Monster Manual, Fiend Folio and Monster Manual II monster entries specify MAGIC RESISTANCE (MR) as a percent chance of failure for a spell cast
on the monster by a Level 11 magic-user1. If the magic-user casting the spell is of other than 11th level, first find the monster’s specified MR on the
Level 11 row, then determine the effective MR by moving up or down in that column to the caster’s level row. If the d% roll is above the effective
MR, then the spell overcomes the monster’s magic resistance and affects the monster, which can then attempt any saving throw allowed by the
spell. If the effective MR in the table is 100%, or the d% roll is at or below the effective MR, then the spell fails and does not affect the monster.

“MAGIC RESISTANCE: Standard” (or an effective MR of 0% in the table for a higher-level magic-user) means no percent chance of spell failure but
the monster is still entitled to normal saving throws.

The use of “magic-user” refers to all casters of both clerical and magical spells—not just casters of the Magic-User class or Illusionist subclass.
