and from
employees back to management.

Training of new and existing employees on their safety responsibilities and the
hazards, which exist in the work environment, is essential. Safety should be included in
the overall work procedure instructions.
A system (e.g. safety meeting) should be in place to communicate information regarding
personnel HSE issues & programs. The system should cover all EPCL & contractor
employees.
A system should be in place for public posting of safety policy statement, periodic review
& how it affects the day to day tasks.
Safety rules & procedures should exist & effectively communicated to guide people’s
actions.
A system should be in place to encourage one-on-one communication of safety goals,
program, performance vs. safety goals, sharing of safety incidents/lessons learnt, safety
problems and successes.
A system of management safety audits should be in place to get direct feedback from
employees on safety matters.
Management should conduct an assessment of various communication programs in
place and address areas of improvement.
A communication guideline should be in place to guide management in safety
communication skills.
