PROPOSED PROGRAM

The proposed financial system for Kabankalan Catholic College on areas of

Receipts, Disbursements and Other Income Supports addresses the need for a clear cut

system and for an effective internal control and other concerns identified based on the

findings of the study.

In order to implement the Proposed Financial System, the following steps are to

be considered:

Rationale. The program KCC Improved Financial System will be a three-year long

project that will commence May 2014 and will be subsistence until a new set of system

will be introduced. The project will be spearheaded by the researcher and to be

participated by the Vice President for Administration and Finance, Cashier, Bookkeeper,

Canteen In-charge, Bookstore In-charge, Production In-charge, Purchasing In-charge,

and Property Custodian.

The program shall undergo three phases as shown in the schematic diagram

below:

PHASE I. PREPARATION STAGE

In this phase the results of this study will be forwarded to the finance officer

giving him the full details on the status of the Accounting System and Control

Procedures. A review and evaluation of these areas will be discussed in the form of a

series of meetings and sessions to orient the accounting personnel and other income

support services.

Proposed policies and procedures on cash receipts, cash disbursements and

other income support as stated in the study will be taken consideration for the

implementation.

Session 1:

Participants: Vice President for Administration and Finance, Finance Officer,

Cashier, Bookkeeper, Canteen In-charge, Bookstore In-charge,

Production In-charge, Purchasing In-charge, and Property

Custodian.

Time Frame:April 28, 2014

Strategic Steps:

1. Send communication to the following individuals: Cashier,

Canteen In-charge, Bookstore In-charge, Production In-charge,

Purchasing In-charge, and Property Custodian.

2. Preparing the briefing kit and materials needed for the session

PHASE II. COMPLETION STAGE

In this phase, the proposed policies and procedures will be completed. A

proposed manual will be drafted for review, revision, enrichment and approval.

PHASE III. APPRAISAL STAGE

In this phase, the researcher monitors the implementation of KCC Improved

Financial System (KIFS). After all manual shall have been accomplished, an

accomplishment reporting sessions will be made.

Using the same Internal Control Questionnaire, a reassessment will be made.

The focus of which are Control Environment, Accounting System and Control

Procedures.

RESOURCES REQUIRED AND BUDGET

The following human, material and environmental resources are required for the

implementation of the system.

A. Human Resources

1. Lead Group

The researcher in coordination with the finance officer will facilitate the

session

2. Consultant/Resource Speakers

The External Auditor will be invited to discuss the importance of internal

control in organization and also the School President to give insights about

the commitment of each staff on their duties and responsibilities.

B. Budget

In the course of implementing the proposed system, the following are the

projected budget which will be provided by the Finance Office:

Materials/Honorarium of Speaker Php 10,000.00

Meals and Snacks Php 15,000.00

Transportation Php 5,000.00

Miscellaneous and Contingency Php 5,000.00

Total Php 35,000.00

C. Venue for Activities

The main venue for the activities and sessions will be at Kabankalan

Catholic College, Finance Department, Kabankalan City.

D. Action Plan for the Implementation of the System

Table 5 presents the summary of the steps to be undertaken in the

implementation of the system
