AN ORDINANCE DECLARING TO STRENTHEN THE AGRICULTURAL


SECTOR OF THE COMMUNITY AND TO EMPOWER THE LOCAL
FARMERS AND RESIDENTS OF DOLORES

EXPLANATORY NOTE

Dolores, Quezon is primarily an agricultural municipality with a total land area of


6035 hectares, 3858.29 hectares are devoted to production of high values crops, other
areas are planted with coconut, rambutan, citrus, lanzones and other fruit trees. About
80% percent of the total population is engaged in crop production and livestock.

“WHEREFORE, with the foregoing premises considered, be it ordained by the


barangay officials in session assembled that:

Sec. 1: TITLE – For all purposes and intent this ordinance shall be known as
“STRENTHENING THE AGRICULTURAL SECTOR BY EMPOWERING AND
PROVINDING BENEFITS FOR OUR LOCAL FARMERS.”

Sec. 2: DECLARATION OF PURPOSE AND INTENT - This ordinance aims to


promote and strengthen the agricultural sector within the municipality/locality by
empowering and supporting local farmers. It seeks to enhance their productivity, improve
their livelihoods, and contribute to sustainable rural development.

Sec. 3: DEFINITIONS –

a) Local Farmer: A resident of the municipality/locality engaged in agricultural


activities, including crop cultivation, livestock rearing, fish farming, and other
related farming practices.

b) Agricultural Sector: Refers to the activities related to crop production, livestock


farming, fisheries, agroforestry, and other agricultural practices within the
municipality/locality.
Sec. 4: FARMER SUPPORT PROGRAMS –

a) The municipality/locality shall develop and implement farmer support programs


to provide financial, technical, and marketing assistance to local farmers.
b) These programs may include access to credit facilities, subsidies, grants,
agricultural extension services, capacity-building workshops, and training
programs on modern farming techniques, sustainable practices, and
entrepreneurship.
c) The municipality/locality shall collaborate with relevant government agencies,
non-governmental organizations, and agricultural cooperatives to facilitate
the delivery of these support programs.

The Committee shall meet regularly or as the need arises. It shall oversee,
evaluate and monitor the progress of any support project and cause for the
strict implementation of this ordinance. All barangays officials are
empowered and deputized to apprehend any violator.

Sec. 5: MARKET LINKAGES–

a) The municipality/locality shall establish mechanisms to facilitate market linkages


for local farmers, enabling them to connect with buyers, consumers, and
value-added enterprises.
b) Efforts shall be made to promote direct marketing channels, such as farmer's
markets, agricultural fairs, and online platforms, to enhance farmers' access
to consumers and reduce intermediary costs.
c) The municipality/locality shall explore partnerships with businesses, hotels,
restaurants, and institutions to promote the consumption of locally produced
agricultural products.

Sec. 6: INFRACTURE DEVELOPMENT–

a) The municipality/locality shall prioritize the development and maintenance of


essential agricultural infrastructure, such as irrigation systems, farm-to-
market roads, post-harvest facilities, and storage facilities.
b) Investments shall be made to improve accessibility, reduce post-harvest losses,
and enhance the value chain of agricultural products, thus increasing the
competitiveness of local farmers.

Sec. 7: LAND ACCESS AND TENURE SECURITY–

a) The municipality/locality shall facilitate land access for local farmers, especially
for those engaged in small-scale and subsistence farming.
b) Measures shall be implemented to strengthen land tenure security, promote
responsible land use, prevent land grabbing, and protect farmers' rights to
their agricultural lands.
c) The municipality/locality shall explore land consolidation initiatives and the
establishment of community-managed farms to enhance productivity and
promote sustainable agriculture practices.

Sec. 8: AGRICULTURAL AND DEVELOPMENT–

a) The municipality/locality shall support and collaborate with research institutions,


universities, and agricultural centers to promote agricultural research and
development.
b) Research findings and innovations shall be disseminated to local farmers,
encouraging the adoption of new technologies, improved farming practices,
and climate-resilient approaches.
c) The municipality/locality shall encourage the establishment of demonstration
farms and learning centers to showcase successful agricultural models and
provide hands-on training opportunities for farmers.

Sec. 9: PUBLIC AWARENESS AND EDUCATION–

a) The municipality/locality shall conduct public awareness campaigns to highlight


the importance of supporting local farmers and promoting agricultural
sustainability.
b) Educational programs shall be organized to raise awareness among residents,
particularly the youth, about the value of farming, the benefits of consuming
local produce, and the career opportunities in the agricultural sector.
c) Information shall be disseminated through various channels, including schools,
community centers, social media platforms, and public events, to
encourage community engagement and support for local farmers.

Sec. 10: MONITORING AND EVALUATION–

a) The municipality/locality shall establish a system for monitoring and evaluating


the effectiveness of the programs and initiatives implemented under this
ordinance.
b) Regular reports shall be compiled and shared with relevant stakeholders to
assess the impact of interventions, identify areas for improvement, and
ensure accountability.

Sec. 11: PENALTIES–

Any person or entity found in violation of this ordinance, including failure to comply
with the provisions regarding farmer support programs, market linkages,
infrastructure development, land access, and research and development, shall be
subject to penalties as prescribed by local laws and regulations.
Sec. 12 – REPEALING CLAUSE – Any existing ordinance whose provisions are
inconsistent herewith shall be deemed repealed or modified accordingly.

Sec. 13 – SEPARABILITY CLAUSE – In case there is conflict between the


provisions of this ordinance and the provisions of national law or provincial
ordinance, only those part(s) are affected and modified or repealed
accordingly and those which are not affected shall be deemed enforceable.

Sec.14 – EFFECTIVITY – This ordinance shall take effect upon approval and after
three (3) consecutive publications in the newspaper of local circulation.
